Tony Beall, Rancho Santa Margarita Mayor, accused of Perjury & Election Fraud.

Mayor Beall with his adult kids Amanda & Andrew

Well, look what came across our fabled “TRANSOM” this fine weekend – a well-documented complaint, filed to the Registrar of Voters, Spitzer, and others, of election fraud & perjury by RSM Mayor Tony Beall. It looks a lot like what his longtime colleague Carol Gamble was found guilty of during the last election, which is probably part of the reason she was beaten by the more-honest Keri Lyn Baert.

Namely, playing fast and loose with the names & signatures on your nomination papers for office, as detailed below. Why do these folks do this? Like, they can’t find real people in their town that will sign for them? There’ve gotta be some, thousands vote for them. It seems to be just laziness combined with ARROGANCE – they believe that nobody will go after them for this, and they shouldn’t have to work so hard as some damn newcomers. Well, Todd Spitzer DID go after Carol – let’s see about Beall, a much bigger fish in the South OC GOP world.

Tony has not only been on Council for all the decades RSM has been a city, and Mayor off and on much of that time. He and his wife are huge movers & shakers in the Republican Party.

  • He runs the Toll Roads agency (TCA) like a fiefdom, tried his best to extend the 241 Toll Road into the heart of San Clemente, and is still bitter that this was defeated.
  • He resisted district elections as well as he could, and has led the illegal refusal to pay the CVRA attorney (Michelle Jackson) because of a grudge against her husband (Bill Brough) and justified by her correct refusal to turn over the names of RSM plaintiffs.
  • A big Trump supporter (before it was cool), he has also led the fight against RSM’s Boys and Girls Club on bogus “DEI” pretexts.

We’ll see how this complaint turns out, but Tony remains the strongest argument for TERM LIMITS in towns like RSM. Here’s the complaint, from one Arthur Sanchez:

RE: Perjury and Violation of Elections Code 104(b)(1)

DECLARATION OF ARTHUR SANCHEZ

I, Arthur Sanchez, declare as follows:

I am over the age of 18 and a resident of the State of California. I make this declaration based on my personal knowledge, and if called as a witness, I could and would competently testify to the facts stated herein:

In or around October 2024, I went to the City of Rancho Santa Margarita to request and review the nomination paperwork filed on behalf of mayoral candidate Anthony “Tony” Beall.

.While reviewing Mr. Beall’s nomination paperwork, I observed that one of the signatures supporting his candidacy was that of Amanda Beall, identified on the document as a resident of Rancho Santa Margarita. Based on my understanding, by signing the paperwork, Amanda Beall was affirming that she is a resident of Rancho Santa Margarita, as required by applicable election laws for nomination petition signatories.

Amanda Beall is Mr. Beall’s adult daughter, currently 35 years old. However, around the same time I reviewed the paperwork, I observed several online legal directory and law-related websites listing Amanda Beall’s residence as Newport Beach, California (see below). These are not her employers but rather third-party law sites that reference her information. This raises concerns about whether she met the residency requirements when she signed the nomination paperwork.

Additionally, another signature on Mr. Beall’s nomination paperwork appears to be that of his adult son, Andrew Beall, who is currently 36 years old and will be 37 in a week. To my knowledge and based on publicly available information, Andrew Beall has lived for years in Idaho and is no longer a resident of Rancho Santa Margarita. His LinkedIn profile lists professional experience in areas outside Rancho Santa Margarita, which may further call into question his eligibility to sign nomination documents for that jurisdiction.

It is also worth noting that based on discussions with the community, it is believed that Andrew Beall and Amanda Beall have likely signed the last two or three of Tony Beall’s nomination papers. These signatures should be closely examined and matched against the individuals’ voter registration cards.

Multiple individuals have raised concerns and made comments that Tony Beall’s wife, Jennifer Beall, may have forged their signatures on previous nomination papers. This possibility warrants further investigation.

Moreover, Tony Beall signed and submitted his nomination papers under penalty of perjury, declaring that all information, including the residency of the signers, was true and correct. If it is found that his children were not legal residents of Rancho Santa Margarita at the time they signed those documents, then Mr. Beall knowingly submitted false information under penalty of perjury. Certainly Mr. Beall is aware that his adult children do not live at his home. This could constitute a violation of the California Elections Code and potentially voter fraud.

If either Amanda or Andrew Beall also voted in a jurisdiction in which they were not legally residing, that would constitute additional violations of elections law.

I declare under penalty of perjury under the laws of the State of California that the foregoing is true and correct.

Executed on July 5, 2025, at Dana Point, California.

ARTHUR SANCHEZ.
