The OC Register is reporting that Jane Russo, a deputy superintendent, will be serving as the interim superintendent while a search firm tries to find someone to permanently replace Al Mijares, the outgoing superintendent.
I don’t know much about Russo – but I know that the many teachers who read this blog will surely pitch in with their comments. I am also curious as to who the possible candidates to replace Mijares might be.
I truly believe that we need to hire a turnaround specialist with crisis management experience. Mijares was way over his head throughout his 12 year tenure. This time we need to hire someone who knows what he is doing – and who will do it ethically.
Finding a superintendent is going to be difficult, and do not expect them to find one this year. If the measurement of their decisions can be measure with their history, they will take the easy rode, and make the interim, the permanent superintendent, but thats just my opiniion.

Education bureaucracy still in denial
Department settles official demoted after pointing out fraud

The California Department of Education settled out of court last month in a longstanding case that involves massive misuse of federal funds. The CDE settlement came without publicity, and the case holds key lessons for legislators, educators, and taxpayers.
CDE official Robert Cervantes, who contended that he was demoted for blowing the whistle on corruption, was restored to his previous position and will receive $250,000 from which he will pay his attorneys’ fees. The settlement pales in comparison to the millions in federal funds the CDE kept flowing to ineligible recipients.
From 1994 to 2002, the CDE received approximately $331 million in federal funding for adult education programs, including English instruction. Forty-nine percent of this money went to so-called community-based organizations (CBOs). Assistant superintendent Cervantes was responsible for verifying that the CBOs were qualified to receive these funds. Many were not, including the one that received the most money, Hermandad Mexicana Nacional, headed by Humberto “Bert” Corona, a politically well-connected left-wing militant.
Immigration officials once allowed Hermandad to conduct citizenship interviews but stopped that practice in the wake of voter-fraud accusations surrounding the narrow defeat of Republican Robert Dornan by Democrat Loretta Sanchez in a 1996 Orange County congressional race. Hermandad registered 721 people who were not U.S. citizens, 442 of them voting illegally. By that time Hermandad was $8 million in debt despite receiving a staggering $35 million in grants during the previous decade.
Through the California Department of Education, Hermandad received 23 grants, ranging from $428,000 in 1994-95 to $3.5 million in 1997-98. The department continued the funding even though its official, Cervantes, described the lack of accountability as the worst he had seen. Corona did not like Cervantes snooping around, and when threats failed to scare him off, Corona prevailed through his political connections. Those people leaned on Education Secretary Delaine Eastin, who demoted Cervantes, saying it was for reasons other than his exposure of corrupt CBOs. Eastin’s CDE dutifully kept the money flowing to ineligible recipients. They used it not for English instruction but for jewelry, Mercedes-Benzes and houses in Washington.
California’s state auditor confirmed Cervantes’ findings in a 1999 report that was largely ignored in Sacramento and by the media. In 2002, the CDE agreed to repay the federal government up to $3.3 million, a practical acknowledgment that the department improperly disbursed funds. The CDE statement said the agency “is not admitting any wrongdoing and, in fact, believes it acted appropriately.” It didn’t act appropriately, and this case also exposes a failure of justice.
Law enforcement enjoyed a target-rich environment, backed by the work of Cervantes and other whistle-blowers, but took years to make some minor busts. The big fish escaped, particularly Corona, who died in 2001 with a charter school named after him.
Cervantes pursued his case through the courts. The CDE fought a war of attrition, hoping he would go away. He didn’t. In settling with Cervantes, CDE deputy counsel Joanne Lowe explains, the department admits no wrongdoing. Only a culture of denial could produce such a statement after the state auditor’s report, CDE repayment of funds, and the reinstatement of Cervantes to his former position (itself a tacit admission that his demotion was not for other reasons).
Deputy counsel Lowe also said, “We don’t believe this could happen again.”
Californians should remain skeptical, given the department’s troubled history. Before Delaine Eastin’s disastrous reign, State Superintendent Bill Honig was convicted of felony conflict-of-interest charges. The CDE is now under the management of Jack O’Connell and operates from a new building. But some of the same people involved in obstructing Cervantes are still on the job. And the quiet settlement with him, out of the public eye, confirms that the culture of denial remains.
Legislators should respond with more, not less, scrutiny of the CDE. To paraphrase Czech novelist Milan Kundera, the triumph of accountability over corruption is the triumph of memory over forgetting.
No Nativo’s group is named Hermandad Mexicano Latinoamericana. When Bert Corona died, his widowed wife, and Nativo had a falling out, and broke the organization into. Nativo was forced to change the name of his organization. Therefore the two organizations still exist, but have different names.

Hermandad Mexicana Nacional was involved in the vote fraud scandal that surrounded the Dornan/Sanchez 46th Congressional District race of 1996.
At least 407 non-US citizens voted in the race, including 105 non US aliens here illegally.
In Feb 2001, Larry Lopez spoke for about thirty minutes in Spanish to a crowd of more than 100 Latinos who had been brought to the Anaheim City Council meeting in an attempt to intimidate the council.
Lopez told them that they had a right to be in America because they were the original inhabitants.
Back on April 10, Larry Lopez used the N word on CNN/Lou Dobbs.
On Wednesday, May 21, 1997, La Opinion, published an extensive interview with Larry Lopez, in which Larry strongly denounced the “English for the Children” initiative,(Prop 227) claiming that proponents Ron K. Unz and Gloria Matta Tuchman were motivated by a hidden agenda of anti-Latino racism.

Nativo, along with many other community activists included the current Mayor of Anaheim Curt Pringle, attended the council meetings on two different occasions. One reason was Anaheim, although it violated the NAFTA agreement, refused to allow a huge Mexican grocery chain store “GIGANTE” to open shop in Anaheim. Anaheim lost that issue and Gigante was built.
Second time, Lopez, along with other members of the community visited the council chambers to protest, what is now happening in Costa Mesa. City council at that time was interested in having police act as federal immigration agents.
Proposition 227, in my opinion, and oboviously in the opinion of Nativo Lopez, was not the solution to the problems facing students in California. Ron Unz, from his Palo Alto, location funded tons of monies just for this initiative, why? He does not even have kids? Gloria Matta Tuchman, while at Taft Elementary was considered to be a little strange, but I honestly do not know her agenda.
Nativo is a person who boisters his own ethnicity in a manner which is not popular amongst the general public. I too denounce that type of attitude. However, with that said, there is a need to have people like him around, if anything to counter balance, the Allan Mansoor, Jim Gilchrists, and the rest of the minutemen wackos.
Is SAUSD guilty of this practice? Juan Lopez has been on “new teacher” junkets all year when the district has been laying off teachers:

Springs Unified School District, according to union reps, there
appears to be a trend of recruiting teachers from out of state,
and letting them go before they can get tenure.
As for SAIT (failing) schools (not at all a vague term – it’s a
school taken over by the state for low performance), NEVER apply
to work in one if you are NOT a tenured teacher. PERIOD. These
schools are highly political, and principals will fire you to
look good to the district, and the district will allow you to be
fired to look good to the state – no matter what kind of teacher
you are.
If you want an example, look no further than Principal Terri
Simon at Nellie Coffman Middle School in Cathedral City (next
door to Palm Springs). Simon has pretty much destroyed the
careers of quite a few decent non-tenured teachers there this
year – mostly older teachers – so she can bring in young,
inexperienced teachers instead.
Now, you would think that Simon, with an extremely high turnover
rate throughout her career (she had several tenured, experienced
teachers walk out on her in the middle of the year, her vice
principal quit in protest over her abuse of teachers, as did
another tenured teacher, etc.), would attract the ire of the
district. But no, she is their darling.
The Palm Springs Teachers Association doesn’t do a thing to
protect these non-tenured teachers, so protect yourself – do not
apply to SAIT/failing schools, unless you really want to go into
a different career.
It doesn’t help that PSUSD has an inflexible policy that doesn’t
allow you to transfer to a different school if the principal
doesn’t want you in the school where you’re at. You have to
either resign, or get “non-renewed.” Often, either way, you are
blackballed in the district, and often, by the district to other
districts.
No, if anyone around Palm Springs claims there is a teacher
shortage, they can go thank principals like Terri Simon, and the
spineless PSTA for their work in creating one.
Oh, and if you are a tenured teacher in a SAIT/failing school,
you may not get fired, but you can get transfered against your
will. You can also get dumped on – where the principal puts all
the behavior problem students in your class of 35, while her
darlings get classes of 22 non-behavior problem students – and
then the principal evaluates you as having inferior classroom
management skills, etc., while touting her suck-ups as superb
educators.
So Tom, there IS EVIDENCE for what the other poster suggested,
and I have given you a district that is an example, from first-
hand knowledge. And failing schools is an established category,
nothing vague about it at all. But they’re good places to avoid
because they’re not about education – they’re about looking good
and politics and administrator’s careers.

SAEA President, David Barton, just got elected to the Long Beach Unified School Board:Board gets a new look
Education: New LBUSD members vow they’ll address teachers’ concerns.

LONG BEACH – Newly elected Long Beach school board members David Barton and Michael Ellis have a lot in common.
They are both teachers whose candidacies were heavily backed by the teachers union – the Teachers Association of Long Beach – which spent tens of thousands of dollars on their behalf.
And they share the opinion that the current school board has been ignoring teachers’ concerns, doesn’t direct enough money to classrooms and isn’t transparent in the way it conducts business.
The two board members, who will officially assume office today, also have very different personal ties to Long Beach.
Barton, 56, defeated incumbent Jim Choura in the June 6 run-off election for the 5th District seat, representing East Long Beach and Lakewood.
Ellis, 38, defeated incumbent Suja Lowenthal in the April 11 election deciding the 3rd District seat, representing downtown Long Beach.
The other board members are Mary Stanton (1st District), Felton Williams (2nd District) and Jon Meyer (4th District).
Barton grew up in Massachusetts and attended Boston College, where he received an bachelor’s degree in English in 1972. He came to California to earn a doctorate in English from Stanford University.
He decided that he liked teaching more than he liked academic research.
“I went with my instinct, which was to teach and be a scholar of sorts,” he said. “And I’ve never regretted it.”
After teaching at Agnes Scott College in Atlanta and Mount Holyoke College in South Hadley, Mass., Barton decided he missed California and obtained a fellowship to study contemporary poetry at UC San Diego.
At a San Diego church, Barton – who is openly gay – met his partner of 24 years, Tom Duffy, now a science teacher at Jordan High School. The couple adopted two young boys in 1982.
“I think (gay adoption) was fairly unusual at the time,” said Barton, whose two sons are now 25 and 26 years old. “It’s something that we very much wanted to do.”
One of his sons has high-functioning autism, a medical condition that caused Barton to move to the Los Angeles area. Barton settled in Long Beach to be closer to the UCLA Neuropsychiatric Institute, where his son received treatment.
Barton in 1985 became an English teacher at Jordan High School in the Long Beach Unified School District. He became department head his first year at the school, where he spent 10 years teaching.
“The district was very kind to me,” he said.
When his autistic son entered puberty, his condition worsened, necessitating Barton’s taking a teaching job in the Santa Ana Unified School District, near Tustin, where his son was enrolled in a special program.
“It was a very difficult time for him,” Barton said.
He has been teaching English at Century High School but has taken a break from teaching to serve as president of the Santa Ana Educators Association, the teachers union. Barton plans to continue in that capacity while also serving on the Long Beach school board.
“I like to think that I’ve learned a lot over the years about what works” in school districts, said Barton, adding that he moved back to Long Beach about five or six years ago.
About a year ago, Barton received an invitation to run for the Long Beach Board of Education from Scott McVarish, executive director of TALB, the teachers’ union.
McVarish and Barton had heard of one another through their mutual involvement in the California Teachers Association, the state-level union, Barton said.
“I think probably I laughed” upon being encouraged to run by McVarish, he said. “I hadn’t really been thinking directly in those terms.”
He decided to run because he had heard that the Long Beach district was not respecting teachers’ opinions, he said.
“It bothered me that people who are intelligent, reasonable, college-educated professionals were not being treated as professionals,” Barton said.
Barton feels that the district doesn’t do enough to get rid of “abusive” principals and administrators.
“What they usually do is circle the wagons and deny that there is any problem with the administrator,” he said.
Born in Long Beach
Ellis was born at Long Beach Memorial Medical Center to parents who were high school sweethearts.
After the family moved to Oklahoma, his parents divorced. A then 5-year-old Ellis, his 6-month-old sister and his mother returned to Long Beach, where she worked minimum-wage secretarial jobs, he said.
The family was “very poor,” said Ellis, who is currently a teacher at Crenshaw High School in the Los Angeles Unified School District.”I can remember times when we did not have much to eat,” he said.
A few years later, his mother met and married Ellis’ stepfather and the family moved to Downey. His mother earned a bachelor’s degree from Cal State Long Beach and then became an art teacher at Lindbergh Middle School in Long Beach.
Ellis attended Jordan and San Pedro high schools, graduating from the latter in 1986. He spent his immediate post-graduation time surfing at the beach, “searching for the perfect wave.” he said.
Although lacking a clear direction at that time, “the one thing I did know is that I always was interested in public service,” he said.
Ellis went on to study at Cal State Dominguez Hills, intending to become a “public interest” lawyer. While studying for the LSAT, the test candidates must pass to enter law school, he did some substitute teaching in the Centinela Valley Unified High School District.
“I had an epiphany when I absolutely fell in love with teaching,” said Ellis, who became a full-time teacher with that school district.
Ellis, then known by his middle name Shane, taught at Hawthorne High School, where he received the Teacher of the Year award in 2001.
In 2002 he was elected president of the Centinela Valley Secondary Teachers Association. It was during his presidency in January 2004 that the school district moved to terminate Ellis because his teaching credential had expired.
Ellis said that the move was in retaliation for his criticism of then-Superintendent Julian Lopez’s management of the district.
Ellis said he appealed the decision internally and sued the district. The two sides settled, he said. Ellis said the nature of the legal settlement prevents him from commenting on the specifics of the legal outcome.
Lopez “went after me personally,” said Ellis, who received another credential in October 2004.
Current Centinela Valley Superintendent Cheryl White told the Press-Telegram earlier this year that she could not comment on the lawsuit.
But she praised Ellis’ teaching ability.
“He was a loss to our district,” she said. “A real loss.”
Ellis, who is divorced, has a child attending school in the Long Beach Unified School District.
Ellis also entered the school board race at the urging of McVarish, whom he got to know when McVarish was executive director of South Bay United Teachers, a coalition of unions that includes the Centinela Valley district’s union.
The future
Both Barton and Ellis, who heavily criticized the incumbents during their campaigns, said that they expect the five board members will be able to work together to achieve goals.
“There’s a lot of common ground,” Barton said.
They also reject accusations that they were elected to do the union’s bidding.
“I will definitely always be my own man,” Ellis said.
And both said that one of their first priorities in o
ffice will be to push for the board meetings to be televised.
“I want (board members) to tell me and to tell the public why that’s a bad idea,” Ellis said.
Although they don’t expect every vote to split 3-2, Barton and Ellis say observers can expect to see a different kind of board meeting.
In the last few years, the five-member board has been closely aligned, with votes routinely being unanimous and very few lengthy public discussions of agenda items.
Ellis said district staff can expect “tough questions” from him.
“I will be a tireless champion of teachers,” he said.

I have two children. I think since my newborn was the talk at Santa Ana citizens, I never mentioned I had a 7 year old as well. She is in elementary school (going to 2nd grade) at a SAUSD school.
Since my 7 year old is a type 1 diabetic, I have been heavily involved in school activities, and at one point was on the superintendents cabinet(or something named like that) where we discussed situations in schools.
Prop 227 was an initiative I fought against. I have been involved in politics since 1994, during the 187 events.
If you are trying to explain to me Ron Unz has principles, since I do not know, him I do not feel I should wager my opinion of him, but I doubt his principles dictate his actions.
You asked me if I consider Nativo Lopez as a wacko… I would reply no more than Glichrist, Simcox, Glenn Spencer, Barbara Coe, Robert Henson, Andy Ramirez and whom ever else trumps the whole I hate immigrants stance. As I mentioned to you before, they are people who believe what they do, and as long as they are sane, they should be entitled to express those thoughts.
You and I may not be at either of these extremes but certainly we lean towards one side or the other. I believe you are requesting a direct answer regarding whether Nativo exemplfy’s racial tendencies.
Let me be the person to answer that, as I assume no one really publicly supports Nativo other than myself.
The answer to your question I believe to be correct is yes. Nativo makes racist statements. I also believe it is fair to consider him a racist, along the lines of Gilchrist, and others mentioned. If those anti-immgrants leaders did not exist, neither would Nativo and co.
As long as we have both we at least have a balance.
My reason for defending Nativo so much is because many blame him for everything and it simply is not fair. Nativo, I am sure, has his share of skeletons in the closet, but no more than the others we mentioned.
I thought Nativo Lopez’ real name is Larry Vigil. Didn’t he make his way to Santa Ana from Norwalk???

I would define many peoples other than my own as superior in so many ways and for so many reasons.
I have long been in awe of the Khmer,Mons,Akha,Dani,Maori,
Chimu/Moche,Maya,Aztecs and many other ancient indigenous peoples and would consider much of what they have done to be superior to us. I have traveled extensively in order to learn more about them.
I have another question for you.
Would you define Gilchrist, Simcox, Spencer, or Coe as racist then?

For the record, there are some things I have heard Nativo say, which may seem a little harsh but truthfully, I have heard him use those words to all ethnicities including his own.
My statement to Thomas, was to clarify, in my opinion, that Nativo is not perfect, and does have many things which he and I disagree on. With that said, he remaing a person I greatly respect, and that really means a lot, as their are only two politicians I respect.

I personally know the SAUSD Chief and he is a very honorable man. Remember, it takes two to tango. It is a shame that people use this website as a place to tell half truths. There are many good administrators at the District Office, just ask the staff. To all the unhappy people, remember there are over 900 school districts out there.

APPARENTLY THIS HAS BEEN GOING ON FOR A LONG TIME. DOES ANYONE HAVE MORE INFORMATION ABOUT THIS? (RJ) HAS A BLURY PICTURE OF THEM ON HIS CAMERA PHONE.

So, people question some of the truly bad practices and some of the parasites of the system and your suggestion is that they leave the district? You might want to check yourself and see if YOU are part of the problem.
Lets all just keep whining and blame everyone else for our problems.
I have worked as a classified employee for over 16 years. Everything is still the same, no better, no worse. I don’t think you can change a District this big. Does Ms. Russo think she can do it? The only way to change this big disaster is to let the State take control. I think a lot of the whiners would be the first gone.

Where do you see district-wide problems? The TEACHERS UNION has been the source of problems. HR has been a problem. The Police Chief appears to have problems and possibly Trigg. There are just a few bad apples who have been mentioned: Bishop, Jones, Bratcher,Espinosa. I am sure there are other things that are broken, but hardly a panic situation yet. Let Russo clean up the place a bit.

Look no further than the antics of Larry Seroter. You know, the lawsuit that cost the district thousands and thousands of dollars because of his wandering eye and personnel practices in his dept.

A DNA test can confirm or deny paternity. However, if this IS true, then the guy is a huge liability for the district. Retaliating against an employee that the boss impregnates is a chunky lawsuit. Where is Risk Management?
