Update 3/5/08: This post now has 2,003 comments! However, it has exceeded the capacities of our server and has been truncated recently at about 1,529 posts. But one of our readers has stepped up to the plate and painstakingly copied all of the comments into three NEW posts:
- SAUSD-Mijares corruption thread, 2008 Comments
- SAUSD-Mijares corruption thread, 2007 Comments
- SAUSD-Mijares corruption thread, 2006 Comments
We have also started a NEW open SAUSD thread, which I hope our readers will post to regarding new SAUSD news and views.
You can also go to our home page and go to the right column. Click on “SAUSD Posts” and you can get links to ALL of our past SAUSD articles.
I must say, I am amazed at the stories that have been posted on this blog in the wake of Al Mijares’ exit from the Santa Ana Unified School District. I am posting this item merely to give SAUSD bloggers a place to post their comments. Post away my friends – we have an opportunity now to finally do away with the corruption left over from the Mijares regime. Change is at hand, but we must remain resolute.
I noted that someone affiliated with the SAUSD administration recently posted a threat on this site – alleging possible legal action against SAUSD employees who post anonymously on this site. That is despicable and a form of terrorism. Do not let fear restrain any of you from revealing the truth.
The final challenge we face in Santa Ana is to replace Mijares with someone competent. We won’t have another opportunity like this anytime soon. This process must be open and focused and whatever else happens we must keep Audrey Noji out of the Superintendent’s position. As a member of the Cerritos College faculty and a member of the teacher’s union at that campus I opposed her when she tried to get a job at our campus. If she goes after the SAUSD superintendent post I will do so again. I know we can do better!
All of my children are in the SAUSD system. For their sake and that of all schoolchildren in the district, I urge those who are rebelling against the last vestiges of Mijares’ broken empire to keep the information flowing and to do whatever it takes to ensure that our next superintendent will be up to the task. Mijares certainly was over his head throughout his doomed tenure.
The heralding of Navarro as the second coming of Christ is an ass kicker How can any union official be an effective leader when he’s in bed with Russo and Noji? Navarro may think he can serve two masters, but he cannot.
Go ahead, elect Luis Navarro. Supt. Russo and Noji’s fetch-to boy.
Personally I don’t know what Navarro’s motives are. He has expressed more than a passing support of Noji, Russo, and Bishop. That is his choice and look what has happened since. Willards test scores are in the dumpster. There has been a question about hiring a non district employee at that school.
Under Russo’s watch, the district has taken a multi million dollar hit from scamming attendance, a rookie asst. principal has been promoted at SHS to Principal over Valley. Then a new principal with a questional history was placed at SHS. All in all things don’t seem to have changed much.
Is Navarro the savior to all of this? No district employee will be even if they support all of the not questionable people who work within. The problem with any union we have is that the president and others are always subject to the whim of the district. I’ve seen president’s jobs cut simply because they dared to rock the boat and fight back. I don’t think Navarro or any employee really has a fighting chance.
Look at the teachers union. Teachers being ripped to shreds and hiring private attorneys. Where was their union? It’s a bad system the district knows how to work.
Until a board and superintendent with lofty goals and no hidden agenda are running the district it really does not matter if Navarro or anyone else is elected president of either union.
Before you contravene what Navarro stands for or what he’s going to do or not do, you should first get to know who he is. Do I believe he will do better than the current union individuals, absolutely!
today is classified nominations, I am eager to find out who will be running for office. If you think you know Navarro, know this, he plans ahead, years in advance for what he will do today!
If there is someone who will push and demand the classified union to give them their money’s benefit ($650,000) in services, he can. $650,000 is what classified employees pay their classified union; what do they get in return,
ineffective/disservice abortive, anticlimactic, barren, bootless, defeasible, emasculate, feckless, feeble, forceless, fruitless, futile, idle, impotent, inadequate, incompetent, indecisive, ineffectual, inefficacious, inefficient, inept, inferior, innocuous, inoperative, lame, limited, neutralized, no go, no way, not effective, nugatory, null, paltry, powerless, slack-spined, spineless, unable, unavailable, unavailing, unfruitful, unproductive, unprofitable, unsuccessful, vain, void, withered, worthless services and failure to represent their employees in need.
Who will be up for the challenge?
My nickels and dimes are on Navarro!
CSEA are you listening? You can sit there and argue all day about what you’ve done for the members, but we’ve had to fight to get you to do it. Who exactly do you represent? Over the last five years, it hasn’t been the employees. If Navarro is appointed, look out…you might have to use our dues to buy a spine!
Any candidate will promise the moon & the stars to curry your vote, but at the end of the day Navarro will be no different than past presidents. As a parent, Navarro should focus on placing his kid in a school that’s not under the direction of a bipolar principal and his Cruella-like sidekick.
Yes, Luis Navarro is Luis except when he…isn’t. When he is posting as a disgruntled parent he has the worst spelling (as a teacher in the SAUSD I know the most typical misspelled words, and his aren’t the norm.) as himself he has okay spelling and then when talking about himself as a third person (impersonating another blogger and answering his own posts) he sounds almost perfect. The sad truth is that all can tell which Luis it is. Willard parents don’t blog; Luis Navarro does, and then anyone praising Luis N. as a wonderful candidate for the Union position is not an actual person. Post 1682 is a great example! Get real and learn the many faces of Luis Navarro.
When you say the classified union is ineffective and incompetent, you need to be more specific, what you should be saying is Ralph Sandoval President and Hector Vizcaino, Chief job Steward are ineffective and completely incompetent because they have taken the union to were it is now. These 2 are only out for themselves. Have you ever tried to contact one of these guys, they never return your calls, and they dump the cases they don’t want ( if your not female and good looking forget it)on the poor labor rep who is already overworked. If these guys decide to run again the union will never be the same. As for Luis Navarro, he wants to take the union out, what an idiot. Does he not know that with out a union contract the classified employee’s will not have representation, the District could take away all benefits, no COLA, lay us off with out cause, the district will not have to negotiate with us at all. You think classified employee’s are treated bad now wait to see what happens if we don’t have a union.
One last thing, to all those people who complain that the union does nothing for them, YOU ARE THE UNION, WHAT ARE YOU DOING FOR YOUR SELF!!! Stop complaining and expecting someone else to help or take care of your problems, you need to help your self and you can start by eliminating the do nothings Ralph and Hector. Ask questions, get information, attend meeting, document problems, just do something!!
1685,
Thank you for your disclosure. You made something obviously clear. Luis Navarro has multiple personalities. Where did you get your Psychology degree? Can we have the winning lottery numbers 2.
I don’t see why anyone would want to support Luis Navarro for anything.
He is an obvious shill for Noji. You could elect a homeless guy as your next union rep and get better results than anything Navarro would come up with.
This district needs change, not lap dogs for our horrible Trustees – particularly Noji, Avila and Richardson!
If you have been paying attention to what Luis Navarro has been saying. He does not want to get rid of the union. I asked him the same question. He wants to get rid of csea and bring someone effective. The current union receives well over half a million dollars in membership dues a year. What do we get in return, Ralph and Hector these 2 guys never return calls and when they do they yell at you and put you down. I get this treatment from my school administrators, I don’t expect this from my union representatives.
Whose the idiot now. Our current union wont force these 2 jokers to do their job, what good does attending meetings and documenting problems will do. Our state level union leaders won’t force Ralph and Hector to do their jobs. What now? Sadly but true, csea needs to go.
#1689
I don’t know what you thought the Union was doing for you before now but welcome to the real world of unions.
I have talked with every county LRR since Phil Lesch held that spot. The answer they give when asked about representation is usually pretty much the same. That answer is, “The state union can only do as much as the school local will allow them to do.”
This answer is pretty clever especially at SAUSD because almost every president of the union over the last 20 years has been in the back pocket of either the Superintendent, one or more board members, or both. If they were not a district lacky before they were elected union president, they were quickly bought off with perks and special treatment.
Luis Navarro has already made it virtually clear he totes Russo and Noji’s water. Expect heavy support for him by the district administration.
Trying to replace a union is not as easy as it sounds. Voting to leave a union is only the beginning. Once done, then there are hearings. In this scenerio both district lawyers and CSEA lawyers would join forces against the employees.
The employees would have to find a union they would want to join, or they could possibly form their own. Whichever way it goes then it becomes a matter to take on the legal guns of both CSEA and the district. You would have to prove that representation by the new union would be of more benefit than what currently exists and if it would not be an undue burdon on the district to negotiate with this new union. In short it requires a lot of organization, planning and support.
Lots of luck with all of that in this district when not even half the union members show up for union meetings now. I don’t even believe half vote during elections.
Navarro is the biggest shill for Willard’s principal. An earlier blogger said it best … Navarro is intoxicated with him.
A field of four could prove too much for Navarro to overcome.
I urge all of Santa Ana Unified Classified Employees to please, please vote for Hector Vizcaino for Chief Job Steward and Ralph Sandoval for President of the Union on December 12. They will fully serve the needs of the classified employees of this great district.
Oh! One minor requirement, you must be female, good looking and must be able to fill your blouse!
You don’t believe me, just ask Margie Strike, CSEA Labor Relations Representative assigned to this district. Apparently, Union President, Ralph Sandoval and Chief Job Steward Hector Vizcaino have been Sexually Harassing Ms. Strike for the past 2 years. Ralph and Hector continued to sexually harass Ms. Strike, even after she make it clear that she wanted them to stop. The sexual harassment continued, Ms. Strike filed a complaint with her Union against these two idiots. About 2 months ago, during a negotiations meeting, Field Director Patrick Prezioso of the Orange Field Office, came to Santa Ana, sat in a meeting and admonish these 2 sexual predators.
Fast forward to yesterday Oct. 18 prior to the monthly Chapter meeting, in this case it was chapter nominations for Office. Again, Ralph and Hector pulled
Ms. Strike aside yelled, questioned, harassed and intimidated her and questioned
her about what she had told Patrick Prezioso and her union. What these 2 half-witted, hare-brained fools didn’t realize was that there was still about 15 employees in the area listening to all this. Ms. Strike’s case continues against these 2 competent union representatives.
So, please, by all means vote for these 2 idiotic fools.
LADIES, BEWARE!

…Now this is when posts get a little tricky. Was the above post about Margie Strike true, or was it trumped up by someone else who wants to become president of the union? Only Ms. Strike would know for sure. Ms. Strike doesn’t seem like the type to be intimidated by many much less a couple of union elected locals she can step on with a phone call. LRR’s have direct access to the superintendent and legal regress all the way from Sacramento..this story needs a little more verification before I will buy it.
Say it isnt so. Is Art quilty of censorship? Who is he pandering to? Why are you censoring my comments Art?
Ms. Strike is not alone! Hector Vizcaino has a history of making unsolicited remarks of a sexual nature to females in need of representation dating back 8 years ago. He has sexually harass females at Santa Ana High, District Office and Lydia Romero-Cruz Elementary School. He prays on females that are being harass or intimidated by their supervisors, when called upon to help, he takes advantage of the situation. He knows the females won’t complaint to their supervisors of the district because they are also being intimidated by their superiors.
His victims never really complain to the district, but their co-workers know what happened. The word spreads. No victim, No crime!I personally know of at least one female victim, but she doesn’t want her name disclosed for fear of retaliation. Ladies, next time you call Hector or Ralph, I suggest you put a heavy coat on.
1693,
all you need to do is talk to anyone whom was at the Wednesday union meeting and ask about Hector and Ralph’s conversation with Ms. Strike?

The last few comments are disturbing on several levels. This blog has been a place to out SAUSD district administrative problems publicly and generally has done this. Some school problems have been addressed, some management problems have been changed, and top level management can no longer claim blind ignorance to what school level management is doing. Not all problems have been solved, but it has to start somewhere.
These recent comments on the other hand smack of another agenda. A quiet political fight between current CSEA elected members, and those who would be king. Disguised with the name anonymous anyone can say anything they wish without any substantive proof.
Because it is posted here, does not make it true or false. It makes it an unanswered question. A claim of female employees in the district being sexually harassed by two local elected union members is both believable but it is also questionable. Why? The posted answer is because of fear of retaliation. The claim seems to be this is district wide by these elected union people. It is difficult to believe that out of all these women not one would speak up. I have found women, especially our district women to show more strength especially when wronged. If each and every woman so claimed has remained quiet to the district administration, for once the district is NOT at fault.
To blindly believe that the county union LRR would take sexual harassment for two years by locally elected union members is also questionable for reasons another post said above. The LRR has much recourse, and no fear of retaliation by any local elected union member. On the other hand if the LRR has in fact taken this harassment for two years, then something is wrong with that LRR.
To simply state 15 unnamed witnesses observed harassment at the union meeting isn
My understanding is this blog was not designed for quiet political mud slinging between current CSEA and want to be CSEA leaders. Leave your political agendas for another blog and stick to the intent of this blog. Sexual harassment by a couple of lowly union elected officials is not corruption by the district. It is corruption within the district. By all accounts so far, no one has brought it to the district

I may very well have a misunderstanding of what happens on this blog. The title is
Ok!
So Teresa Ortega manage it to get a grade on her advance DRAMA HONORS class, by the way it was made for her ONLY , in case you wonder courtesy of AP of Guidance at Santa Ana High School, Gerry Oxx; because let it be no doubt in anyones mind be that your IQ is bottom of the pit, Oxx runs the Counseling Department so he runs the show , Mr. Lighthall is that a light in the hall plus another waste of a monies(Mr. TRIGGS here is an idea)So Santa Ana High School is up for accreditation next year ,,,,GOOD LUCK .
you’re missing the point.
When union leaders harass and intimidate their own classified employees they are suppose to help. When union leaders turn the other way and allow the district to do the same, harass and intimidate classified employees. Who are the employees suppose to turn too. When union leaders tell an employee they have no case against the district when they in fact do, just to look good in the eye of H.R.
This is corruption
#1700
Possibly I am missing your point. My opinion was based upon what was posted. Until your last comment, no one had ever said that these union officials were acting on behalf of the district. What was stated is that they were failing to act on behalf of the employee union and in fact committing crimes of their own by sexually harassing female employees themselves.
Thus what you are implying is that these elected union employees are actually acting on behalf of the district by sexually harassing, or intimidating other employees who have grievances against the district. Now I understand what you were trying to say. If true yes this would be district corruption. It would also be a crime and quantum leap to prove.
Frankly it still does not escape me that this is an election time for CSEA or that those who would be king want to dethrone those currently holding office. As posted these crimes have been ongoing for two years, but only now during the election cycle are they being brought forward. I find this curious at the least.
I don
#1699
If I understand you are saying that a students grade at SAHS was changed without merit to help the school gain proper accreditation? Isn’t that the same sort of thing that was going on at SHS under the former principal? Does anyone else know about this going on at SAHS?
The word around the campfire is Tracy “The Hugger” Brennan and Esther “Memo” Jones have switched places. While Brennan will continue running SHS to the ground at SAUSD, Jones is now at AUHSD. Any truth to this?
#1703
U have to be kidding. A simple Google search would have indicated that either one has a lot of baggage. Could AUHSD HR be as inept as SAUSD? Hard to belive.
1704:
I am NOT kidding. A simple google search will pull up Brennan’s lawsuit against AUHSD which details her checkered past. Google search is how several teachers found it. The link was subsequently posted on this blog. Did you not see it?
As for Jones, I’m still researching that one. It’s too early to tell, and I was only recently informed of this on Friday. Is this info true? I don’t know which is why I asked the question in my previous post. If it is true, at least she will no longer damage SAUSD schools.
According to my AUHSD source, the district may be just as inept in their hiring practices.
To be continued…
AUHSD website board meeting notes have not been posted since last April. Jones headed for upper management, ya think?
All of the comments concerning the hiring practices of SAUSD and AUHSD should not be a surprize. The practice of allowing a failed administrator to escape without a blemish from one district to another has been going on for so long that it can never stop. If all of the people that have condoned and facilitated this were removed there would be few administrators left in any district. Administrators feel that they are entitled to this “protection” since they have afforded the same to other administrators.
Talking with several teachers at a CTA conference this weekend who know Tracy Brennan, none had but kind words regarding her. SAUSD has driven out some fine managers recently who no one would call failed adminsitrators. I’d reserve judgement until it’s seen how she does at SHS.
#1708:
Thank you for your posting. I am tired of people who are not at SHS making judgments about what is going on here. The teachers are working harder than ever to get out of PS1. We are all pulling together with the principal supporting us, and other than two people who have posted (both of whose reason for being unhappy, I can figure out-it doesn’t take a brain surgeon) no one else has an ill word.
Rather than making anonymous complaints, step forward and use your name. Then if something is wrong, we can all work on fixing it.
With all due respect, Ms. Robinson, you are a union representative not a representative of the thoughts and feelings of all SHS staff. Dr. Brennan will have her supporters just as Mrs. Jones had her supporters, and there will be those who may feel otherwise. You cannot please all of the people all of the time. I refuse to speak for the others who are criticizing the principal (and based on the writing styles of the previous posts and my conversations with others, it’s pretty safe to say it’s more than just 2). I am only opining based on my experience and mine alone.
What you fail to understand (that a brain surgeon could), is that it was not losing my position that angered me. What angered me was being accused by the principal for something I did not do. Additionally, it was her approach that angered me. An approach that was obviously demonstrated many times at AUHSD (according to the court brief).
I still don’t agree with her approach, but now I am giving her the benefit of the doubt. My anger was obviously displaced.
Without looking into the details first, she accused me of going to the district and complaining about my small class sizes when in fact it was you who complained. I think I have every right to feel the way I do now.
I was the one who was accused, tried, convicted and essentially executed without first being asked what happened. Not you.
I was the one who had to pay the consequences of that complaint. Not you.
As a result of that complaint, my position was cut (as were several others across the district). Not yours.
I had to live with the notion that I ratted out my school. You didn’t.
I was the one who sat (nearly in tears) at a department meeting listening to angry teachers talk about some teacher who complained about small class sizes. You didn’t.
I was the one who felt that I blacklisted myself and made other teachers angry for something I never did. You didn’t.
This was quite possibly the worst experience I endured in my profession. Nothing feels worse than thinking that I disappointed and angered my colleagues when deep down I knew I never complained to the district.
I was advised to speak with you regarding this matter prior to leaving SHS, but I felt it was in my best interest to leave quietly. Now I wish I had spoken to you. Perhaps I would have been vindicated sooner rather than later, and perhaps I’d still be teaching at SHS.
What’s done is done. Knowing that the truth about that situation finally came out, I harbor no ill feelings against anyone. I wish Saddleback the best of luck.
Meg Robinson. She’s a political being. Is she running for something new this year?
She has set up employees and let accused employees down, consistently. She’s an old Tom Harrison holdover.
If you’ve got an issue do NOT GO TO MEG ROBINSON. She won’t do you or your issue any justice at all.
That she’s already kissing new administration butt and asking for names of teachers to rat out, speaks volumes.
Put her in the same category as Luis Navarro. They’ll overlook huge problems in site administration in order to keep in favor. They only represent their own interests.
1710
1710, Thank you for your remarks, but a little clarification is needed. I complained about the extremely large class sizes that many of the SHS teachers were subjected to. The District had the numbers showing that the original master schedule was totally lopsided in some areas. It was clear to them and to SHS administration, that to relieve the burden on some teachers, some classes would need to be collapsed while others were reduced. That is what the grievance is about that SAEA presented to the District at the last board meeting-challenge large classes.
I am not happy that we lost you. You were an active teacher at the site. Unfortunately, until we get a master schedule that works BEFORE school starts, someone will be screwd. I can understand your being upset that it was you and am glad you still have a position.
Meg Robinson posts ..
“I am not happy that we lost you. You were an active teacher at the site. Unfortunately, until we get a master schedule that works BEFORE school starts, someone will be screwd.”
Your backhanded slap indicates that you might be part of the SHS problem. Why should any teacher get screwed because some administrator did not do their job? If you are a union rep, as they say you are, then why aren’t you supporting the teacher that was “screwed” by SHS admins?
You are the perfect example of union-meddling. You tirelessly fought to banish Jones from SHS, yet problems persist at SHS. It looks like nothing will please the discontented at SHS.
And parents wonder why the kids are not getting 100% of a teacher’s time, dedication and devotion.
1711/1713: Because of the vitriolic nature of all of your comments, I refuse to engage you other than to say: 1. all of your comments about me are untrue and 2.if you have a complaint about my performence as an SAEA Board member, you have recourse. You can call SAEA and lodge a formal complaint; you can recall me; you can campaign yourself. The choice is yours.
Meg Robinson –
I am blogger #1713 and your latest post simply brings to light the disdain you have for SAUSD parents. I never implied, nor stated I was an SAUSD employee; you assumed I was. Is this how you treat the students you’ve been entrusted to instruct?
This forum affords the opportunity for anyone to offer comment, and I did. Slamming those who do not agre with your view of the world makes for one close-minded person.
Your cavalier comment about the possibility of any of your collegues getting screwed because some SAUSD admi did not do his/her job is morally corrupt.
I too have spent too many keystrokes addressing your last
tantrum. And, it appears, by your posts, that your union is not about equal representation. How much school time was taken away from the students while you waged your crusade to banish E Jones?
“The choice is yours” is a scary comment to anyone that went through the Jones years at SHS. The overbearing atitude that is conveyed by that remark says a lot about the person that uses it.
#1716
Blogger #1714 posts is disturbing since it’s intended to intimidate and threaten.
Some say she’s having buyer’s remorse regarding her part in getting rid of Jones and she is merely schilling for SAUSD admins becasue the tree hugger is causing plenty of problems.
I don’t think that anyone should have a concern about “getting rid” of Jones. No one person was responsible for her removal save herself. Buyers remorse would not be something that any individual at SHS would experience since no person at SHS replaced Jones with the current principal. The responsibility for Jones and her replacement is something that is clearly in the lap of the Board of Education. They let Jones do what she did while at SHS and they hired a replacement knowing the mess that would be in place. Any failures will be the responsibility of those that had the power to influence the situation. The staff has always done an outstanding job even in the face of less than adequate leadership.
#1717 Your comment indicates that you could not possibly know a thing about SHS since “the choice is yours” was pure Jones. You can’t know if anyone is having buyers remorse since you have such limited knowledge of SHS. To call someone a shill without any knowledge of the situation is way over the line.
Reads like #1717 got the best of #1719.
At long last, the rumors about Don Trigg’s retirement were confirmed at Tuesday’s school board meeting. He officially departs in February.
#1720
Thanks for the update on Trigg. Very interesting how a person who really hasn’t held his position all that long, shot off his mouth about kids equal dollars, and whose name keeps coming up about all these internal money problems suddenly decides to bail out. Possibly the Capo district has motivated some rats to jump ship.
1720 is pretending they are not 1717 so they can claim that somehow 1719 was put down by 1717 who could be 1712-1716 or maybe it is actually someone at the DO trying to make a joke.

1. all of your comments about me are untrue and 2.if you have a complaint about my performence as an SAEA Board member, you have recourse. You can call SAEA and lodge a formal complaint; you can recall me; you can campaign yourself. The choice is yours.
Ms. Robinson,
You have personally benefited from being a site rep, but you have not been a reliable advocate for members at your site. Your focus seems to be on the union
Regarding #1723
It would be nice if this was put on after work hours so that teachers and parents could be there. Anyone know if this will be taped/televised? It would be great if Solorio, SAEA or SAUSD taped it and put it onto one of their websites to share.
#1718 nails it about the problems that continue at SHS.
Did the board of education appoint the current Saddleback principal or is she just one more “winner” picked by Juan Lopez?
The made for mexican tv novela continues with Ralph Sandoval and Hector Vizcaino. In their attempt to keep Margie Strike silent, they have tried to remove her from negotiations and the dirtrict.
What do you have to fear?
In Ralph and Hector We Trust!
How much does Ms. Strike know, that threatens these 2 clowns?
#1724
I have never told a permanent teacher to leave the site. Also, for the past 4 years, SAEA has had a full-time released person dealing solely with grievances. Saddleback teachers benefitted from the passing of site grievances onto the specialists.
Also, if I was the coward you call me, I wouldnever sign my name to these.
#1728
You read like a typical union hack. You have “NEVER” told a teacher to go to another site. Never is a big word. Maybe you never did. I wonder.
Apparently you never defended them either. By your own admission you roll them off to the full time released SAEA grievance person. So what is it again you do there? How many defense actions have you done on behalf of your site teachers?
Coward? Of course you are not a coward and will post your name. You have no fear of retaliation by the administration because you are in their hip pocket. Your teachers don’t have that privilege because of lackluster union representatives like you who have long forgotten whose side they work for.
