As a supporter of property rights protection for “every” property owner, I am thrilled to see Assembly Member De La Torre’s non protective Constitutional Amendment, ACA-8, being defeated last night. Final vote 45-31. “Adoption refused.”
The final vote is now on line. See member listing which follow:

Member De La Torre’s sister Bill, AB 887, has been “moved to the inactive file” which probably means it becomes a two year Bill due to lack of support and a floor general in the Senate.
Question. How can legislators think clearly, debate and vote on well over 238 file items on 9-11, especially when they didn’t stop until the wee hours of the morning.
The CA Senate basically wrapped up around 3:15 a.m. while I am told that the Assembly members called it a morning at 4 a.m.
It was good to hear of the demise of ACA 8 last night. While at the state League of Cities convention last week, much was made about the hurculean effort by the League to get this bad bill to a vote, and it appeared that it was a done deal in the Assembly and headed for the Senate. What a difference a few days made to turn this around.
Tonight, on our city council agenda, Councilman Neil Blais had placed a resolution opposing this measure. If his item passed, and it was certainly likely to have passed, Rancho Santa Margarita would have become, to our knowledge, the first city in the state to officially oppose ACA 8. It appears now that this is a moot point, however the effort must continue to ensure that true eminent domain reform is enacted in this state, and not smoking mirrors.

Hi neighbor.
While I have tried to amend my headline to show the final vote, it still failed. According to my sources in SAC The final vote was 45 to 31. I believe it required a 2/3rds vote for approval.
Say hi to Neil for me.
