I post this without much comment because I haven’t seen it yet in the OC Blogosphere – not on the Martinez-bashing Liberal OC who would surely find it most fascinating, and neither on the twin blogs of Tinajero-following, Martinez-supporting, Julio bashers Art and Sean, whose heads are probably spinning. This while the “small dark Lord” Mayor Pulido is out stumping for Michele. What sort of schism in the SA Council does this portend? And I always told you guys Sal was a good progressive!

Santa Ana City Councilmember Sal Tinajero Calls Julio Perez Best Candidate
Sal Tinajero Gives Perez Full Endorsement in 69th Assembly District Race
Santa Ana, CA- Calling him the best candidate, Santa Ana City Councilmember Sal Tinajero today announced his full endorsement of Julio Perez for the 69th Assembly District seat. Tinajero, who also serves as a public school teacher, has represented the communities that are in the newly drawn 69th District for the past 11 years.
“Julio’s deep ties and understanding of our community and its educational needs drives him to serve and to give back. I am not a “Julio basher”, I am a Michele supporter. Still am!
Sal and I do not have to be in lockstep agreement on everything. For instance he’s a Lakers fan and I root for the Clippers. He likes the Raiders and me the Chargers. In this case he supports Julio and I strongly support Michele.
There is no “schism” within the city council. So don’t get too excited. Sal and Michele are still good friends and allies. This is not personal, it’s politics.
My preference ranking right now is this:
1. Julio
2. Paco — (RUN FOR SOMETHING ELSE, PACO!)
3. Michele
4. Another Latino Democrat
5. Daly
6. A Republican

I’d switch 3 & 4. I actually have some problems with Michele. But I won’t write about them unless it looks like she’s really threatening Julio.
She needs to go back to the good-government emphasis that she had years ago. I hold out hope for her. And if there were a really serious Republican running, I’d probably favor her over Paco just because she’d be better at running a campaign. (I reeeeeally wish he were running for something where he could win and establish a record!)

If she does not win outright in June or finish in the top 2 then I will focus on who else I would want.
Certainly I would prefer Julio to the likes of Daly or a Republican. As for Barragan I cannot take his candidacy serious.
Apparently your preference ordering, then, is:
1. Michele
2. Julio
3. Daly or Paco or a Republican, to be determined later if necessary.
I’ll be satisfied with that amount of substantial agreement.
P.S. Under the top-two primary, one cannot win outright in June for the applicable offices. That’s critical to understand.
I stand corrected…I am supporting Michele and will support her in November if she is in the top 2, which I fully expect her to be.
If she is not in the top 2 in June I would prefer Julio over any of the other candidates in the race. So I would rank it:
1. Michele
2. Julio
3. Nobody else
I believe that Michele is the best candidate and has the best understanding of her district. She deeply cares and is not in this for selfish personal gain.
Grassroots campaign.
As a business, military and community leader, I am very solutions focused, and that is what I offer our district and our State.
Our citizens are tired of status quo candidates.
I am very encouraged by the optimism and enthusiasm I continue to encounter from business owners, entrepreneurs, educators/academics, economists, military veterans and community leaders as I share my ideas and solutions.
My campaign is very grass-roots . . . And my faith and hopes are with our citizens/voters rather than with the very narrow interests, that have been decimating our district and our State.

I’d truly love to see you elected somewhere. I’d take you over Michele if it were just the two of you. The reason I’d support Michele over you if Julio weren’t running and a strong Republican — someone we HAD to beat — WAS running is simply that she does have experience running and winning campaigns and you don’t. It’s a skill that takes time to develop. You’re an admirable guy, but not an experienced candidate.
Others would know better than I whether you could run for Santa Ana City Council this year from your new district. If so, I’d love to see it. They need you.

I believe he lives in Ward 3 the seat currently held by Carlos Bustamante. That seat is up for re-election come November.
I am aware of another potential candidate for that seat that would be a formidable foe for Carlos. They have not decided whether they are in or not yet so I won’t divulge the name.
But I would love to see Mr. Barragan put his name on the ballot and see what type of campaign he could put together. It will take some real money though to be a serious candidate. Finding mutual admiration amongst folks in the blogosphere won’t translate to votes.

Serving in uniform does not give you an automatic vote. However, we thank you for serving and we thank you for everything that you have done for the veterans in the community. Once again, you should seriously consider a race at the school board level, community college board, city council.

But I am committed, and my team and supporters are committed to winning this for the benefit of our community.
I think, feel and know that our citizens do not want, need nor can we afford status quo candidates, or candidates with narrow special interests.
You are correct, wearing the uniform does not guarantee an automatic vote, although personally I have a biases for those who sacrificed time away from family, friends, or are/were willing to lay down their lives for us.
It is because no vote is guaranteed that I am committed to working for every vote, and it is also precisely why I am very solutions focused!

The issues surrounding those votes have been rectified. Sal, Michele and you forgot David received advice from the City Attorney that they were okay and moved forward accordingly. When they were informed otherwise they took care to make sure they were in line with what the law says.
Time to move on from that talking point. That horse has been beaten enough.
We realize that your narrative is to attack our city leaders. Get some new material.

Actually, I disagree with your assertion that they “made sure they were in line with what the law says”.
Our city’s Conflict of Interest/City Code of Ethics requires individuals to abstain from voting when they are conflicted. Since our Code of Ethics has weak enforcement provisions, the City Council, including Michele and Tinajero decided NOT to reverse their improper vote.
So the only avenue for citizens to correct this, which the City Council failed to correct, is to SUE the City Council, which can cost citizens about $25,000 to $50,000 to challenge. And there have been recent successful challenges of Unconstitutional decisions of this City Council.
So we have a very BAD TONE-at the-TOP which is dismissive of our citizens concerns; and these individuals demonstrating lack of strong ethics.
Sean, I know that you might be okay moving on and disregarding this dismissive attitude and improper and unethical behavior, but myself and others are not.
Being an apologist for some of the members of this City Council, is the dead horse that you keep on beating.

Good for Sal. This race is going to end up being a litmus test for OC Democratic politics; years down the road lots of people will be claiming to have been on Julio’s side when it mattered, but only people like Tinajero will be able to prove it.

As my US Marine brother, I personally like and respect Robert Hammond for his military service,and I sense him to be well intended;
However, in my opinion Robert is very light in the business/solutions side, and I think some of his ideas are too extreme for the citizens of our district and are off-mark for our state.
A) I am the only candidate to have served in uniform, for both our country and our state. I understand none of the other candidates for our 69th Assembly District have served in our military.
This is extremely important because we have millions who have served in our military, and hundreds of thousands in our reserves, and many of them from here in our district. I am the only one who both understands issues affecting our veterans and has been actively championing and working for solutions on behalf of our veterans.
B) I am the only candidate to have studied GOVERNMENT ACCOUNTING; and the only candidate to have personally and independently AUDITED GOVERNMENTAL institutions and found and implemented solutions;
C) I am the only candidate to have AUDITED REGULATED industries (Chemical; Pharmaceutical; Biotech etc), and to have implemented solutions in these industries to both protect our citizens, our environment; and other stakeholders.
I have a unique insight as to how regulations can both harm or protect, depending how they are implemented.
D) I am the only candidate to have managed global teams of auditors/consultants with MBAs/CPAs to help implement solutions/processes that grew companies by 400% in two years and helped create well-paying jobs/careers here in Orange County and Southern California, that brought dignity to young working professionals and families.
E) I am the only reformist candidate that found the 13-YEAR BACKDATING by the City of Santa Ana for former City Attorney Joe Fletcher which translated to a GIFT OF PUBLIC FUNDS of about $200,000 in addition to the $142,000 he received in a controversial pay severance when he resigned.

I would never deny that there are legitimate reasons to vote for you, but — how much do you know about Julio Perez? My choice of him over you doesn’t reflect any disparagement of you; it’s that he’s just that good. He’s completely up on state issues and has a large and effective record of being anti-corruption, politically astute and experienced, etc.
Meanwhile, you seem like an exceptional prospect for a City Council — and Santa Ana truly needs your skills. I hope that you take my comments in that spirit. I just don’t think you’ll win the Assembly race; I don’t know whether or not your being in that race would legally disqualify you from running for City Council in the same year. (Frankly, either way, the tensions it creates wouldn’t help you, if you did choose to run.)

State Issues and Narrow Interests.
1) I am glad Julio stands for something.
Unfortunately, because he represents a very narrow interest to which he is beholden to, and even some of those who he supposedly represents are worried about, Julio’s candidacy is counter to the larger and broader needs of the district and the state.
I have been studying the issues at the state level and have found solutions that we can implement.
My unique government accounting, audits of governmental bodies, and deep and comprehensive business experience and experience with one of the top 4 CPA/Consulting firms in the world, allows me the ability to readily see the big picture, identify issues, and then “roll-up my sleeves” and work on solutions.
I also have extensive experience, bringing global partners together (from different countries; different time zones) to implement effective and efficient global solutions with high financial positive impacts on a timely basis.
2) My passion, my personal DNA, my interests, and my broad unique experience built over many years, and also the many years I have spent implementing solutions pro-bono in our community, give me the intellectual capacity and ability to handle the many complex issues that will arise.
3) Politically Astuteness, Tact and; Diplomacy.
My personal interests and my experience, finding fraud at the senior management levels of publicly traded and privately held companies, and implementing solutions while navigating the “corporate” political environments, and bringing diverse parties to the table, and my appreciation of collaboration, tact and diplomacy have made me an effective professional.
Greg, I am “damn proud”, perhaps a little too proud, of my unique professional achievements, and my ability to work with diverse groups . . .

Oh, Paco — “narrow interests”? You’re anti-Labor?
I don’t agree with Labor on everything, but especially right now I don’t see them as being a narrow interest at all. In fact, they’re pretty damn essential to re-balance our society.
Your comment reinforces my inclination to believe that your background would be good for Santa Ana, but less so for Sacramento. Maybe some day you’ll run for Controller and really let your CPA flag fly. I’d rather see you go from Santa Ana City Council to County Auditor or some related position, where you would have enough fraud to investigate and problems to solve to last any reasonable person several lifetimes.
The sad thing is that you have an alternative course so readily available to you in taking out Bustamante. But, it’s your political career — or maybe not. Pride is good; hubris, not so much.

He stands little chance of taking out Bustamante. Taking out an incumbent councilman is quite difficult and would take a sizeable campaign war chest. Barragan won’t be able to raise the type of money needed to win that race.
Telling everyone how smart he is on the blogs will not translate into votes at the polls. But hey knock yourself out Barragan run for whatever office you’d like. That’s what living in a democracy is all about.

So what are the things that YOU DISAGREE with Labor on?
2) My background. My specialty is that I am a generalist.
So although I studied government accounting; audited governmental entities; and billion dollar plus businesses, and although I worked for one of the top CPA/Consulting firms, and led co-sourced resources/teams from 3 of the “Big 4” top CPA/Consulting firms; and I’ve held professional accounting and auditing licenses, I am not only an accountant, have never been only an accountant, and would not want to be only an accountant.
My specialty in fact is ensuring strategic objectives are met, and outcomes/results are ensured, in the most effective and efficient manner.
And so my specialty is most relevant to the needs of our district and our state.
3) You say to me that the “[SAD] thing is that you have an alternative course”.
Actually the GREAT thing is that I have the opportunity to use my unique skills and experience for the benefit of our citizens, although this is coming at a great financial cost to me and my family.
I feel very confident about my abilities, and this has nothing to do with hubris, but my candidacy has everything to do with feeling a sense of responsibility towards partnering and collaborating with others to implement solutions that ensure the long-term well-being of our community.
If our active duty troops and our veterans have sacrificed life, limb, cognitive ability, and time away from family, my financial hardships because of my candidacy are nothing compared to what our troops have sacrificed.

I see labor representatives as generally being like attorneys who will put their client’s needs first and seek the absolute best outcome for them. There’s nothing wrong with their doing so in that role, but it means that sometimes they will ask for more than they really need — more people hired for a given task, more projects than makes sense from outside of a parochial perspective.
I stand with Labor in all of the major fights, the existential threats, but I may disagree in some given instances where it operates not as a critical counterweight to organized capital, but simply as an interest group. (Labor wants to see San Onofre continue operation as long as possible because it means jobs, for example; I would weigh those jobs against other considerations.) In other words, sometimes you have to say “no” even to your friends. But this is one friend that, right now in the major ways, is generally going to be in the right.
(Now let me ask you the same question, Paco!)
I believe that you have the skills and the temperament to be a good public official; I just think that you’re choosing the wrong race to run in — partly because you have highly gifted opposition in Perez. Being one of seven in Santa Ana is a better place to demonstrate your abilities than being one of eighty in Sacramento; the former would test the skills of anyone. Your city needs you!
Paco…thank you for explaining some of what you are about. I am intrigued by the CPA experience which seems so important to your background and qualifications. I am not out to bring up dirt, but according to the CA Board of Accountancy website your license expired in Oct of 2009 and currently is “Renewal Pending”. Why did you not renew your license timely? What is the story?
2 years is a very long time to have a Renewal Pending status especially since the renewal period is every 2 years (i.e. you should have renewed again in Oct 2011) so presumably your license may have actually gone delinquent and now you are trying to get it current. I am sure you worked so very hard to acquire that license and to let it go for 2+ years seems strange to me. CPA experience is a great feather in anyone’s hat, but part of that experience has to be keeping the license current.
TJLocal raises some interesting questions. I wonder if Mr. Barragan will return to answer then?
