Don’t Be Alarmed: ONLY 69.42% of Don Wagner $266,775.36 in IEs Comes from Public Safety Unions

This is … stark.  I went to the Secretary of State’s Cal Access site for state political contributions to see how much of the money being spent to flood voters with fliers on Don Wagner’s behalf really came from Public Safety Unions (or, rather, employee associations, where true unionization is barred.)  I give away the punchline in the headline, so as you read through my work below, just pretend that you didn’t see it.  I now present the independent expenditure (“IE”) numbers in the CD-37 campaign as of Sunday night — and I say: “Wow.”

You can do two things with independent expenditures.  First, you can SUPPORT your own candidate.  Second, you can OPPOSE one or more other candidates.  These are listed separately.  In this table, Wagner is listed first.  He only has IEs supporting him — 31 different expenditures for a total of $155,062.95.

Then comes Moorlach.  He has two IE’s supporting him — for a total of $25,000 — and 23 IEs opposing him for a total of $111,712.41.  So the overall money being spent by IEs to help Wagner defeat Moorlach is $266,775.36.

Now some people have cast doubt on whether much of it is really coming from the public safety unions.  A quarter of that figure?  A third of it?  Half of it?  Two-thirds of it?  Let’s see!

So: who’s actually paying into these latter four groups for this campaign?

ALLIANCE OF ENERGY, LABOR AND HEALTHCARE has contributions this cycle from only:

$25,000 from PHARMACEUTICAL RESEARCH AND MANUFACTURERS OF AMERICA INDEPENDENT EXPENDITURE COMMITTEE

$35,000 from SAN MANUEL BAND OF MISSION INDIANS

$50,000 from CALIF. INDEPENDENT PETROLEUM ASSOC. PAC — which is based in … IRVINE!

The transaction to Wager was Feb. 13 — the closest in time was from Big Pharma, but all preceded Feb. 13.  And the Irvine Oil group also gave the “Alliance” another $195,000, spread across three contributions, on the 22nd of each of August, September, and October of 2014.  So they’re my bet.  They were also funneling money to Assemblymen Richard Pan, Rudy Salas, and Ian Calderon in late 2014.  And they also gave $1500 directly to Don Wagner’s campaign on February 17.  So I think I win my bet.  What does CIPA do?  Are they involved in FRACKING?

$13,201.68 from CALIFORNIA WOMEN’S LEADERSHIP ASSOCIATION PAC

(Formerly the “CONSERVATIVE” WLA.)  This gave lots of money to Ling-Ling Chang, Janet Nguyen, and Young Kim in 2014, and IEs for Kris Murray and Gail Eastman in Anaheim and Peggy Huang and Tom Lindsey in Yorba Linda,  prior to giving money to Don Wagner this year.  So where did they get it?

The had lots of little contributions in 2014 — including ones from Fred Minegar, Carolyn Cavecche,  Peggi Buff(!), Pat Bates, and $500 from Royce for Congress — but the big ones probably tell the story best.

PG&E:  $5000

Disney Worldwide Services: $30,500 = $7500 + $500 + $1000 + $1200 + $15,000 + $5300

CREPAC/CA REAL ESTATE PAC: $5000

The Irvine Company: $5000

Yorba Linda Estates: $5000 (presumably intended for Lindsey and Huang)

Judith Wright: $3500

I have to go with Disney here.  No other single entity gave enough to account for this chunk of change.  So this perhaps puts him in with the Pringle Ring.  What a shocky shock if so.  Hey, if we take JUST the Kris Murray and Gail Eastman contributions and add them up, how much would be left from the $30,500?  They total $19,548.22 — so once that was spent there would be $10,951,78 remaining.  Could those small contributions I didn’t count from the likes of Cavecche have made up the other mere $2249.90 between what Disney had left and what Wagner received — just a dime short of $2250?  That doesn’t seem too far-fetched, does it?

Nailing down Dishonest Dave Gilliard’s group is always the most fun! And here we go!

Only $32,500 in contributions since January 1.

$10,000 from RIVERSIDE SHERIFF’S ASSOCIATION PUBLIC EDUCATION FUND

$10,000 from QUALITY HEALTH CARE FOR CALIFORNIANS SPONSORED BY CAHHS

$10,000 from SILVA FOR SENATE 2018

$2,500 from LONG BEACH POLICE OFFICERS ASSOCIATION INDPENDENT EXP. COMMITTEE

So it doesn’t totally fit — but … hey!  The first two opposition pieces against Moorlach in late February cost a combined … $32,058!  That fits very neatly under this $32,500!

But, then — what about the $13,020 spent on March 6?  I don’t see any corresponding expenditures in 2015!

Two possibilities: one is that it’s being paid with money contributed in 2014 — and the other is that Dishonest Dave is (illegally) still hiding the source.

Looking at 2013-2014 is a mess, but maybe we can look only within his district.  (I discount contributions from Irvine here — including $10,000 from Aaron Herzberg of Irvine — because Dishonest Dave was so heavily involved in the Irvine Mayoral and Council races.)  Here are the contributions that seem most likely:

$5000 on 10/24/14 from Michael Kaye of Newport Beach, Managing Partner of Clear Light Partners (a private equity firm)

$4000 on 10/24/14 from Paul C. Heeschen of Newport Beach, Managing Partner of Heeschen & Associates

$5000 on from George Argyros of Costa Mesa,

It’s not clear where the $16,000 above would have been spent, but Gilliard was spending like mad in the ten days before the election and I feel least confident in my guess here.  Well obfuscated, Dishonest Dave!

So let’s wrap up: All in all, I feel comfortable attributing only the $12,500 of the $32,500 funneled through Gilliard in 2015 as clearly coming from the public safety unions.  So let’s tote it all up.

Going back to the total of $266,775.36 that we calculated at the top, the percentage of his IEs from these associations is: 69.42%!

That’s what SD-37 residents who vote will either be voting for — or against — tomorrow!
