The common denominator is the poor- who are the poor in Orange County- illegal immigrants. This is why on the chart the OCCCO.. you can make alot of money off poor illegal immigrants… you just need to start up a non-profit and compete with the rest of the non-profits for federal/state/local funding for low-income residents…

And of course the public school districts.. my faviourite scam of all time.. Hispanic kids are not failing, the districts are not reclassifying out of ESL- even when they meet state standards because they lose the federal/state funding for title 1 title 3 funding…

The kids are being kept in ESL hell right up until the end of high school is some cases… The school districts explanation for this is that many of the kids are transient.. bull- its money. Teachers make as much a 90,000yr and principles making over 120,000 they need alot of funding and title 1 does the job!
