Once again we have had to set up a new SAUSD corruption thread as the last one started to run slow with all the comments on it.
Our schools are in crisis today – not just here in Santa Ana but all over the state. The only thing we know for sure is that we are going to take more budget hits.
I am amazed that the SAUSD hired back all their laid off administrators. How crazy is that? Class sizes are growing, good teachers are laid off, and the union, as usual, is asleep at the wheel.
We will continue to reason through all this here at the Orange Juice blog! We can but hope for the best…

I’ve tried to give Michelle some tips about those apostrophes, you did a much better job. Her writing seems to have improved greatly. I think for now she should go with advice I’ve heard a few teachers give students who want to endlessly put apostrophes on everything with an s at the end: just stop using them entirely for now.

That’s actually a suggestion I’ve made in many conversations about the state budget. I’m not a toker, nor do I have a desire to smoke marijuana, but I agree that it should be legalized, marketed, distributed and taxed like cigarettes and alcohol. This may help reduce the deficit if not balance the budget.
the only problem with making that stuff legal is it has an adverse effect on your driving capabilities. How would the state find a “legal limit” to drive? Alcohol has a way of measure, but how do you measure how much someone has smoked.

I’m not a toker and I don’t have a desire to smoke but this will definitely help CA budget. Imagine all those from out of state coming and putting money into CA economy. If it was to be legalize, there should be strict rules and penalty. For example, no operating heavy machinary within 2 hours of smoking. Those who are caught smoking and driving will be fine $10,000 or something. That’ll help with CA budgets too, the fines. They should have a database too of who not to sell to
I have most of the CA lawmakers on my facebook page. I have talked to them about this already (the idea of legalizing marijuana). 9 out of 10 of them will never go for this because of car accidents. I tried, but it’s a no go. I presented a lot of positives to them, but they all went back to the negatives. Also, they are thinking about health clinics and rehab.
In view of these difficult times, some RIFed teachers and teachers seeking employment may want to consider teaching in Japan or some other DOD, overseas type assignment for a couple years until funding for education returns.
My son with his wife spent a year in Tokyo teaching English for NOVA, the largest private English language school in Japan. (In spite of 5 years of English class in the schools, literally no Japanese school grads can speak English. If a working adult acturally needs to communicate in English for business, he goes to NOVA.) There’s literally thousands of NOVA schools throughout Japan, with all classes taught by native English speakers, most of ’em Kiwi’s and Aussies. Classes are 1 hr, with 4 – 6 students, 6 classes a day, mostly in evenings. But you pay for your own apartment and own food. My son basically broke even financially. If you’re trying to pay a mortgage back home, this won’t work vey well.

The Board met tonight (Wed. 19th) formal voting will be held on the 25th (Tues.)
The board voted tentatively: grade 1 passed for 24:1 for next 2 years

The bd pres (Mr. Jose Hernandez) gave the go ahead with grade 2 at 24:1 for 2 years
Grade 3 will most likely go 27:1 but they want the stimulus money in their hands FIRST ….so after it arrives…then yes, possibly but the chances of them doing that after school begins is slim to none. Grade 3 will begin the school year at 30:1 (as of this date), but that could change.
Hopefully that WILL change considering that gr. 3 has the MOST DIFFICULT test and adding kids could ruin our momentum. I hope they go 24:1 with grade 3 since the test scores show that this is the grade that the kids dip because the state (purposefully) adds trick questions and makes sure that the kids dip in this grade. Going 30:1 or 27:1 is not going to work…TRUST ME! The 3rd grade test has long reading passages and tricky comprehension questions. The kids in this grade must have A LOT of attention in reading in order for them to pass this test.

Jim Alford from CA Dept of Ed does not recommend “gaming the system” so hopefully our district will keep QEIA low.
John Palacio (bd member) is going to make certain that no one is subbing who shouldn’t be + for long term positions. This year, folks should not and will not be able to make sub requests like they have been able to do in the past. If anyone knows or hears of a sub who is not on the RIF list, but has accepted a long term position, please let john palacio know. This should NOT be happening. We need look outs at every school for this. Thanks!
We understand that the current subs, may not feel it is right or fair, but we must follow educ code procedure which clearly states that the RIF(ed) teachers get full sub rights in order of seniority. NO sub shall be called who is not on the RIF list unless a RIF(ed) person has declined it and the sub phone has gone down the entire list.

Grade 3 must go to 24:1!! Just do it across the board….all grades! Grade 3 has the MOST DIFFICULT TEST and that is the grade that the kids dip, so we have to have that one be 24:1, too!!!! I don’t mean to sound like I am not grateful because I am. As I have said before, my main concern was not for me to get my job back, I am in this for the right reasons….the kids and helping this district. Going 30:1 is a step backwards. Just look at this progress. I wouldn’t change this program (personally) something that is showing GROWTH like this is WORKING…keep GOING forward because the progress is enormous!

Kindly explain why there is not one cohesive parent organization for SAUSD? Could it be that district admins and teachers have worked to divide the parents or that the district has gainfully engaged community puppets such as Victoria Zaragonza to do their bidding.
It is NOT entirely the parents fault. And your comment is misguided. For the most part SAUSD parents are hardworking individuals who trust teachers and admins too much! I find it shocking that school principals place a certain caliber of parent on school site councils that conveniently serve their needs. We all recall the incident at Manuel Esqueda.
Stop your preaching. It swings both ways. The district has put much effort in keeping SAUSD parents divided. Divide and conquer … you’ve heard of this tactic, I presume.
If there are 50,000 SAUSD students, one could assume there are 100,000 parents. That’s a mighty voice should they decide to unite. And wouldn’t it be terrific if these 100,000 parents plus community members peacefully marched to district HQ demanding the opportunity for equal education for all SAUSD children. STEW ON THAT ONE.

Does anyone know how they determine our daily rate for subbing? Is it our yearly divided by 180 days? I am trying to determine if the remaining rif’d teachers will lose money due to the holidays (especially Winter break) or will it all even out in the end to our scheduled salary. Also, I have yet to get an appointment with Blanca. Is there anyone else who hasn’t heard from her?

I don’t believe it’s likely for a sub to actually work every school day if you are going day by day. Last year subs could not sub during testing time, there are usually slow times around Feb., and believe it or not around the holidays. Now long term only allowed a sub in a room for 30 days and in a location 120 days and were very strict. This was past years, who knows what this year will bring.
So I am now looking for a job that will pay my bills and is full time. I came across this while doing a search on craigslist.

If you want to know exactly what your daily and hourly rate is please go to payroll at the district offices and they will photocopy the front of your file with ALL of this information.
We certainly will NOT be making our full annual salary unless we work every single day of the school year, which I believe has been reduced by 3 days this year.
As for meeting with Blanca, who has been exceptionally terrific in these tough times, she must receive a formal letter requesting to be placed on the priority sub roster. This is conditional on the basis of your permanent, tenured status.
Once all the rescissions have occurred and all teachers placed, the SEMS system will call all priority subs before going to the regular sub list. Blanca will explain all of this to you, but please get your letter to her ASAP. I had absolutely no problem getting in to see her. However, she will not be calling you in without the letter. Also, give her a call, she is very helpful in giving details about all this.

Last night the District presented to the Board what appears to be misinformation regarding the Budget that the Board approved on June 23rd.
According to Slide 6 (August 19), the Board approved a budget with a beginning balance of $50.2 million. However, when looking at the actual budget document approved on June 23rd, one sees that the Board actually approved a beginning balance of $56.2 million.
Part of the missing $6 million shows up on the original budget as reserves for instructional materials ($3.2 million). Districts probably won’t have to start making textbook adoptions again until 2013 and the textbook money coming from the state can be used with complete flexibility in the meantime. I wonder why the District “forgot” to mention it.
Perhaps the Board would consider using the six million dollar difference to fully restore Class Size Reduction at 20:1 in Grades 1, 2, and 3 and rescind the remaining RIFs. That would certainly be money well spent.
According to the intent of the law, QEIA schools should retain 20 to 1 in grades 1 – 3? OR will SAUSD AdMINIMALstraytors try another “my bad/gaming the system” and ignore the intent of the law by raising the number of students and then claiming they didn’t realize the specifics of the law[a la “phantom classes/attendance” last year]?

HOPEfully, Mr. Alford, and all other QEIA state and federal enablers will keep SAUSD under scrutiny since they have already proven that they are incapable of following the law to the letter.

Folks just want “fairness” “honesty” and “integrity”. Please cut the monkey business and follow the law, educ code and do it the way you are supposed to be doing it. I talk to MANY folks daily and they are close to revolting and going to the district attorney so this district needs to be “very careful”. Finally some good news! Last night, at the Special Board meeting, the School Board gave the District the green light to use Stimulus Funds to staff grade 2 at 24 to 1. This means 45 new openings in addition to the 35 current Multiple Subject openings!

This morning I met with Chad Hammitt, Director of Certificated Personnel and determined timelines. The District is working on the new staffing for each individual elementary school. Next, displaced teachers will be given the right of return to their schools. Finally, 80 RIF’d teachers will choose an assignment and be rescinded on Wednesday, August 26th at 8:00 a.m. in the District Board Room.
Teachers who will be rescinded will get a phone call from the District followed by a letter. No changes to the RIF list will happen until August 26th.

Anyone know what enrollment is looking like this year at the elementary level? I have heard its going up and I have heard that it is flat. Just curious to see how many schools are going to open with long term subs.
A teacher from Willard told me today that one of Willard’s new teachers is a math teacher who got the job this past April at a job fair. Apparently, last year Willard’s new math teacher taught in Irvine… so that would make him a new hire.
The reason given? There isn’t even one teacher who got a rif notice who has a credential to teach math.
Could this be true? I don’t see how that is possible but then again I don’t believe in the Easter Bunny either.
After the school year begins, a team of teachers plan to go from school to school to obtain a list of teachers working at each site. They plan to look up each credential to make certain that no monkey business has gone on. A word of warning…follow education code because it WILL come back to bite you.
The same thing with subbing. The Rif(ed) teachers have a “look out” at each site on this one. One error…everyone on the sub list must get paid for that day even if they didn’t work…so the district better get a system that calls by “order of seniority”…just telling you EARLY so you don’t have to spend all that “extra” money paying the subs who weren’t called out of order.

Obama reforms will aid Hispanic students, official says
John Palacio, a Santa Ana Unified School District trustee, said he was concerned that even the White House might not understand the magnitude of the problem facing educators in communities like Santa Ana.
Perhaps 50 percent or more students might be dropping out, Palacio said, a reality not reflected by official dropout rates.

Regarding math teachers (#184),
It is true that no math teachers were RIF’d and the district hired at least 10 new math teachers near the end of last school year to be placed this year. There were no RIF’s in Math, Science or Special Ed, so there would naturally have to be new hires this year to replace retirees. In fact, from the knowledge I have, over 90% of all secondary teachers on the RIF list have by now been rescinded. The basic problem remains class size in elementary. I think they knew damn well (as they always do) that they can’t put 60 kids in each classroom and enrollment is NOT going down this year. Therefore, there really wasn’t very much they could cut from secondary’s already jam-packed classrooms.

I, too, still don’t understand the lack of certificated math and science teachers in SAUSD.
As I recall, several years ago there was a big fuss involving NCLB and Highly Qualified Teacher certification.
It was a very big deal at the secondary level. It involved lots of time and paperwork for both admin and teachers. Teacher’s credentials were examined with a fine tooth comb.
How can it be that math and science teachers who were teaching at the secondary level last year got a rif notice because they only had multi subject credentials?
Somehow the district wants us to think that if it is dressed like the Easter Rabbit and hops like the Easter Rabbit then it must be a highly qualified Easter Rabbit.
It’s less like the Easter Rabbit and more like the White Rabbit in Alice In Wonderland.
• For years and years there have been many long term subs placed in secondary math and science classes. Were the majority of those subs holding credentials for secondary math and science? No.
However, it is less expensive to hire a teacher as a long term sub than to give someone a contract.
• Teachers who do have contracts but are now on the sub list will be making less money now due to holidays and the fact that subs are not allowed to be the teacher during testing. Just think, testing will be even more fun this year for those of us who are left – but that’s another story.
• Newly hired secondary math and science teachers cost the district less money. Is someone checking on the credentials held by newly hired secondary science and math teachers? That is also another story.
• Is it better for students to have long term subs in secondary math and science classes than full time teachers who do have a contract but not the correct credential? No. However, again, the district saves money by not having to pay the “sub” the same yearly salary they would have to pay the teacher as a contracted teacher.
• I have no idea how the district is going to interpret this one under the current circumstances. There was a decree from the district that subs could not teach in the same class for more than one month before their assignment had to be changed.
• What will happen to in house coverage?
The current financial problems that touch the entire country were caused by greedy people with the power to misrepresent what it was they were actually doing and how much money they were actually accumulating.
But, there is always a silver lining to even the darkest cloud. The district finally managed to decimate the lives of classified employees, cripple their union AND save money.
As if that were not enough, the district has managed to pull out even more silver for their own current and future pockets. Due to our country’s dark and troubling financial times SAUSD will be able to hire new, cheaper teachers and pay many teachers who do have contracts less than their full salary.
They don’t want us to follow the Easter Rabbit. They want us to chase the White Rabbit.
Why does no one mention the classified staff who continue to take the hit year after year? This is the last year my child will be in SAUSD and from watching from afar your school office staff is getting smaller. At every level.

The problem with class size in the elementary is the DISTRICT’S problem. They don’t want to fund CSR because they are looking for feasible ways to save money, they can’t increase class sizes at most secondary schools, most classes are already in the high 30’s to low 40’s (although I know they’d still love to do it). I’m not saying this is a good thing, because it isn’t, but it is essentially the reason why so many elementary RIF’d teachers have not been rescinded while most of the secondary RIF’s have been rescinded. I hope that is a little more clear.
Regarding math teachers: It is definitely true that for many years there have been uncredentialed subs in math positions at a few of the harder to staff schools, so now that there are so many new teachers fighting for so few jobs, I would expect that most or all math positions will be taught by credentialed teachers, but who knows? It is SAUSD after all.

Does the district call and offer open positions (that are hard to fill) to the RIF list by seniority first or do they just give it to the person who is the lowest on the totem pole? This is VERY interesting indeed. I would be furious if I hadn’t been rescinded and I knew that the district hired a sub or someone lower on the list than me. I would expect to be contacted first and offered the position ahead of anyone especially “a sub.” I think we all better be watching what they do. I have been rescinded, but I still am watching to see if the process is done fairly.
I wish that the district would make lowering class sizes at the middle school, high school and then at the elementary school levels…. the #1 priority for this district. You KNOW what the #1 priority for this district is and that is such a shame. Even if I was not involved in education (just an outsider) that would be my top priority…..LOWERING CLASS SIZES. I have a few folks that I am endorsing who may run for the School Board in 2010….who want this and WILL make class size at “all levels” the #1 priority. Our job NOW will be to get these folks elected. I am certain that we all want this as the #1 priority for our schools! I haven’t spoken to anyone who doesn’t. Art Pedroza (the owner of this blog) is one of them. I want him to run for the Board in 2010. Art has been my #1 supporter through this tough time and he definitely wants what is right. I have been talking with Diane Lenning who is running for CA State Superintendent. I am expressing my feelings, helping her with her web graphics and telling her what issues she should focus on that would get her in that chair. I have been telling her….LOWERING CLASS SIZES at all levels should be ONE of the top priorities for this state.
I have talked to MANY third grade teachers and they would prefer 24:1 rather than having an aide in the classroom…just letting the board KNOW this. The Board discussed the possibility of either lowering class size in grade 3 or giving them an aide. The teachers who I have surveyed want 24:1.
This is the grade where the kids take a dip and adding MORE kids is a step backwards. Please go 24:1 in grade 3 on Tues…the cost of the program is peanuts and the scores won’t take a nosedive. I guarantee YOU, that if you raise the class size to 30 or even 27 in this grade…it will RUIN the momentum. I will come back here next year at this time and tell you “I told you so.”
The district needs to hire more classified for playground safety, lunch assistance, dismissal, and office help. We must NOT forget these wonderful folks either who do a lot for so little.

There’s about 170 folks still NOT rescinded. Let’s just say that 150 of them are tenured and make $60,000 a year. If they were to sub and make that… the district would be LOSING money. Give them their own classroom for goodness sakes. STOP wasting money. It is win win situation for everyone …..the kids, the parents, the teachers rehired…the scores….the district….and even the subs before the rif(ed) subs….would be happy. Come on…make it a win/win situation….it is plain as day to me!!!!!!!!

(bleeding ulcers) and have health problems because they have wanted to return so badly…..that’s dedication….to want to work here so badly that they got sick over it. They are even writing to me telling me how happy and pleased they are that the board voted to rescind even just a few. They said they were happy “for the kids”…they WERE NOT even thinking of themselves. I couldn’t believe how many of these people were so NOT thinking of themselves and you are letting them go…..such a shame…bring them BACK!

Wow. No more threats of recall or threats of lawsuits and hiring lawyers. No more meetings to plot a revolt against the God awful district. No more promises of active aid for those poor underpaid classified workers that were fired. Just pleas to rehire those unlucky ‘others’, is it now Jill? No more plans to fight the giant corrupt evil empire anymore?
One might think you got your job back. Oh that’s right. You did. And that, corruption watchers, is how the district buys off the indignant.
