Huntington Beach City Councilman Devin Dwyer, who is also an elected member of the Republican Party of Orange County’s Central Committee, had a cow at his last City Council because he got a ticket after he forgot to move his vehicle on street sweeping day.
Dwyer “said he has about a dozen of these tickets, claims that if the city was truly looking out for the residents’ best interests, the sweeper would come back and clean the space where the car was parked and the owner would not receive a citation,” according to the O.C. Register.
It is a pain remembering to move your vehicle on street sweeping day. But most folks get used to it. Sweeping keeps trash and debris out of our storm water drains and thus keeps the ocean clean. You would think a guy who represents a beach city might care about that.
In fact if you click here, you will see that Dwyer campaigned in part on a policy of “clean beaches and water!”
Dwyer must be a complete ding-dong. He apparently has received numerous tickets – so this latest one was not a new experience for him.
This guy should get the “Carlos Bustamante” award for being a horrible Councilman! I feel bad for the people of the City of Huntington Beach…

Yes, you should learn to move your car if you are a resident. I am not a resident. I went to look at a house for sale in HB. I turned into the street and parked in front of it. In front of me was an idling street sweeper. I exhanged glances with the driver and went into the house. When I came out less than ten minutes later two ticket writing trucks were parked behind me, citing me. I asked what for. They pointed to a sign obscured by a tree that said no parking on Tuesday due to street sweeping. Even if it was not obscured, who would have even noticed it? It is a money generator idea I think.
Yes, it is a money maker. We had our street re-surfaced on a Wednesday — the sweeper “swept” both sides of the street, just as he would on a “street sweeping day” only he didn’t have his posse following. The very next day was the 3rd Thursday of the month. Sure enough, along comes the sweeper again, this time with the posse. My neighbor got a ticket.
Here’s another story that proves this is about the money. This one takes place in Anaheim in an apartment neighborhood. I happened to be there on “street sweeping day” and just as the sweeper was rounding the corner, all the tenants rushed out to move their cars (must be a lot of night shift workers). Then I notices no less than 4 cars stilled parked at the curb and the sweeper went around them and so did the two cars that issue the tickets. I stopped on of them and asked why they didn’t give a ticket to the cars that weren’t moves. You know what the answer was? “They have handicap permits and can’t be given a ticket.” WHAT! They can have a license and can drive a car, but they don’t have to abide by the same laws I do? Wait a minute — I think there’s some discrimination going on. Now I know it’s about the money and NOT about keeping our streets clean.
Go get em Councilman Dwyer!
This guy is a moron! I love how you guys like to pawn off things on others when you don’t agree with something. The streets are always posted with signs so apparently people can’t read. The streets have to get swept so maybe you all can stop thinking of yourselves and just obey the law. That would be refreshing!
Street Sweepers came in the wee hours of the morning when we slept before now. Brea just started this same money making practice. My husband stopped by our home at 9:45 this morning to pick something up and when he returned to his car 5 minutes later, he was getting a ticket. Signs are not posted anywhere in the city except by our community center – when was the last time you visited the community center? Anyway, this should be posted every 20 feet on every street to be legal! NO PARKING ON THURSDAYS BETWEEN THE HOURS OF ..AM AND ..AM, EXCEPT WHEN THURSDAY FALLS ON A LEGAL HOLIDAY. We have enough to remember – this is too much!
I think street sweeping tickets are a load of crap. I used to live in a community with weekly street sweeping and no posted STAY OFF THE STREET warnings. And no tickets, either. The sweeper came during business hours when people were least likely to be home. If a car was parked in the street, the sweeper went around and that was the end of it. With weekly sweeping, eventually, every section will get cleaned and any vehicle that’s parked in the same spot week after week is going to get ticketed as abandoned (then towed) whether the sweeper is involved or not. Now I live in a place where the street sweeping runs from 7am to 11am. What kind of stupidity is that? Start before people would normally leave their homes and run through rush hour. Brilliant planning. 9:30am to 2:30pm would cover the same number of hours and have the sweepers in residential neighborhoods when people are least likely to be home.
The fact that they send the sweepers out on a 5-hour run starting so early in the morning shows that the process is designed to generate ticket revenue. There’s no reason they need to be out that early. Heck, I’ll bet the schedule’s even designed to do residential first to get as many violations as possible.
It’s one thing to support a law that serves the people. It’s another thing entirely when a law is used to extract money or service from the people it is supposed to serve.
