I must say, I am amazed at the stories that have been posted on this blog in the wake of Al Mijares’ exit from the Santa Ana Unified School District. I am posting this item merely to give SAUSD bloggers a place to post their comments. Post away my friends – we have an opportunity now to finally do away with the corruption left over from the Mijares regime. Change is at hand, but we must remain resolute.
I noted that someone affiliated with the SAUSD administration recently posted a threat on this site – alleging possible legal action against SAUSD employees who post anonymously on this site. That is despicable and a form of terrorism. Do not let fear restrain any of you from revealing the truth.
The final challenge we face in Santa Ana is to replace Mijares with someone competent. We won’t have another opportunity like this anytime soon. This process must be open and focused and whatever else happens we must keep Audrey Noji out of the Superintendent’s position. As a member of the Cerritos College faculty and a member of the teacher’s union at that campus I opposed her when she tried to get a job at our campus. If she goes after the SAUSD superintendent post I will do so again. I know we can do better!
All of my children are in the SAUSD system. For their sake and that of all schoolchildren in the district, I urge those who are rebelling against the last vestiges of Mijares’ broken empire to keep the information flowing and to do whatever it takes to ensure that our next superintendent will be up to the task. Mijares certainly was over his head throughout his doomed tenure.
Can anyone offer an explanation as to why Mijares set the date for his resignation 10 days before the opening of the district wide uniform traditional school calendar? Coincidence or politics?
with reference to the anonymous posting at 8/02/2006 12:32 PM, has anyone from the Orange County Democratic Party Central Committee or any Democratic Party leader such as L. Sanchez come out against Mijares or made any statements concerning this site? I believe Art Pedroza is on the Republican Central Committee and Art has definitely made his position known. I may switch my registration to the Republican Party!

You are not in the educational field other then being a classified employee. Can you name three things needed for a school to be sucessful? In needs good leadership, high test scores and teachers who will challenge our students. Mr. Bishop does not have any of the traits needed to keep our school on top. Look at the stats for Willard. APs were let go this year, because their immediate supervisors ran their names through the mud. A new system of evaluating APs was to have a HR representative speak with the principal and determine if the AP’s contract would be renewed. APs had no input and most were not aware of the NEW process. There was never an investigation whether the principal’s statements were true or not.
Many staff members tried to talk to the district office, but communication was not available.
Was this done in order to support principals in their corrupt ways?
We all will have to see if Jane Russo fixes the problems of lousy site administrators tearing up the careers of decent educational staff. Russo has got to know there are well-documented problems at several sites. If she chooses to ignore the issues, then she becomes part of the problem. HR is terrible. They ignore calls. They don’t do investigations in a professional manner. Administrator of the Year? Hardly.

I don’t think it was really necessary to post the names of the two litigants. They have had enough problems without putting up their names. Secondly they are not the defendants. Miyashiro,Seroder and the district are the defendants.

I appreciate the tutorial on secrecy, but I think you have misunderstood my point.
I fully agree a bright light needs to be shined on every phase of the district including whomever and whatever is involved. I just don’t agree that victims names need to be placed here. These women had to seek relief in court because they couldn’t get it anywhere else. Not from administration, their union or any other way.
We are on the same page but we just see it slightly different. Shine that light on every person responsible not on the victims unless they choose to go public.
I’m all for outing the problems as you are. We don’t need to waste this space with long rants or dictionary definitions when we basically agree.

I teach second grade in SAUSD and must unhappily report that one result of the No Child Left Behind Act is rampant SOCIAL PROMOTION. In spite of all the push for standards, our district, like most has NO SPECIFIC STANDARDS for promotion. Often our students are promoted based on:
age
size
having made “some” progress
Often these children are over a year behind grade level in every academic area. The teachers don’t want them promoted, it’s the administrators who force the issue with the parents (since it’s ultimately the parent’s choice). Administration doesn’t want to admit any weaknesses in “the program”.
I hope someday more people will wake up to the importance of placing children according to academic ability. Folks seem to understand the concept at the high school/college level… no one would allow a freshman who flunks Algebra I to enroll in Calculus. Yet, at the most crucial time academically for a student, when they are having foundations placed that will last a lifetime (like reading), they are shoved ahead and “interventioned” hoping for the best. How sad to see a student who is totally frustrated and unmotivated because the work is so far beyond them.
Every year it gets worse. This year I have 1 student of 19 who is at grade level. Eight are working at 1st grade level. TEN are working at Kinder level (Most of these ten came from a classroom that was being “taught” by a long term substitute for six months since the District was too cheap to hire a full-time teacher after the regular teacher went out on maternity leave). My principal is anti-retention and not open to dialogue. In fact, when I went to him to explain these children need to be in first grade again, he had the resource teacher TEST them! So much for respecting my opinion. Four weeks later, the tests are back. Surprise, the kids are even lower than I had thought! His answer, “Well, I guess you’ve got your work cut out for you!” That’s administration for you, real supportive.
Anyway, I thought some folks would like to know how our tax dollars are being misspent. Perhaps some day administrators will have to run their schools like a business and produce a quality product…better yet, maybe someday teachers will run the schools!
Under Mijares the hiring of new teachers was always left until late in the summer when the pickings were very slim. Most districts begin hiring and putting teachers under contract in the late spring. SAUSD waits until August, September, and often October. This accounts for the massive overcrowding in September and this also accounts for the staffing of classrooms with subs instead of credentialed teachers.
Another example is presently ongoing. The state has offered school districts seed money to begin hiring counselors so that the ratio of students to counselors will become 300:1 (SAUSD in the high schools is at 750:1). Irvine District, for example, has been interviewing and hiring counselors all summer long. SAUSD is only now getting started.
In terms of hiring principals, Antonio “Tony” Espinosa, the principal of Valley (Godinez) high school came up through the ranks not on his abilities as an administrator. According to a now retired principal who told me, “In principal meetings Tony was never seen as the sharpest knife in the drawer, but he always volunteered for Mijares’ extra assignments and he always brought donuts to the meetings.”
Espinosa made a mess out of Ceasar Chavez, then he was promoted to Spurgeon where he made a mess out of that school. Finally, he was moved to Valley and Valley is now a PI 5 school.
The teaching and administrative team at Valley has been in total disarray since the arrival of Espinosa in 2001. Schools grow and advance on the basis of staff stability. Valley has lost more than 50% of it’s teaching staff since 2001. In addition the administrative staff has been devastated by Espinosa. Since school sites are never exactly alike, it takes a year or more for administrators to get acquainted with the particulars at each school site. Valley is entitled to 4 AP’s. Only two AP’s have spent more than a year at Valley since 2001. in other words Valley has gone through 6 AP’s in 6 years. No counseling AP has ever lasted more than a year which explains the mess Valley Counseling has been in since 2001.
Later Espinosa wanted Santa Ana High and when he did not get it he started to intrigue for Segerstrom. Noji scuttled that bid in favor of Lynn Maher but Espinosa was promised Godinez, which he now has. Why does Espinosa have such strong, although unproven, support among certain board members and Mijares? That same retired principal, who is Hispanic, said that Espinosa’s family is big and powerful in Santa Ana (they own a great deal of rental property in town and in the surrounding cities including property in Mexico), Espinosa was a product of SAUSD and Mijares wanted a poster boy for SAUSD (you know, local boy makes good), and Espinosa was totally loyal to Mijares willing to do whatever Mijares demanded of him.
It is clear to anyone with eyes that Espinosa was a political appointee. Principals appointed for their political credentials are almost always disastrous and Espinosa’s track record proves that.
Under Mijares politics was the highest consideration for promotion and job retention and not professional ability, managerial skill, and human relations. Schools should operate on the basis of the ability to teach kids and a highly refined managerial skill set to administer schools. Under Mijares SAUSD was debased by politics. That explains the districts growing failures. And until politics and political appointees are removed from the ideology and leadership of SAUSD the situation will continue to deteriorate.
HOW DO WE INFORM THE PUBLIC OF THE MISUSE OF THEIR TAX DOLLARS?
RECENTLY A MANAGER HAD A STEREO INSTALLED IN HIS PERSONAL CAR DURING WORKING HOURS [6HRS]. THIS WAS OBSERVED BY MANY EMPLOYEES. THE PERSON INSTALLING THIS STEREO WAS ALSO A DISTRICT EMPLOYEE, WHO ACCEPTED PAYMENT FROM THE MANAGER WHICH WAS OBSERVED BY OTHER EMPLOYEES.

You might try School Police for this one despite their chief’s reputation.
They have a detective who gets off on going after employees. Although he doesn’t follow up on crimes against the schools, he seems to specialize on misuse of school time by employees and similar crimes. By the way time stealing is a crime, but someone will have to come forward as will some of the witnesses you mentioned who saw this installation being done. A nameless innuendo won’t accomplish anything with police or the general public. It just sounds like a bitter accusation against a manager.

And notwithstanding any pending litigation against the chief, I will say that the School Police Department is and has always been resonsive to our needs, far more so than SAPD could be. From my understanding, SAPD does not have the time, nor the manpower to handle the calls we generate with our 60,000+ students. It’s common knowledge that they lack any interest whatsoever in policing our problems. School police has my support. For those of you who don’t support them, go ahead and call SAPD the next time you have an unruly student and see how long you’ll wait for a response. They may make it out by the end of the school day.

I agree 100% that school police has always been there to help us. I have worked at two schools during the past 5 years and whenever I call, they are there. Everyone has been very helpful including the chief! Maybe some people out there don’t like them, but when it comes to doing their job in helping our students, staff and parents, they are #1 to me.

I, too support the officers working for our District. I have met most of them, and they are all professional, helpful and quite competent. Honestly, I’ve run across officer’s from Santa Ana PD and other agencies, like Tustin, where I frequent, that are less qualified than many we have here. It’s sad that so much of our budget goes to paying the salaries of DSO’s instead of hiring more P.O.S.T. certified officers. We all know the King has no clothes on, yet we’re all scared to say it, many of the DSO’s are the root of the problem in this whole district. They bang the drum of “poor pitiful me” spending the vast majority of their paid time gossiping “did you hear what I heard” like the school aged children their supposedly watching over. Imgaine if the DSO’s spent all of this pent up energy and frustration on productive, positive efforts, we would be on our way to improving morale and efficiency. Footnote: I realize that we have many fine DSO’s here that perform their job competently, however, they are overshadowed by the constant cry babies, complainers and “conspiracy theorist’s” who spend their time at home, on the blogs, or sending malicious, unfounded, and completely fabricated letters to school board members, instead of spending time with their kids. For those of us in the District trying to make it a better place, we have a suggestion for those aforementioned: Leave. Regarding the topics posted about the School Police, most of you all make valid points of some kind or another. But I would not paint the Officers with a broad brush overall because of the lack of management.
Certainly there are officers who have come from other departments they were forced to leave. Not all of them! Furthermore those questionable officers were given a second chance and in most cases all know it’s the last chance they will have. Undoubtedly the next Police Chief will have to review the files and see what the circumstances were on an individual basis.
Undoubtedly, as mentioned, a few may have been hired as old cronies of the Chief. If the Chief goes then they are the ones to worry.
I have seen some of these officers in question perform excellently and take the extra mile to assist the district. Of course I’m sure there still may be a few problems that need to be corrected.
As one writer said the Chief’s reputation is notorious. LA county Police Chiefs have a common saying that if you can’t get hired anywhere else, go to Santa Ana School Police because they will hire anyone. That may not be entirely true, but the belief has to come to an end. The only way to end it is by removing the head of the snake.

Sounds like someone doesn’t like the fact that DSO’s know what goes on at the lousy performing school sites and take the time to inform board members of unethical activities. They need to be thanked, not told to leave.

I can’t believe you didn’t prevail. Isn’t it against the law for SAUSD to retaliate against you for whistleblowing.? There really was a problem there, but they always make it out that it’s about the money. No it’s about the pollution. The new person in charge for Risk Management is getting a pat on the back for saving the District money. They’ll lose in the long run after she can’t stall off the inevitable wave of lawsuits. They break they law by denying employees their rights. They want to throw us away and get newer younger people to do the work. Perhaps the subjects you mention should not be taboo, but they should not be simple innuendo either. I’m not the operator of this blog, but if I was I would want facts backed with substantiated information if for no other reason than to keep the credibility of this blog maintained. That seems like a reasonable request by the operator, otherwise it will have no standing with anyone who reads it.
