Update 3/5/08: This post now has 2,003 comments! However, it has exceeded the capacities of our server and has been truncated recently at about 1,529 posts. But one of our readers has stepped up to the plate and painstakingly copied all of the comments into three NEW posts:
- SAUSD-Mijares corruption thread, 2008 Comments
- SAUSD-Mijares corruption thread, 2007 Comments
- SAUSD-Mijares corruption thread, 2006 Comments
We have also started a NEW open SAUSD thread, which I hope our readers will post to regarding new SAUSD news and views.
You can also go to our home page and go to the right column. Click on “SAUSD Posts” and you can get links to ALL of our past SAUSD articles.
I must say, I am amazed at the stories that have been posted on this blog in the wake of Al Mijares’ exit from the Santa Ana Unified School District. I am posting this item merely to give SAUSD bloggers a place to post their comments. Post away my friends – we have an opportunity now to finally do away with the corruption left over from the Mijares regime. Change is at hand, but we must remain resolute.
I noted that someone affiliated with the SAUSD administration recently posted a threat on this site – alleging possible legal action against SAUSD employees who post anonymously on this site. That is despicable and a form of terrorism. Do not let fear restrain any of you from revealing the truth.
The final challenge we face in Santa Ana is to replace Mijares with someone competent. We won’t have another opportunity like this anytime soon. This process must be open and focused and whatever else happens we must keep Audrey Noji out of the Superintendent’s position. As a member of the Cerritos College faculty and a member of the teacher’s union at that campus I opposed her when she tried to get a job at our campus. If she goes after the SAUSD superintendent post I will do so again. I know we can do better!
All of my children are in the SAUSD system. For their sake and that of all schoolchildren in the district, I urge those who are rebelling against the last vestiges of Mijares’ broken empire to keep the information flowing and to do whatever it takes to ensure that our next superintendent will be up to the task. Mijares certainly was over his head throughout his doomed tenure.

There have been at least 104 civil cases involving SAUSD since 1999!
On the other hand, GGUSD has had only 32 civil cases since 1998.
Maybe this is another reason why GGUSD received the 2004 Broad Prize for Urban Education. The administrators in Garden Grove seem to be focusing on improving education. On the otherhand, SAUSD administrators seem more worried about protecting their own jobs and their cronies…it shows in all the problems that have surfaced in this blog.
Regarding the sexual harassment and other civil cases involving SAUSD, you can go check on OC Superior Court civil cases at:
https://ocapps.occourts.org
Then you can search for
The jury still deliberating on the sexual harrassment case. Now it has been deliberating for three days. I think the jury is haggling over the exact amount to pay. It is hard to get a consensus on the exact amount of money. If the jury really thought Seroter, Miyashiro and SAUSD were innocent then the case would have been over by now.
#520 ..
That’s 104 cases in OC only! I’m certain there are a number of civil lawsuits filed outside of OC.
That’s 1.23 lawsuits a month for the past seven years!
Is this Noji’s vision of leadership for SAUSD?

Verdict is GUILTY!
The sexual harassment case mentioned above ended today. (Case #05CC06801)
Larry Seroter, former Administrator for SAUSD was found GUILTY for sexual harassment and causing emotional distress to an employee.
SAUSD was found GUILTY for not dealing with his sexual harassment and causing emotional distress to an employee. The top administrators knew and did nothing about the problem.
There has been a cash settlement because the punitive damages are handled separately.
SAUSD Police Chief Jim Miyashiro who was also a defendent in this case had settled earlier. Miyashiro’s testimony went poorly for him and so he decided to settle.
This is another official verdict on the destructive working environment among SAUSD administrators.
#523 Yes, it’s time to clean house and that’s why it’s important the BOE appoint a superintendent that is not a current SAUSD employee. The new superintendent must come in and do away with all the incompetent administrators. And Bratcher would be a great start.
Dan Baker is an ELD teacher at Saddleback High School who is respected among his peers, assistants and parents. Principal Jones and Evelyn Carrig, VP, have been harassing him for the past three years. This past year, he requested that Carrigg be dismissed as his evaluator, because she has not given him any support or decent input on his performance. What did these site administrators do? Fully attack him this year, using students to spy and report untrue events. They also are using Fred Gomeztrejo to egregiously document him to the point that he is so physically stressed out that he cannot do his job. Juan Lopez is complicit in the underserved harassment, too. It is a sick situation that needs to be addressed.
If someone knows Dan, let him know that there are many teachers on the SHS who have had to endure the undeserved harassment and pursecution that Carrigg, Jones and Gomeztrejo practice. Please find an attorney that will represent you. Your colleagues have been documenting your harassment and are outraged that the site administration hates you for your progressive solutions online as well as in the classroom to serve your students. We all wish you a speedy medical recovery despite the evil efforts of administration who have nothing better to do than stack your classroom with angry/uncooperative/pressured by adminstrative group that deals you a difficult student caseload.
You do not deserve the crass treatment by the people who try and justify their jobs that allow them to tax the SAUSD system of funds.
We are shocked that this dysfunctional group of admistrators is allowed to continue. They would never be allowed to continue employment in an ethical district.
Please consult an attorney that will represent you. Quit talking privately to that Liar, Evelyn Carrigg. Always carry a recording device to record your conversations. She cannot be trusted any more than the site principal, Esther Jones.
Good luck, Dan. Be strong. These horrible liars and incompetents will be found out and eliminated.
What exactly were the fees paid?
Why would the SAUSD have paid out if their lawyers were not fearing a trial?
If you really think this is BS, then please provide proof.
#509 is right. The district would not see these kinds of cases filed if the top admin. dealt with these problems properly.
They are hoping to limit the damages b/c the last sexual harassment set a precident.
District Attorneys dont have to worry about fees, because they collect them, no matter the outcome. the reason why the jury is still out is because they are determining damages.
This district is a disgrace. They have terrible legal representation and advice. SAUSD will continue to pay out until they get some ethical guidance. This an embarassingly banana republic organization
Doreen Lohnes, our Interim Director of Special Education, was appointed by the board last night to the position of Assistant Superintendent of Student Services. Her main responsibility will be Special Education. Good news!!!!
Sexual Predator or not!
I hope Noji, Rob and Jane have the common sense to rid this district of people like Miyashiro and the rest of his cronies!
Then again;
This will set them apart, keep him and keep all the baggage or dump him and get a police chief with ethics.
Noji, Rob and Jane take note:
If your true intentions are to better the quality of education, start here!
Bring SAPD back to the schools, leave the politics out!
Safety First!
Has Miyashiro improved the quality of schools, since his brain-dead idea to implant school resource officer from within school police?
One important quality Miyashiro and his cronies lack; integrity and the willingness to serve our schools, not police the rest of the city. Miyashiro has done nothing, but try to outsource the departments few officers, resources and attempted to contract with other cities or private companies.
“Harrah
I hope SAUSD fires their attorneys after the verdict.
These attorneys are part of the cause and their bad advise is what will be the downfall of this district!
Have fun at the Christmas party, hope the chief does grope or harass anyone!
Well there you have it regarding the School Police department and it’s administrative structure.
The district is out thousands of dollars, no matter how much, plus lawyers fees, because the top administration would not reign in those out of control. For the second time the district has to pay out money that could have been used for education. Why because the Chief of Police and his supervisors were more interested in chasing women than doing their job.
The concept of school police is a good one when performed properly. City police are too busy and understaffed to handle all of the problems from juvenile offenders. School police officers can interact with students and obtain intelligence that neither school patrol police or city police patrol officers can.
What failed in this department is the administrative direction to interact both with city police and with school police working patrol. The code of silence. The code of ego.
Why ego? Because about half of the school police officers were let go for whatever reason from city police departments. They wanted to prove themselves worthy so they failed to work as a team to enforce the law and protect the schools and share information. They were and are self serving.
Chief Miyashiro had one goal in mind. To build a police department that would make money. He brought in the fingerprinting system, then added grants to form a traffic bureau, a canine officer which has served no useful purpose to the district so far, and an investigator that has a focus completely on internal complaints rather than investigating crimes against the district.
His desire? For the sole purpose of creating income for the school district. Grants bring money. Donations for a canine program bring money. Writing tickets anywhere in the city, or even out of the county bring in money.
Not once did he ever care about the safety of the staff, students, or property. His priority was only about making money. His supervisors as far up as it went were all for it.
Sadly to make this work he brought in officers that were less than credible under city police guildlines. Why else would the school police department have a former Chief of police of 2 cities, or a deputy chief of police for a city working as common school police officers today? Why else would the Lieutenant of the department have been allegedly removed from a city department for excessive force and working as a private investigator before Chief Miyashiro brought him onto the department?
Does the city police of Santa Ana need to enter back into the the school system? That would be up to the board of Education? I think not.
What is needed is an ethical Chief willing to clean house. Someone from the outside. Let’s see what Jane, Rob and Noji do about that concept.
Yes, and Miyashiro needs to go too.
If there was less corruption and incompetance at the administrative level, it is more likely SAUSD will improve.
This sexual harassment case shows there is too much fear among SAUSD employees trying to just keep their jobs.
There is a culture of corrupt behavior which distracts from focusing on students education.
IT IS TIME TO CLEAN HOUSE AT THE TOP!
#530 … Bite me.
If the district has bad attorneys then shame on the BOE for approving their contracts!
If Richardson/Noji are all about transparency then put it all out on the table … how much money has the district paid in attorneys fees, so far, for the 2006-07 school year? How much did they payout for the 2005-06 school year?
These shenanigans are far worse than the bond mismanagement they forced down our throats a few years ago. Wasn’t that the clever spin — divert the attention from the real problems plaguing the district.
Is the culture of sexual harrasement systemicat in the district? And how does this translate to the treatment of the students?
Don’t tell me Noji, a 16-year board member, is oblivious to the district’s penchant for attracting lawsuits and pattern of sexual harrassment.
The stats of filing 1 lawsuit, per month, for the last 7 years is astounding.
Please, name one reputable business that would allow such incompetency.

After The verdict was handed out, the District offered and paid out a larger settlement to attach a non-disclosure statement. Again it’s more of the same, keep things quiet, no media coverage, let’s close our eyes and pretend like we don’t know what’s going on. SAUSD needs help!
How about getting rid of all the lazy piece of crap DSO’s in the district. All of the DSO sit around together and do nothing. How about getting off the cart once and a while and doing your jobs. As teachers are being cut, we need to look at the DSO’s who are at school sites when no students are in session. Why are they still 12 month employees when no one is on campus? Why do they get so much overtime? There are DSO’s who have no education and make almost $100,000. per year with O.T. A teacher who goes to college for 4-6 years starts at only $48,000 per year. Where is the justice in that. Cut the secuirty officers, we can use the noon supervisors (hourly employees) to monitor the students. I’ll probably be attacked after writing this because the DSO’s monitor this blog. They have the time since they have nothing to do.
How long before Miyashiro is handed his walking papers?
Noji , Rob and Jane !
You will either make or brake your future with SAUSD , ” a non – disclosure statement ” means one thing ” GUILTY A CHARGED ” either you give miyashiro his walking papers soon or you can be assured you all will get yours !
You must make a clear and decisive statement to all of district personnel, any type of unethical, unprofessional and unlawful behavior or treatment of personnel will not be tolerated or condoned.
We are constantly expelling students for sexual harassment. What signal do you send when you condone a managers behavior and when you pretend nothing happened.
OBVIOUSLY YOU DON
The VP situation at Saddleback has all staff watching quietly. Vice Principal, Rosa Lizardi is in the career center and apparently is not towing the line with Jones and VP Carrigg because her name is absent from the school website, maintained by Jones
Poster 12/16/2006 10:45 AM
You know what my friend. If there weren’t DSO’s on some of these schools you wouldn’t have any kind of protection at all. Half of the school cops are too busy running around protecting the city instead of the school they are assigned to.
A quarter are busy taking calls somewhere else within the district. The rest are busy meeting with their wives, girlfriends or just generally hanging out somewhere or back in the police station.
At least those DSO’s you bad mouth are somewhere on your school campus even if they are sitting in the carts and don’t appear to be doing anything. Not all DSO’s or school cops for that matter are goof offs as you suggest.
Possibly it slipped your mind but in case you forgot Police Chief Miyashiro managed to gain control of the DSO’s a few years ago. Are you starting to see a theme here?
Does Carrigg know that Jones knew about this blog, but let Sanchez tell Carrigg about it? I don’t think so. Jones just is using Carrigg and letting her take the brunt of the repecussions of being a blind follower.
Jones will just discard Carrigg if the heat gets too hot, just like she did with her favorite Pet, Katrina Calloway.
BTW-
Calloway is happy at Segrestrom under Maher. Maher will never allow Jones to attack Calloway
To anonymous 12/15/06 at 0835:
Please do not broadbrush School Police. The same goes for DSO’s, teachers, administrators etc.
It’s unfortunate that there are always employees in a department that do not have solid ethics. This applies to all police departments. There are officers who care and do their job well and those that don’t.
You keep making references to Santa Ana School Police doing Santa Ana City police work. What cases are you referring to? What instances are you referring to?
Please keep in mind that all police officers are sworn to uphold the law,and protect life and property in any jurisdiction.
“POST” is the State of California Department of Justice Commission on Peace Officer Standards and Training. The State of California sets the requirements for academy training and continued department training. School Police is certified at the same level as any other municipal, state, or federal law enforcment agency. The requirements have changed over the years, but currently, POST requires all police officers to attend and graduate from a 966 hour academy prior to hire.
Understand that when a school police officer encounters a crime in progress, they must respond. Often times school police officers encounter crimes in progress, or citizens flagging them down. They can’t just drive on by, ignoring someone in distress or being beaten or robbed. Unfortunately, when school police calls for city police to handle the call, sometimes the city police has no officers available.
School Police just like City Police can’t be everywhere at once, nor can they prevent all crime. School Police is not given enough money by the district for basic equipment. They have faulty cars, inadequate radios, broken computers etc. But they are still expected to get to the call within minutes, yell for help on a radio that no one can hear, catch five burglars singlehandedly, catch the badguy but don’t hurt him, arrest everyone involved, even if they didn’t commit a crime, write the report and hope it prints, make everyone happy.
Yes, there are incompetent and lazy officers, but there are fewer of them than there are good ones.
Keep in mind that Santa Ana City Police Chief Walters supports School Police and has stated that Santa Ana City Police does not have the man power to do what School Police does. Any other questions? 🙂
I have a new assignement at Saddleback High School. I heard the principal (Jones) is never around. Who can I speak to there if I need supplies or etc?
This snapshot of working conditions at SAUSD confirms that the BOE should NOT appoint a current SAUSD administrator to superintendent.
The district is in desperate need of a superintendent that is a curriculum specialist, HR-experienced extradonnaire and a skilled communicator who is passionate about public education and the school children of Santa Aan.
No current SAUSD administrator fits that tall order. The residents should expect and demand more.
Poster #544 – You should have about $300 for the year. You can confirm with your department head.
Never show the troublesome administrators mentioned here that you are happy with your job, or that you are worried or that you have a problem that needs to be “solved”. You will be opening yourself up to being attacked. Never show weakness or fear if you are going to survive there. At least until the district gets a clue and gets Saddleback some decent management.
If you find yourself under pressure suddenly, be ready for an attack from emotionally compromised site management. Good luck!
Poster #540 – VP Gomeztrejo and Jones harassment caused that poor
dance teacher to be ill for several weeks. Creating a hostile, toxic environment will do that.
Amazing that Lopez hired a flawed employee that has been let go from at least two school districts! Who in the world is Lopez’s supervisor?!!?
http://www.endteacherabuse.info/cgi-bin/mb/29.shtml
Here is the ANNOUNCEMENT: there are now plans for a national system for evaluating administrators, BY teachers, anonymously. The website is already in the works. Principals who
scream, intimidate, slander, and libel their teachers are going to be reported BY the teachers who work “under them.” Eventually, this could become the ultimate whistleblowing source on the
internet which would allow, for example, a teaching applicant to check out the administration in a given school or school district. If negative scoring shows up, the applicant-teacher would then know enough to apply somewhere else. Also, parents should be interested in how the principal in their local school is rated by the teachers. School boards would also be able to check out the grading of principals in their district … or perhaps a new one that they are considering for employment.”
Any administrator who is bullying the teachers will eventually be publicized. The system is already in the works. I don’t know when it will be finished. It is a big job.
Well, there it is! http://www.lawndalehigh.org/alumnisites/webpage.cfm?School_ID=1&WebPage_ID=34

March and April of 2003 of Redondo Beach School Board decision – The administration has offered no reason for its decision to let Gomeztrejo go, and is unable, by law, to discuss personnel matters publicly unless he waives his right to privacy. The board took no immediate action on the matter, but new members have indicated the decision will be reviewed.
What the…….!!!??!!
That dance teacher has a good civil rights case agaist Lopez! I think that Gomeztrejo is also the back up guy for Carrigg’s harassment of that ELD teacher, Baker.
Just terrible!
If any employee is being harassed by site management that has been involved in illegal activities then they are covered by the Sarbanes-Oxley act. Whistleblowers are protected and gives the employee recourse. Especially important for Special Education teachers who may have brought attention to a legal issue and the site bully decided to try and eliminate the employee thru a system of harassment and threats to the employee’s livlihood.
I can only suggest filing a complaint with your US Attorney’s Office.
It seems Sarbanes-Oxley would apply and your proper action should have been
under 42 USC
When will it take to end all the corruption?
So far we see no clear signs from the Board of Trustees.
It wasn’t just Nativo, nor Mijares nor any one individual. There is an overriding lack of transparency and accountability.
SAUSD has too much unchecked sexual harrassment, incompetant administrators, and stange promotions.
There needs to be an end to all this cronyism.
Each year, a few amazing students emerge out of our corrupt SAUSD system. However, overall, the legacy is sad and the kids lose out the most.

See the “EVIL Firms” section of this site and you will see the recipe for failure that is Saddleback High School. Toxic Workplace. HR incompetence. Immoral Management. Dysfunctional Meetings. Hidden Bullying.
If there is to be change, this district needs someone who understands the wrong path that management has taken. Ethics have simply been abandoned at Saddleback for the greedy needs of just a few.
Copy and paste the link above and if you have the stomach for it, read those sections in the “Field Guide” to get an understanding of how improperly Jones, Carrigg and now Gomeztrejo are running things.
It is estimated that 2 dozen employees at Saddleback have been harassed and made ill by the toxic practices that Jones employs. Staff have begun to seek out, retain and utilize attorneys inside and outside the union to ensure their basic rights to a non-toxic workplace. District overseers like Bratcher and Lopez will pretend that there is no problem brewing there, but they simply can’t be bothered. Their negligence is costing our city money now and it will just balloon if the situation is allowed to fester.

Thank you for explaining the school police for those of us who didn’t know. I’m sure most of your officer’s are very dedicated.
By your own comments it appears your department has over extended it’s ability. Under staffing, faulty cars, faulty radios, broken computers and other equipment.
What I am reading from your explanation is that your department is not capable of doing its job due to lack of support by the district, or poor management. In other words your department is not properly prepared to protect us. I find that very disconcerting.
How does that reconcile from when I began teaching we had a city police officer on the campus that could call for help from other city police officers? These other city police officers would show up in high numbers with dogs, helicopters, detectives and quickly resolve the problem whatever it was? You have not painted a very reassuring picture of what to expect from our school police.
As I remember when we had city police on campus the district paid part of the salary of the city policeman. Now it sounds as if the district is paying the full salary to school police officers that do not have the equipment to provide the service we used to have from the city.
With the internal problems you mention and lawsuits outlined on this blog, I
What do Winston Best, Archie Polanco and Juan Lopez all have in common? Their partner in incompetence is Dr. Lewis Bratcher. Why can’t the board and interim superintendent see this pattern of incompetency?
An outsider, preferably the new superintendent, will be able to bust up the incompetent leadership melded between HR and the secondary superintendent.
When administrators are never actually fired but just placed “downtown” it is because they have something on someone. At this point the whole system, including the school board, would collapse if anyone had the courage to blow the whistle. The last time there was a house cleaning in SAUSD was so long ago that corruption is rampant at this point. Parents need to start acting like the schools matter and bring a stop to the foolishness. Demand action to get rid to the bas actors in the district.
Useless HR Department characteristics – http://www.kickbully.com/main.html
Most human resources (“HR”) directors are
incompetent in dealing with bullies. An HR Director is subject to the same bullying as you, and an effective bully in top management can control the attitude and actions of an HR Director to the point where the HR Director completely fails to fulfill his responsibilities in dealing with a workplace bully. Incompetent HR Directors usually take the path of least resistance in dealing with the situation, which means siding with a bully and attacking the victim (after all, victims are weaker and unable to defend themselves). An HR Director may even fear for his own job when a bully is on the rampage. Alternatively, an HR Director may lack expertise in dealing with bullies, or with complaints from the targets of bullying. Without specific training in workplace bullying, an HR Director may be confused by the situation, misled by a bully’s charms, or intimidated by a bully’s tactics. The HR Director may also honor a bully’s leadership in the company above all else.
Fifteen Signs of an Evil
or Incompetent HR Director
1. Doesn’t effectively respond to bullying incidents
2. Doesn’t treat complaints as valid and important
3. Criticizes the complainer for not fitting in
4. Requests the complainer to change to accommodate a bully
5. Doesn’t confront a bully
6. Automatically supports a bully
7. Ignores the intentional pain that the bully inflicts on others
8. Ignores the demeaning nature of a bully’s behavior
9. Doesn’t consider the underlying cause of bullying
10. Doesn’t investigate similar bullying reported by others
11. Labels bullying as “ordinary personality conflict”
12. Explains bully’s vicious behavior as “mood swings”
13. Treats problem as caused equally by bully and complainer
14. Doesn’t follow through on request for bully to modify behavior
15. Primary goal is to pacify the complainer, not change a bully
I put the comments that I have personally experienced in bold with Juan Lopez. Great site, by the way. Thanks!
Pleasant Valley School District in California adopted the following new language on May 1, 2002 to their personnel policy regarding discipline: Article XVI, Section B.5
Discourteous and/or unprofessional treatment of the public, students or of fellow employees. Discourteous treatment shall include, but not be limited to: intimidation, showing hostility, threats, humiliation of, insults, or slander

Apparently interim superintedent, Jane Russo, is pleased with Lopez’s performance. It’s disheartening to read about the harrassement that exists in an educational environment. I’m certain this spills into the classroom impacting the education of our students.

Next time you respond to a call and encounter a 31 officer, asking him or her how they really feel about station 49 and you boss, lt. and sgt.
Or even better when you see a 31 unit driving your way and it turns away from you; why do you think that is?
Can you say; THANKS, Boss!
How long before the restructuring of SAUSD, begin with Miyashiro getting the same good buy as Larry Seroter
May god bless all of you. This site is filled with hate. My wish for the New Year is that we can be strong through god and love our brothers and sisters. I love you all.
Anonymous 563 this site is not filled with hate it is filled with comments that sadly reflect much of what has been wrong with SAUSD for many years. The shame is that none of the issues are dealth with in an honest way which causes a great deal of frustration which you see as “hate”.
yes, it is filled with hate and an enormous amount of misinformation. You all need to quit bitching and do your jobs. Many people would be very happy to have your job, benefits, and income. If you want to make things better, get elected, get training for a management position, or get another job! This is not the only school district to work for. The only way things improve is when you improve yourself.
For #565
Are you that naive – if you want things to get better, get elected – or are you just a district player?
Rosie Avila & Audrey Y-Noji have 16 years, each, of school board tenure, and things have not gotten better.
If Mijares had done his job and the board had done theirs – holding Al accountable – perhaps the district would not be as messed up as it is today.
Audrey, Rosie & Rob only want school board members they can manipulate. Watch how the appointment for the vacated school board seat unfolds.
Your disregard for the hard working teachers and staff is shameful.
Your bumper sticker mentality – America, love it, or leave it -really sucks.
Has Noji conceded to Richardson and agreed on Oscar Garza as the appointee to replace Sal Tinajero?
Oscar Garza is the pick.
He has filled out all his paperwork.
I work at District HQ on Chestnut and have seen him in here many, many times recently. As an insider, I am privy to many details of how and why this happened. There was a deal made and it shows in the fact that Richardson and Avila and President and VP and Noji quietly accepted clerk because I was told that Mayor Pulido met with Noji and assured her that once Bustamante was elected to Supervisor that Richardson would fill his seat on the Council and allow Noji to regain her President seat.

I have a problem with self proclaimed “insiders” and the information they put forward. Why? Because most insiders never admit it and because they usually post information that can’t be verified.
For the moment assuming everything you were told second hand is true it paints a pretty bleak picture for the new and improved SAUSD district. It would be more credible if at least 2 other posters could verify the claims you are making.
If “District Insider” is even remotely accurate, this person must think 15 minutes of fame is more important than his/her job. I wouldn’t want “DI” working for me, that’s for sure.
