Layoffs in Santa Ana’s City Workforce Threaten Public Safety While Hurting Spanish-Speakers and Economic Recovery
City Workers rally at City Hall with supporters to highlight effects of service cuts
SANTA ANA-Emergency calls placed to the Santa Ana Fire Department rather than 911 will be answered by an electronic menu rather than a live Receptionist after upcoming layoffs. While layoffs in Santa Ana’s Planning and Building department will make it harder for Spanish-speaking builders, developers and homeowners to get plan approval and building permits-just as new building helps to fuel economic recovery in this majority Spanish-speaking city.

Common sense dictates anyone who has chosen to be Spanish-speaking only, better start learning the language of this country where they hope to profit from; or pay the price for an interpreter. It’s called the cost of doing business and it should not be paid for by the taxpayers.
I think the city should just pretend it’s the movie “America Me”, bend over, and let the unions have thier way with them. We should give the workers living wages and hire them all back and do what is right for our community.The city should raise taxes and fees and whatever it has to do so that it does not have to lay workers off. These are famlies impacted and deserve to keep their jobs. Wages should also be increased to keep up with the cost of living. Se Se Puede! Do the right thing Santa Ana City council! I suggest all city workers show up tonigh to support our hermanos! No Justice, No Peace!
Layoffs in state, city and county governments and school districts have been on-going for months throughout the nation because of the crumbling economy. It would be much worse without the Federal Stimulus money being pumped into these government levels to save jobs and maintain services. It is looking like it will indeed be much worse in FY 10-11 that starts next July 1. Santa Ana and its employees, unfortunately, are not exempt.
I have another movie for you, “300′, the city needs to stand up to the unions and kick some butt. Yeah, raise Taxes, that is the answer to prosperity in Santa Ana.
The city council needs to get its act together. You are not the boarding house for third world people from latin America. In a 2007 Orange County Grand jury report on Social Services -70% of all social services goes to hispanic’s, who are most likely illegal. If they can only speak spanish most likely they are ILLEGAL. So the question is, are the builders American?
I talked with a gang prevention officer on Friday, he was a really nice man, but he sounded more like a gang counselor, than a man that elimates gang violence. Santa Ana has over 200 different gangs, that = thousands of gang members. I think the city has more problems, than just, illegal immigrants who won’t learn English.
The Santa Ana planning and building department’s protesters are questioning the layoff of city staff that are mostly or exclusively Spanish-English bi-lingaul.
The argument is why lay off exclusively staff that is Spanish-English bi-lingual when they can reach a larger amount of residents in a city 95% Hispanic. This is no expense to the public, intead a bi-lingual staff is more efficient and economical- the expense with or without the bi-lingual staff is the same.
If layoffs are necessary, say 4 are necessary, why not layoff 2 English only. Why lay off only bi-lingual staff? It gives a sense of Hispanic marginilization or worse.
Mayoral elections are coming in Nov. 20010. It could be a political action by the current Mayor to rally his traditional voters that are for the de-Hispanization of Santa Ana. Decreasing more services to Spanish speakers in Santa Ana will resonate well to these voters. The thought that Hispanics will not take notice is a serious miscalculation.
Nationwide- Hispanics and in particular undocumented immigrants fron Latin American show to be the lowest USA resident group to use social services. This a fact, concluded by various public, private and university studies.

Are you serious Doc? There can’t be more than a couple hundred Gringos left in Santa Ana. It’s a 100% Latino City Council with only one Republican in a nearly 100% Hispanic city. I think you are getting Santa Ana confused with Costa Mesa. Ain’t nobody in Local Politics doing anything in Santa Ana but sucking up to Latinos.
It would take an event like Hiroshima to cause this “de-Hispanization” and I don’t think the Santa Ana P.D. has Nukes or the desire to use them.

You must not understand Santa Ana politics.
The all Hispanic council is interested in their future political life. They feel they need the Mayor’s 20 years of contacts and realationships in order to forge ahead. All current council mmembers are on record supporting the Mayor’s coming election.
All Latin American countries are 100% hispanic governments with a oppressive leader responsible for negative socio-economic issues witin those countries.
The point is not wether the deHispanization Of Santa Ana can happen or not- it can not. None the less- Santa Ana politics with the current Mayor is to seperate, cause division for political and economic manipulation. This has worked to the present by promising the deHispanization that can not occur to those supporters that traditionaly have voted for the Mayor using this strategy. At the same time he purposely maintains a third world appearance in Hispanic neighborhoods in order to keep his supporters afraid of the Hispanic community and so the deHispinization strategy of the Mayor seem real, necessary and possible.
The actual result through this type of mis- management has been an oppressive third world condition in Santa Ana.
There have been many battles fought regarding the impact undocumented immigrants have or do not have on social services and the economy, including the citizen children of one or both parents who lack legal status in the U.S. Many studies have been produced on both sides of the issue about whether said immigrants do or do not utilize more than they contribute, etc. Lot’s of this research has been done by people and groups with an agenda and behold, the findings support their initial viewpoints! Studies by Dr. Hayes-Bautista of UCLA are but one example on one side of the issue. Few if any opinions are changed by the pro and con arguments over such studies. Where it gets really messy is when there is a sense of entitlement or special protections by any one group when compared to the larger population. This is a volatile situation.

Work by Dr. Hayes-Bautista is extremely scientifically researched. The nature of his work required him to be overly concerned with his scientific research method. He has stated this need in order to address critics like you.
He has stated that by being thorough with his scientific method Hispanic steotypes might be supported by his work. He continued anyway. Stereotypes were shown to be just that – stereotypes.
Do you have proof of Dr. Hayes-Bautista having a particular agenda? You seem to insinuate one. You know of him so you must of read his work. What research and conclussions do you disagree with him on? DR. Hayes -Bautista does his work associated with the UCLA School of Medicine. What agenda do you think or know the UCLA School of Medicine to have?
What agendas do you think government agencies have? Where is the research that opposses the research I stated. I have not seen any. All I have seen or heard is personal opinions.

There are some key issues that are the basis of dispute with regard to the studies I have seen. Perhaps one of the biggest is whether citizen children of an undocumented parent drawing public benefits, such as welfare, Medicaid, Food Stamps, housing assistance, free school lunches, etc. should or should not be considred an impact or cost of undocumented immigration (Another companion issue providing fertile ground for dispute is just what is the definition of “welfare” used in any such study.) With regard to the inclusion or exclusion of citizen children born to an undocumented parent, some say yes, others say no. The inclusion or exclusion of these children greatly influences the outcome of studies to determine the impact of immigration on tax funded social service programs – so just that one study assumption alone is important to any immigration impact study. There are highly emotional arguments on both sides of this issue, as there are on most matters related to attempts to assess costs/bemefits of immigration. Unless there is agreement on the assumptions, there will not be acceptance of the findings. Likewise, if a particular outcome of research is desired the likelihood of achieving that outcome can be strengthened by the assumptions embraced as the foundation for the study. Over the years I have come to the personal conclusion that these studies create a inconclusive, never-ending and emotional debate, but not much more (Other than a career for some perpetual researchers.) My personal opinion resulting from readings of so-called unbiased, scientific analysis. Yes, that is what has evolved as my personal opinion.

i remember Santa Ana when it was a white city, before it was colonized. It was nicer then, safer too. It is ridiculous to worry about planning department being made more difficult for Spanish speakers. What next, no more drunk driving arrests because it impacts Spanish speakers? No more dollars, convert to pesos?
It is about servicing your residents in the most effecient cost effective manner.
If when Santa Ana was cololized by whites and if they were poor and marginiliged you would have the same problems as now with a majority Hispanic community with poor neglected and marginalized neighborhoods.

I was going to say that as a city we have been raped by the Unions, but that would mean that our council didn’t cooperate. In this case the city wore a short skirt, put the lights down low, showed the Union members to the bedroom , bent over and even gave them a kiss as they walked out the door! Thanks a lot council!

The city may generate some tax dollars, but there is a reason that all the social services programs are in Santa Ana. It is because the imported poor use them.
I could not care less if the people in Santa Ana, were Irish, Polish, ec… The problem is the hugh amount of tax dollars going to service the underserved and vulnerable.
This is not about brown or pink. This is about the Green. Orange County Local Government has created an American poor using illegal immigrants from Latin America. There are billions of tax dollars going to Non-profits to service this poor in Orange County. Caloptima, which manages, Orange Country fed/state medical..ect… funds at large Choc Health Alliance.. a corp that makes 1billion yearly.
Santa Ana, is a city of the latin American poor, that is causing a hugh burdern on tax payers, making corps, non-profits founders very rich!.

7 thousand people died last year, because of the drug wars taking place in Mexico. Drug cartels are trying to create there own state, within Mexico. The drug cartels, think they can do a better job in running the country!

There is no argument with your assesment of the problem. The solution is simple. Economic development of these communities.
There has to me a process from start to finish. You have to adapt and think outside the box in order to develop what you have.
It can not happen overnight. Proper leadership needs to understand this in order to bring positive change in these communities.
The start is to service the community in their language if need be in order to speed up the economic development.

The problem is not the enonomic situation in Santa Ana, it is the fact that Santa Ana is a city mostly populated by uneducated, unskilled workers, illegally here in this country. Most people from third world latin countries can not read or write in their own language. The parents can not be helped, but the kids can. The kids are Santa Ana’s future.
The School system in Santa Ana has become a day care center for hispanic kids. feeding, and catering to their bad behaviour. The kids are so out of control in Santa Ana, that the schools in this district have their own police force.
It can not happen overnight. Proper leadership needs to understand this in order to bring positive change in these communities.
The only positive change this community needs, is a change in attitude. No more victimization crap. Parents need to be held accountable for their kids bad behaviour. No more welfare, free food and over the top services.

I did not come here, for the, “American Dream”, i came here because i wanted to matter. People matter in this country. It does not matter if you are catholic, brown, or disabled, in this country everyone has a chance at success. The the fact that this country values its citizens have made this country the best country in the world. Poor people in this county, would be considered middle class in most third world countries.

7 thousand people lost their lives in Mexico, because of the incompetence of the Mexican Government. This has left thousands of children without a parent. Nothing was said about these deaths, because it does not matter.
Thousands of hispanic kids are comming out of schools, in this state without the tools to make it in society. Santa Ana for its size, has the largest population of underage pregancies in the nation. Santa Ana’s gang problem is increasing. violent crime is up. Drop out rate in california is 30% if not more. This state is failing because of greed and corruption of public funds.
