Sometimes you can have too much of a good thing! In this case our 2009 SAUSD thread has so many comments on it that it is now running too slowly. So we are starting this new thread for the second half of 2009.
So far this year we have had plenty to write about. The State budget cuts have had a devastating affect in Santa Ana. Layoffs have ensued.
To top this all off, the SAEA cut a weird deal with the SAUSD that essentially cut benefits for all the younger teachers. And then the SAEA held elections.
Now more budget cuts loom…and all the other issues remain. I expect this thread will fill up too before long…

Maybe the UNION people should push for our names to be automatically put on the SUB LIST. Those let go should be called FIRST. That’s the least thing that they could do. Isn’t this insane that we have to find this all out through a bulletin board not even related to the school district or the union? Thanks to this board, I find out A LOT of things.

More on substitutes
If you are a special education teacher you need to know that Blanca Godinez has most likely taken your class off the sub list because you don’t “need a substitute teacher for those kids” in your class. It is not a coincidence that no sub shows up for your room. It is deliberate and a good number of secretaries just found out about this practice. If you are a special education teacher, call the substitute desk and if you are “locked out” of the system, that is one way to confirm that you are not able to get a sub for your class. Many special education teachers who don’t take sick days will never even know about this little trick unless they call the sub desk and try to log onto the system. If you find that you are being denied a substitute for your class, call Blanca direct and tell her to put your class back on the eligibility list. She will act surprised that you need a sub for “those kids” and you’ll probably have to explain why your kids in particular need to have competent supervision and room coverage for the day, but she needs to be humored. She thinks she is a tricky junior administrator in charge of all substitute decisions. I believe that what she is doing is illegal. I am not sure if she thought this trick up on her own or if her boss has put her up to it. But she buys into it and she does her best to enforce keeping substitute teachers out of special education classrooms.

other districts have always done this.
Sub. list preference for Teachers–whether they are out on vacation and subbing –or in this case–laid off. Now you can always ask your friends–teachers to request you—they simply input your employee id # and they can request you for as many days as they want–in advance or consecutive days while they are on vacation. Please verify this, however I am almost certain this is so. Good Luck.:)

Michelle Quinn EXPOSED
The Ed. Code states that as laid off teachers, we have priority for all sub. jobs in order of our seniority. It should be the district’s responsibility to make sure that we are called first, and that every single person on the layoff list has turned down a job before it is offered to anybody not on the list. If the district doesn’t do this, it is violating the law. Now, here’s the $64,000 question: Since the district probably won’t do willingly what it’s supposed to do, will SAEA help it put procedures in place over the summer to make sure the law is followed? If not, what recourse do we have against the district and SAEA if we find that we are sitting home doing nothing while subs. who are not laid off teachers are getting the jobs we are entitled to?

I have also found that it is convenient to be on John’s list b/c when I have a question that he may know the answer to, or when I am aware of an issue that I want him to know about, I just hit “reply” and send it to him. He is always available. He’s pleasant and he will listen and assist when he can.

Susan’s note claims that SAUSD is in “total disarray!” Isn’t that like the pot calling the kettle black?
It looks like more game playing going forward with SAEA. You’ll probably be on your own with the sub lists and with the special ed teachers being locked out of the system when they want to request a sub for their classrooms.
I understand that there are many special education classes in session (ESY – extended school year) this summer. That’s a whole lot of substitutes that won’t be called to fill in for the day if the special education teacher is out sick.
OJ has numerous reports that SAEA union board members read OJ regularly. It gives us pleasure to know that they know what the issues are. Their inaction on issues, is just that. Inaction. For a thousand bucks a year, teachers. That’s what you GET from this group of pretenders who claim to have your back.
Oh and I LOVE this part of your new president’s letter:

I took my name off of John Palacio’s list because he was sending me things that I’ve already read and most were about the LA Unif Sch District. Yes, he’s a nice person, but he is similar to the rest of the board members “clueless” when it comes to what is best for kids. He hasn’t taught a day in his life and he continues to vote yes on a few things that I would’ve voted no on. I’m not a “John fan” anymore.

Supposedly, we can’t keep 20:1 in Grades 1 – 3 because of the fiscal crisis, right? In previous comments, I’ve stated that the District CAN afford to keep CSR.* In continuing to study the District’s financial statements, I noticed that, year after year, the ending balance in the Cafeteria Fund is far more than what is originally projected. The Cafeteria Fund is one of the accounts the State is allowing districts to use flexibly, so here’s another possible source of funding for CSR, classified, and other important needs of our District.

Atlanta principal who resigned ..cheating on students’ standardized tests was arrested Friday and accused of altering public documents.
Don’t tell me that this isn’t going on in Cal E 4 NEE A? These people just happened to get caught. If you make test scores the reasoning behind someone’s livelihood, then of course this will go on until you have an OUTSIDE source testing them and then taking the tests directly to the testing center (not allowing the school or the teacher to touch them) that is the ONLY way this testing garbage will work…just my opinion.
There is no way that California would ever spend the money to have outsiders do the testing. The whole point of this ridiculous test until you drop system is that it is literally the cheapest way to do mass assessment of students. Never mind that it really doesn’t tell you anything and it is easy for cheating to occur. The state wants numbers and they want them in the easiest and cheapest way. Multiple choice tests are about as far away from real life as it gets and yet this is what we have boiled down our entire educational system to. We aren’t preparing our children for anything by teaching them how to fill in bubbles and find shortcuts and tricks to get right answers.

We are all aware that the State of California is in the midst of a fiscal crisis, which is causing school districts to
make midyear budget cuts. One way to save General Fund dollars is to conserve on utilities (electricity, gas, water,
sewer, and telephone) and to protect our environment. We are asking for your help.
Each school has been challenged to reduce their energy consumption by at least 10%. The facilities staff has formed
a Conservation Committee with a representative from each school site (see list on the back) to establish Board
Policy on energy savings measures to be implemented throughout the District. To kick off our energy conservation
efforts, our committee is requesting each school start by reducing and eliminating all personal appliances in the
classrooms and office spaces and to do so by removing them before the start of summer.
Personal Appliances Include But Are Not Limited To:
• Coffee pots, microwaves, radios, toaster ovens, hot plates, space heaters, and refrigerators located in
individual classrooms or office spaces. Share these appliances instead of everyone having their own.
• Appliances for food storage or preparation are authorized if they are in faculty lunchrooms. However, the
number of devices should be limited to the minimum amount necessary.
• Appliances such as fish tanks, terrariums or heat lamps are authorized for use if they are directly used for
instruction.
• Depending on the type, condition and age, each household refrigerator typically costs between $200 and $800 annually to operate.
• Each personal refrigerator costs between $50 and $120/year. Some sites have 30+ of this size.
• If staff members (coaches, teachers, etc.) must refrigerate medicine or first aid supplies, they are urged to
use the nurse’s facilities and eliminate extra refrigerators. Some have dedicated ice machines for science
labs and/or coaches. This is more efficient that a large refrigerator.
Check with your principal or site representative if you have any questions.
Thank you in advance for your cooperation. This first step in energy conservation is one of the ways that we can
work collectively to reduce energy expenditures. The budget shortfall is a very serious situation that can be
diminished with the commitment to embrace new habits by all staff. Utility conservation is a viable, necessary way

QEIA legislation requires 20:1. The district thinks they are going 25:1 with it and 30:1 with the NON QEIA Schools.

Today, Norma (Filling in for Gladys) at the Union stated to a friend of mine that the district was going 25:1 for QEIA schools and 30:1 for non.
Well, I beg to differ…grades 1-3 must be 20:1 unless they’ve changed the law. I read up on all of that and I haven’t read where they’ve changed QEIA legislation.
I hope that our district is aware of this…but most likely they did the damage 1st then will clean up the mess later.
We’ve been hearing at our site all year [primarily through Dennis Parker,consultant for success] that there is no way District can receive QEIA funding and go more than 20:1.
Yet, at last Wednesday’s class formation staff meeting, we were told to create classes of 25 for 1-3 and 30 for K,4&5. AND, two weeks ago we were shown new plans for the main building…walls will be moved over the summer to allow for bigger rooms (and fewer of them) to accomodate more than 20 students per room. They’ll probably spend thousands moving the walls needlessly only to say, “Uh oh,we didn’t know we would lose funding,” and end up with 20:1 after all the misspent money, needless turmoil and RIFs. This is vintage SAUSD administrative malfeasance: spending money foolishly, treating teachers like chattel, and refusing to provide the best educational experience possible for students.
AND, where are all the upset parents in Santa Ana?
Well, over at our school the principal approved a preschool + a new Special Ed program to come over to Garfield. So, to make a long story short…she moved everyone around out of their rooms to accommodate these people and Think Together. Also, the fire marshall told her that grade 2 students or below cannot be housed on the 2nd floor of the pink building.
People were griping and moaning about moving, but with good reason. You can kind of look into a crystal ball to predict what is going to happen to her now over at that school. She gave away 3 rooms to (EXTRA programs), moved her own staff and now she won’t have ENOUGH rooms for her own staff. The staff already said that they are refusing to move AGAIN. So, just sit back and enjoy the show…popcorn anyone?
275 – Clearly there is no communication between the administrative team downtown. Each one merrily goes his/her own way as if they were a king or queen doing whatevber they want. Then when things blow up nobody downtown knows anything. Yup, this is vintage SAUSD.
Wilson Teacher, I pretty much agree with you, but I think the parents are willing to help. It is just that nobody has ever helped them organize. What is happening in SAUSD could not happen in Irvine or Newport Beach because the parents would organize themselves. Even in L.A. and Pomona, the strong unions, who actually support all of their teachers, even the probationary ones, organize parents and do what it takes to prevent those districts from trying to destroy all of the good things that teachers, parents, and students work for.
The problem we have in SAUSD is a lack of leadership amongst those who would like to challenge the district. SAEA is corrupt, morally bankrupt, and probably in complete collusion with the district. It is against us, not for us. The district and SAEA are able to do what they want because of the overwhelming apathy of most teachers in SAUSD. To have Susan Mercer elected president of SAEA by the few teachers that voted in the corrupt election, mostly her cronies, just shows how unwilling most teachers are to even make the slightest effort to challenge the status quo. Some leaders like Jill and Patricia O’Neal have begun to emerge on this blog, and I hope they go far, but at this point, nobody has successfully organized the masses of parents and teachers whose collective voices could put a brake on the district doing the things you talked about — foolishly spending money, treating teachers like chattel, and providing an inferior education to students.
I have a group of parents that are uniting in the Garfield area. I talked to a few of them and they plan on organizing something.

The lack of one, strong and cohesive parent group is how district admins like it. District admins have been very clever at juggling numerous parent organizations and targeting a “few voices” to speak for all parents.

282 – Patricia Gomez is in charge of the district parents and from what I heard has a solid group of parents waiting to do the district’s bidding. She parades them out to board meetings with scripts in hand parroting exactly what the district wants said!
Eleanore Moore is the vice principal in charge of counseling and testing at Saddleback High School. She’s another shouter. She was also a reject from Newport/Mesa and a friend of Olsky’s. She was driven from Godinez after just a year. She’s been at Saddleback this year and is making a mess of things by distracting counselors into playing political games. She’s involved Principal Laxton and they are both headed in the wrong direction if she is allowed to continue. She tries to divide and separate the counselors, which is a shame because it is a small department, and tries to pit them against each other.
Counselor Stephanie has had a thing for fellow counselor Richard. This has been going on for years. Everyone knows it. He’s made it clear that he’s not interested. Stephanie has convinced Moore and Laxton that Richard is not doing his job so that she can get back at him. Stephanie’s also mad that she didn’t get the lead counselor position and blames Richard and a few other employees for her failings. Laxton and Moore just believe her and don’t even suspect that the real reason is a developing sexual harassment case if they don’t get a clue.
Eleanor Moore has spent entire days playing political office games with counseling staff which hinders the work day. Entire Days messing with staff! When she’s not screaming and demanding emergency disciplinary meetings, she’s on the phone with false threats or writing up false reports about staff. Where do these idiots come from? Why does Santa Ana hire rejects who are incompetent and resort to petty office fights at the expense of the students and tax payers? Absolutely nothing can get done with her in the way with all her personal drama and made up cases against counselors. Who is overseeing these stupid antics of stupid administrators who have been losers in previous districts? Give me a phone number! I want to call and report this to someone who can fix it! I hate watching this whole ridiculous drama playing out!

It should be interesting to see what happens at the Board Meeting tonight regarding Class Size Reduction if they’re planning on 25:1 at QEIA schools when the law requires 20:1. The County is responsible for monitoring compliance. I don’t think the State has much authority in this area. I hope the County doesn’t plan on letting the District slide on this one. I understand that a County person involved in QEIA compliance will be there tonight.
Although the Board may not restore CSR tonight, I hope they will see in the near future that a $5 million encroachment (probably less) out of a $510 million budget isn’t too much when it means being able to keep classes in grades 1 to 3 at 20:1, not to mention saving hundreds of jobs.
SAUSD certainly has plenty of dysfunctional teachers and admins. Too many old & lazy farts in this school district.
Tonight’s board meeting should be entertaining.

Those at Sierra…Beware! Your in for a TOTAL lack of support that will come under the guise of PBIS…Students that should be expelled or transferred will be thanked for coming to school that day!
All of the praise and glory of any success at your school will be given to the parent center run by a Ms Medrano (which will be following him to Sierra)All decisions will be made by a group of people that he can bully into never telling him no.
