Assembly Bill 1831 Would Update Prop 49 to Include English Language Acquisition Strategies
SACRAMENTO, CA – Assembly Bill 1831, legislation authored by Assemblyman Jose Solorio (D-Anaheim), to enhance opportunities for children to learn English in after school programs, received the endorsement of the Assembly Committee on Education yesterday on a 6-2 vote. The bill will now proceed to the Assembly Appropriations Committee.

Here we are again – a complete waste of money that will benefit the unions – serving of course the underserved and vulnerable.. Hooray for the state and federal government.. always willing to serve the immigrants (illegal immigrants of course).

I think you asked the question Mr. F. “should the poor be served”, that would be a YES and a NO.. It depends on who the poor are .. Illegal immigrants, drug addicts and over all losers – that would be a NO.. American Citizen’s in crisis and the elderly that would be a YES.
People in Mexico, and third world countries – YES.
If you don’t think your money is being squandered to serve illegal immigrants and their kids – take a look at every prop. prop10, 63 ect…….
If this is not pissing off Americans also immigrants that are responsible enough to learn the English language and in turn teach their children to speak it.. I don’t know what will!
This is a flipping disgrace and i bet Mr. Solorio will profit from it!
What happen to equality in this country – I suppose it only applies to people who have brown skin – They seem to make a profit for a lot of business men and women, especially in this state.

increased from fifty million dollars ($50,000,000) in 1999 to five
hundred fifty million dollars ($550,000,000) in 2007 as a result of
Proposition 49.
d) When an applicant submits an application to establish a
program pursuant to this article and when a grantee reviews its after
school program plan pursuant to subdivision (h), the applicant or
grantee shall include in the program plan a description of the manner
in which the program will support English language development and
acquisition for English learners if English learners will or do
comprise 25 percent or more of the pupils enrolled in a program. The

My response:
We have gone through many of these arguments before.
1) Because of our American values and constitutional requirements, the US Supreme Court has ruled that even the children of illegal aliens must receive an education. Secondly, and that in the interests of public health and safety, they are able to receive certain EMERGENCY medical services.
You may not like it…but that has been the law, and our American values…the values that you, and I and many other immigrants benefited from.
I am a legal immigrant, came to the US at age 9, started in the fourth grade back in 1973, and my first year I attended an intensive BILINGUAL class. After that first year of transition I have always been in advanced English classes. This language immersion investment made it possible for me to became a productive member of society and to give back many times over, both through military service and my high taxes because of the above average income I was able to learn; and because of my volunteer activities burning my own savings to do so.
I also know that the children of illegal immigrants are here, and they also want to be productive members of our society and also want to serve our nation through military service, because this is the only country that they know.
2) Also, You have some strange values…or conflicting value, or at least that’s the way you communicate them.
First you attack Social Justice, and then you say that you are for helping the poor in Mexico and third world countries, as if to imply you are for Social Justice.
I think this is a red-herring on your part.
Because it is strange that you “readily” support support helping those outside the country, but you have a problem helping those within our own borders. You seem to have a problem accepting our American Constitutional values as I mentioned at number #1 above.
It is strange because you attack the not-for-profits volunteers and label all of them SCAMs, and you label the govt representatives as corrupt, but you would be willing to help those in other countries.
How do you think that would be? It would have to be either through Not-for-profits or through governments.
So how to explain this contradiction on your part. You use it to want to appear as balanced…when I think you are really using it to try to hide your bigotry Michelle…and truly I don’t know if you do this intentionally or unintentionally Michelle.
Why do I said this Michelle, because of your own statement:

By this statement you communicate that you view the world through a certain set of blinders…because we all know that immigrants come in all colors and shapes and sizes and from all countries. And it is NOT just the “brown skin” immigrant that needs language immersion. But you seem to focus on this.

Social justice is an ideology based on TAKING from one to give to another. The fact that I want to help the true poor who do not have all of Orange Counties Non-Profit’s (federally funded and state funded programs) is called COMPASSION.
Compassion is a natural human feeling for people who may be in need.. Taxation to produce entitlements is socialism!
Social justice is not advocated by God- but it maybe imposed by the rich!

Damn, anonster. That’s even worse than my guess the other day.
Of course that time she said “I am neckard indiana.” I’m sensing early-onset something-or-other.
I have to say that I agree with MQ on this one (I know, I know..hell freezing over), but in a time of severe budget cuts for our schools, to create an after school tutoring program strictly for ESL students is a bit of a slap-in-the-face to taxpayers and parents.
We already provide an education and free meals to these kids (as well we should) but to offer them programs ABOVE AND BEYOND what we offer our own children is WRONG. All kids SHOULD have after-school programs to attend, but until we start fully funding education, the “extras” should be doled out equally.
ANONSTER:
There is already a Voter approved after school program in place.
It seems that this is a sensible bill because it would ONLY require English language development as part of the EXISTING after school program if there is AT LEAST 15% or more of the students enrolled that are English learners.
Since we are having low English performance, this would attack the problem and improve English language performance. I would have a problem if this bill was requiring that after school funds were misappropriated for “basket weaving” (no offense to basket weavers)when the limited dollars should be for improving academic performance, and this bill is focusing on improving academic performance through an existing program.
“Assembly Bill 1831 would require After School Education and Safety Program Act applicants to include in their proposed program plan their strategy to support English language development if 15 percent or more of the pupils enrolled in the program are English learners. Strategies for training staff to support the English learner program would also be required.”

If school districts are cutting teachers and programs already, WHERE are these funds coming from? It is not as if we have a wealth of after-school programs, when my kids were in elementary school (5 years ago) there was NOTHING, the working moms I knew were always struggling to find programs and patching together afterschool care. I wish we were a country that showered money on education, I would support this program in a heartbeat, but as it is now, where school districts are battling for every dollar, this program favors immigrants over native children.
I also take exception to Solario’s claim that these English learners only get 90 seconds per day to use their English skills, maybe in class, but on the playground everyone is speaking English.
I would be more in favor of intensive English classes during the school day, taught by qualified teachers, I think we’d get more bang for our buck.

I honesty don’t know if you are uninformed about just how much illegal immigrants and their children are draining the social system or you KNOW but will not admit to it!
Caloptima – Most of their enrollees are illegal immigrants and their children. If the children are not legal they can apply for the Healthy kids program or Californiakids. I know this because I did a little home work on the subject then protested at a public hearing about a year ago against the under enrollment of needy American black and white families – Most of my past neighbors in Silverado Canyon ( all needy families due the economy) could not get assistance from Caloptima due to the fact that they were American Citizens and therefore least likely to get aid. As one rep. put it from Orange County Health Alliance.. ” The focus is on Hispanic Families”. Calworks requires an American Citizens to produce past income taxes, assets ect.. which in most cases rules out aid to the American Citizens because they might have made a income above the poverty line the year before. If you are an illegal immigrant no documentation is necessary – except a couple of pay checks and the birth Certification of your child. An illegal immigrant getting Calworks assistance also does not need to meet the work requirements – while a US citizen does… Why??-illegal immigrants do not have the authorization to work in this country!
And they don’t think fraud happen’s with doctored paychecks??
I know you will ask the question,” how do I know that most of caloptima’s enrollees are illegal”, I would state using common sense… Most do not speak the language – most have neither the means to support themselves enough to pay for their own health care as well as feed their children (most are calworks, food stamps recipients)… Most likely they do not have a green card..
It takes at least 3 years to apply to this country as a engineer or a doctor.. Its very hard to get into this country even with qualifications that are needed in this country. I am not aware of any- in the past 10 years a amnesty program for low-wage workers!
A past co-worker of mine was waiting for her husband from india to get his green card – they waited 5 years… He was highly educated!
So the fact that people who are foreign nationalist are applying for Government assistance – most likely – if not completely likely they do not have a green card!
I am not against helping people, or immigration – what i don’t like is lies, deceit and the wool being pulled over people’s eyes… American citizens know very well they are being lied too about the cost of illegal immigration – I think they would be more willing to except the cost if not for the lies!
Just my opinion and i am sure the opinion of many!
