On September 17 the Fullerton City Council will finally address oversight of the Fullerton Police Department. Although implementing oversight is long overdue, the decision item on the agenda is premature without substantial deliberation of the different options available.
Instead of a much needed public discussion of what kind of police oversight is needed, the Council is scheduled to consider a two year contract with Michael Gennaco’s Office of Independent Review (OIR) to periodically audit the Fullerton Police Department at a cost of $ 60,000 per year. Contracting with OIR was just one option presented to the Council months ago, but the city staff is recommending only that option at this time…

In re: Gennaco.
Having a consultant who makes a recommendation and then benefits from that recommendation is a huge red flag. In fact many agencies like the County of Orange prohibit it (on paper only). It’s called follow up work and it constitutes a conflict of interest.
I agree. It’s a bad practice. If he’s the only guy out there who can do this work, that’s pathetic.

All too common. The OIR process itself is a feel good program at best. At worst it’s a form of tacit collusion. The hireling always works for his bosses.
