EARLY PRISON RELEASE PROGRAM
Under the new early release program passed last year by the California Legislature, over 27,000 prison inmates could be released this year and back on our streets. This will surely affect the safety and security of our neighborhoods and will result in increased crime and graffiti. As your City Council Member, I will keep Police funding a top priority to ensure there are enough officers on patrol in our neighborhoods. PROVEN INTEGRITY
In 2002, the year I was elected to the Anaheim Union High School District Board of Trustees, the Measure Z Anaheim High School Construction Bond was also passed allocating $132 million plus matching State funds for modernization and construction of school sites in the district. After finding that the District Superintendent and upper management had mismanaged the construction projects and funds, I called for the independent forensic audit that led to the Grand Jury investigation of the project which saved our District up to $50 million through massive restructuring and re-bidding of construction contracts and insurance policies. Whenever someone with authority of an agency or government body ask for a forensic audit they are automatically cleared of any responsibility.
So if our state elected leaders ask for a forensic audit they cannot be held responsible for their action or inaction.
“Proven Integrity”? The man who saved our schools? Huh?
As he admits in his own piece, “Hoagy” was a district Trustee for the entire lifetime of Measure Z, yet it seems that he was happy to let things roll along without any real oversight for three years before the situation got so obviously bad that the Board of Trustees called for their forensic audit. (And only after the results of the audit came in did the district hire outside program management for the set of Measure Z projects — an action they’d been discussing, but not acting on, for years.)
For the millions of Measure Z dollars that were wasted during Holguin’s trusteeship, the man might as well have piled up wheelbarrows full of Anaheim taxpayers’ cash in an open field and set it on fire — and he wants kudos for his performance? At least he doesn’t have the gall to promise to do for Anaheim what he did for its school district!
Also, note the first finding in the Orange County Grand Jury report on Measure Z, a document which (mysteriously enough) is not provided in the “Measure Z Facts” section of Holguin’s website:
F-1. The AUHSD Board of Trustees lacked the training and expertise to properly oversee the entire Measure Z program. The majority of the Trustees had no experience in construction, capital program management, and related financial matters, and when the Measure Z program began to move into the construction phase, the Board became dysfunctional in dealing with the program.

Yeah, I saw that. Barf! We need to oust her in 2012. Hopefully the lame Dems won’t recruit another carpetbagger. What is Umberg up to nowadays?
I didn’t like the Martin vote, but Brandman has been a real disappointment. He has been endorsing Republicans of late, such as John Leos.
There are two good progressives running in Anaheim – Bill Dalati and John Santoianni. Hoagy is the best of the Republican candidates, for those amongst my readers who cannot bring themselves to vote for Dems.
Why haven’t any of Hoagy’s current board members endorsed him? Do they know something?
