Once again we have had to set up a new SAUSD corruption thread as the last one started to run slow with all the comments on it.
Our schools are in crisis today – not just here in Santa Ana but all over the state. The only thing we know for sure is that we are going to take more budget hits.
I am amazed that the SAUSD hired back all their laid off administrators. How crazy is that? Class sizes are growing, good teachers are laid off, and the union, as usual, is asleep at the wheel.
We will continue to reason through all this here at the Orange Juice blog! We can but hope for the best…

Art lays the ground rules and thus far has been pretty lenient. In fact a little too much so in my opinion during the union hijacking of this thread, but that’s not the issue here.
I don’t think a few dissatisfied customers on content would result in a banning here. What does, so it appears, is the ongoing, repetitive claims made that are unsubstantiated and further ignored when challenged. That is simply non-productive. Answer the questions. Make the argument, or at least make your case, and I’m pretty sure Art will leave you alone. I have been wrong dozens of times but at least I’ve said my piece as to the whys and the wherefores as I saw them, wrong or right.
As to Lathrop; there have been a long train of principals pushed through that kangaroo campus so I’m unclear as to which one you refer.
The one that stands out is the one who went upside down whackadoodle. Aside from the fact she tossed herself down the stairs, and eventually was escorted out by several of the school police who also had to stand by while they cleaned out her office, no others immediately come to mind.
Please clarify.
KIDS WITH ILLNESSES
Well, today was just ridiculous at my site. I had a student who was obviously feeling VERY ill, and I tried the usual. . .bathroom, checking to see if he had breakfast, etc. Now, this is a good kid, well behaved, well adjusted, and conscientious. I wish they were all like him. I am talking about the PRIMARY grades. They can’t fake it very well and if you have any experience with kids, you can tell when they are sincere (with primary) and not faking. I sent him to the office and he came “back to class” because his temp was only 99.8. I guess those 2/10ths of a degree really make the difference. Anyway, after much effort, (a small battle actually) he was sent home. Needless to say, I am calling the county health department. Has anyone encountered this type of resistance this year?

Over a period of 20 years of observation Lathrop has been a Kangaroo campus in my opinion. Would you care to address the menagerie of principals that have tried to manage the zoo after Greg Rankin left and until it became a magnet school? We can do that if you like. I don’t think you would like to go there. We can start from the principal I mentioned to others transferred out to other schools. Other schools where the performance tanked (like Century) so bad these principals had to be promoted and pulled into district positions to protect their jobs. Do ya really want names? I’m sure you know them.
Prior to Lathrops recent magnet status the only magnet it had was a crap magnet. Perhaps today things have turned around but we were talking opinions from the past, weren’t we, and I was responding to a comment (by you or another anonymous?) regarding black arm bands of the past.
As it appears, you were comparing that past incident to Art currently banning a smart ass that refused to be specific. Beware comparisons when they don’t gel together. If you have a point to make about the union, Mercer, or some other issue then make it. You are obviously not good at metaphors so try to just get down to the point.

For more than a year SAEA has listened to District’s claims that the State and National economic crisis has severely impacted its ability to operate. The District’s lies contend that radical cuts in services and teacher compensation were necessary.
While the economic crisis is real, the District fabricated an even worse scenario. The evidence shows the District deceived SAEA and the public. On September 22nd, the School Board discussed and approved the 2008-2009 Unaudited Actuals. This is an annual State mandated report and is the only document that provides an accurate financial “picture” of the District. The Unaudited Actuals show the District’s ending balance for the 2008-09 school year at
93 MILLION DOLLARS!
The Assistant Superintendent of Finance hid this fact from SAEA, the School Board, and the community. His misrepresentation is despicable, egregious and insulting. For SAEA members to have endured multiple life-changing events including RIFs, displacements, salary cuts, stipend cuts, lack of basic classroom supplies, overcrowded classrooms and other program changes while the District sits on $93 Million is infuriating and sickening!
SAEA will not allow this deception to continue! Now is the time to put a stop to the lies. At the next School Board meeting, on October 13th, SAEA Board members will demand an explanation. As would be expected, they urge caution in spending and discouraged school districts from taking advantage of the provision in the new budget which allows reserves to be reduced to one-third of the required amount.
Our district, however, has not simply budgeted the required 10 million reserve, but an additional 20 million above that and another nearly 10 million in Fund 17 for a total of a forty million dollar reserve. I don’t know Patricia O’Neil or Susan Mercer. What I know of them was from all the intense campaigning on this blog. Most of that campaigning was about the incompetence of O’Neil by Mercer’s minions back during the SAEA election for president. It would seem Mz. O’Neil wasn’t as incompetent as she was made to appear.
Now the question that jumps out at me is how involved is CSEA in all of this for our employees? We have secretaries playing nurse, clerk, and who knows what else because of job cuts.
Rumor has it many, if not all, of the classified furloughs have been rescinded. Some departments might even be expanding, although I can’t confirm that.
If the district has truly been sitting on this money while Palacio has been reading this blog for the last year or so, someone should be asking the board how much they really knew. Information about surpluses have been posted here since way before summer. There was no need for all this and someone needs to answer for it. CSEA, who has been totally moot on the entire matter, should really be called to task.

I would be happy to have the problem of having to buy paper. I bought paper at the end of last year. In my opinion having to buy paper is less of a problem then having no job. The stress of not having a job has caused me a lot of havoc. I do not know where I will be living in a few months if I can’t find a job that pays more than subbing. Subbing is not paying my bills since I am only a year 2 teacher and get just the regular sub pay.

The only reason you wouldn’t have seen it on the televised board meeting is because she was only given 3 minutes to talk. If you follow this blog or had checked out her website, you would’ve seen her hard number crunching work. I do not believe she owns a crystal ball either. The point I was making is that while SAEA members, such as Patricia O’Neil, were providing information about hidden district funds back in July (refer to comment # 8 on this thread), CSEA was virtually doing nothing for its own employees and communicating even less. This whole matter isn’t just about teachers jobs unless you want to clean the rooms, feed the kids, mow the fields, provide security, and repair the plumbing yourself.
#518: Of course they are corrupt. Didn’t anyone even wonder why Murrey and Joe Dixon scrambled from their prior districts when things started to unravel? Murrey took off from Covina-Valley as it began major cutbacks and we all know the story on CAPO, where Joe Dixon came from. The fact that SAUSD would even hire Murrey or Dixon is a quick ‘tell’ as to the quality of the hiring standards. In fact the OC weekly caught them doing some major remodeling of their offices shortly after they arrived at SAUSD. This was at the same time the district began to make major cuts to employees. How quick we forget!

I don’t think you need to worry about being kicked off the island. I think SAEA and CSEA need to be kicked out of the district and replaced by some other unions more interested in providing job security for their respective constituents.
Easy to say. Nearly imposible to implement. Lucky for them and unlucky for members.
A decade or so back a CSEA regional member told me they could only do what the local empowered them to act on. I assume it is the same for SAEA. Thus the members have the power to instruct the local leadership, OR remove them..It all sounds so simple. But it really isn’t when power mongers take control.
Murrey was asked to provide financial figures many times & failed to produce what the Board Memberes asked of him. I blame the Board for allowing him to continue to get paid after they asked him to do his job. I think we have a bunch of weasels and wimps on the Board. It’s time to vote them all off of the island.
Teachers are often somewhat preoccupied by the demands of their job, granted. But if what we teach is essentially based upon the nurturing of good citizens, teachers are failing to act as good role models. After a minor tempest in the mailroom over the SAUSD/SAEA und FrauFuhrer Mercer’s “discovery” of 93 million, the talk turned to Patricia O’Neil, whose research had revealed much of this subterfuge. O’Neil is a former officer of SAEA (before it merged w/SAUSD) and opposition candidate for president this past election.
Only 2 of the 8 paying members of SAEA I talked to even knew her name. These teachers get a failing grade for dereliction of civic and professional duty.
To the readers of this blog: Get the word out.
To teachers: I propose that your enlightened self-interest will best be served by electing a new board at SAEA that will serve the members and seek to fully root out the corruption and duplicity at the District and our own union offices.

I agree. In my words SAEA sucks! And has for years. I am too optimistic because with each election I feel a sense of relief. Our union is either incompetent, corrupt, or probably both.

We need to get Patricia elected president of SAEA. She is the most competent person out there. The Board should take action against Murrey and Wold. Many of the people on this blog know that those two incompetent gentleman have been misleading the Board, either because they are incompetent or corrupt or both. Whatever the reason, it doesn’t really matter. They need to go. Has anybody looked at the budget presentation they presented on Wednesday, the same day the 93 million was uncovered? Believe it or not, they are still crying that the district is in a precarious position and that more cuts need to be made. Marie Antoinette Russo must put them up to this. She has no shame. As long as she has her district paid Mercedes, I guess it’s her view that the students of Santa Ana can eat cake.

Well this is kinda pretty and different. Without the comment numbering I guess we will have to refer to date and time when we quibble back and forth but otherwise it looks pretty good on my machine.
A story in the OC Register about judging teachers based on student performance leaves me confused. How do you fairly judge and average out a learning curve? I know the topic has been discussed by the teachers here before but this recent story pointed something out that really bothers me. It is tied to more federal government funds.
As we all know just about everything mandated by the feds is tied to money the states need, and once accepted states rarely can ever do without that money again. The list of various programs tied to federal money is endless and this seems to me to be just another carrot on a stick that Arnold wants to jump at for all the wrong reasons.
Some of you that teach have talked about older or non-productive teachers that should be removed so perhaps this program is a good thing. I don’t know. You guys would be the best judge but it seems a bit unfair especially if you just happen to land a class for a year with a high number of challenged students.

The biggest problem with evaluating teachers based on test scores is that we do it in all of the wrong ways. Instead of comparing the class performance to their performance last year, we compare last year’s class to this year’s class. No one wants to address this great fallacy because it would be far too expensive and we just can’t afford it. Two years ago my grade level and subject area were subjected to much criticism because apparently our particular students caused the school to not make their AYP. Low and behold, the following year the students from that particular class also scored low and my grade level and subject area look like shining stars and the other teachers are on the hot seat. Its not hard to figure out which grade level will have problems with scores this year. We have to stop comparing apples to oranges.

For those of us few that are unschooled in this why would it be costly to compare the class performance the previous year. Perhaps I don’t quite understand the meaning. Are we talking about the same class from the previous year, or a new class during the current year? I would think the documentation of the class performance during the previous year would already exist and the comparison would be simple. Or am I wrong?
Year to year “class” performance is nearly impossible to compare for the following reasons:
1) Each year the “class” will be composed of different students.
2) Students move in and out of a given school all year long changing the composition of the class.
3) Many variables change each year:
a) New curriculum(s)
b) Subjects may be added or taken away (Art, Music, Computer)
c) New administration
d) New facilities
e) More or less funding than the previous year
f) More or fewer interventions for struggling students
g) Changes in the students’ home
h) Changes in the students
i) Changes in the teacher
I’m sure there are even more variables and reasons that I have overlooked, but I’m sure you can see why tracking “class” performance and trying to tie it to a teacher’s ability to teach is quite difficult.

I propose that FAR MORE educational “reform” would be realized if we put more emphasis on parental support than teacher efficiency.
Parents have FAR MORE time and influence on their children than teachers. The Feds. and the State would see more results by channeling money and regulations toward supporting parents through parenting classes and in-home counseling than by trying to make teachers better.
I recently read an article about Barak Obama’s tenative plan to increase school days in the US; more after school programs and longer school days. Really? I voted for the man, but surely we’re still circum-navigating around one of the central problems and complaints. I’m wondering when the politicians, administrators, and community leaders will listen to one very qualified group that might have valuable inputs in improving the state of education in the country. How about reduction in class size? 40-50+ students in class?
More and more, SAUSD is treating our students and teachers as just another number in the system as names are diminished to numbers and personal service is dwindled to something just south of marginal. I guess it’s okay for students to sit on the floor or for a teacher to have enough chairs to seat everyone, as long as someone is absent and one or two students don’t mind going in a “holding pattern” until a seat is available when the tardy bell rings. Then add to the mix, limited lab supplies…but never limited number of students…and hazards of our students and your teens working in a lab, conducting experiments with open flames and dangerous chemicals while carefully navigating elbows, arms, and all…one has to wonder when will this madness…no stupidity end? When will this district for once take a PREVENTIVE ACTION rather than a REACTIONARY ONE?

The overcrowded issue is becoming absurd. The board members and the district admins are paid to be problem solvers and policy makers with the best interest of our students. I leave those reading this…assuming you made it this far…with some words from Winston Churchill, “…you have enemies…good…that means you stood up for something.”

What an example of how completely “out-of-touch” state and federal politicos are with the realities of education.
OWHama wants to lengthen hours/days of instruction at the same time that districts are cutting back due to lack of funding.
Perhaps someday “they” will let TEACHERS make the major decisions since teachers are the ones who actually deliver the education and know the best methods that produce the best results for students.
Here are some basics that would yield results:
1) YEAR-ROUND schedule…end the 3 months of student forgetfulness and reap the rewards of refreshed teachers [and students] who get a couple of weeks rest after 10 to 12 weeks of intensity. Children don’t harvest crops anymore!
2) Eliminate District “consultant” positions.
3) Eliminate BTSA and let on-site mentor teachers take the lead.
4) Eliminate any District-level “perks” that aren’t proferred to other full-time employees (no more free cars or free lunches).
5) Make EVERY SCHOOL FUNdamental…no more coddling of ineffectual parents. Demand that EVERY PARENT “parent” their children. Stop the endless inservicing of teachers and put the money toward workshops for the parents to learn how to “parent”.

You are correct. The BTSA Dept. is a total cash COW! Good Lord, NO beginning teachers yet “Russo the Dumbo” and the equally inept Board members keep this Dept. going?? BTSA was a JOKE even when there were new teachers. EVERY single new teacher I spoke with HATED the baloney and hoops that BTSA threw at them. Just this one example shows how incredibly incapable SAUSD is at administration.
Yes, our site funds have been eliminated. I guess the 93 MILLION dollars they have just couldn’t fund school sites for pencils and paper. Our principal just let us know that the funding for school supplies was cut. He’s a great guy and felt terrible about it. Sucks to work for idiots. That’s the reason I never finished my administrative credential…I didn’t want fools telling me how to do my job.

BTSA has never been anything except more money for unnecessary positions and more unnecessary work for the poor new teachers. Many of the new teachers have expressed the desire to become more involved in the school but they are too busy with BTSA meetings and busywork. It’s absurd.
My site has no funds to provide extra tutoring, study skills classes and many of the other things that helped students. Where are these funds? At the district office. The only reason those funds were so effective is that the School Site Council decided (parents, students and staff) what would be the most useful way to spend them and thus, they benefited the students who needed them most. All of that money is gone.

You are correct in your assessment of BTSA.
Our TOSA is the principal’s “gal friday”. Nice person, but an office assistant would suffice and might even be more efficient at the paperwork. For sure they would have a longer day than the TOSA, another reason why they would probably get more accomplished on far less pay. Since the TOSA’s aren’t working with students (check their responsibilities), just why do we need a teacher for that position?
I like how the district has a scheduled BTSA meeting for new teachers. What new teachers??? We won’t have any new teachers for at least 2 years…waste of more money to even schedule that.
