This is … stark. I went to the Secretary of State’s Cal Access site for state political contributions to see how much of the money being spent to flood voters with fliers on Don Wagner’s behalf really came from Public Safety Unions (or, rather, employee associations, where true unionization is barred.) I give away the punchline in the headline, so as you read through my work below, just pretend that you didn’t see it. I now present the independent expenditure (“IE”) numbers in the CD-37 campaign as of Sunday night — and I say: “Wow.”
You can do two things with independent expenditures. First, you can SUPPORT your own candidate. Second, you can OPPOSE one or more other candidates. These are listed separately. In this table, Wagner is listed first. He only has IEs supporting him — 31 different expenditures for a total of $155,062.95.
Then comes Moorlach. He has two IE’s supporting him — for a total of $25,000 — and 23 IEs opposing him for a total of $111,712.41. So the overall money being spent by IEs to help Wagner defeat Moorlach is $266,775.36.
Now some people have cast doubt on whether much of it is really coming from the public safety unions. A quarter of that figure? A third of it? Half of it? Two-thirds of it? Let’s see!

So … how much of these IE’s are coming from the Public Safety employees? More even than you may estimate here. Let’s start with the obvious ones.
$25,000.00 from PEACE OFFICERS RESEARCH ASSOCIATION OF CALIFORNIA (PORAC)
STATEWIDE INDEPENDENT EXPENDITURE COMMITTEE
$95,079.10 from CALIFORNIA STATEWIDE LAW ENFORCEMENT ASSOCIATION INDEPENDENT EXPENDITURE COMMITTEE ($48,049.60 supporting and $47,029.50 opposing)
$47,621.58 from ASSOCIATION OF ORANGE COUNTY DEPUTY SHERIFFS INDEPENDENT EXPENDITURE COMMITTEE ($24,065.67 supporting and $23.555.91 opposing)
$5000.00 from CAL FIRE LOCAL 2881 SMALL CONTRIBUTOR PAC
Then there are the obscure ones:
$29,890.00 from ALLIANCE OF ENERGY, LABOR AND HEALTHCARE INVESTED IN THE MIDDLE CLASS
$13,201.68 from CALIFORNIA WOMEN’S LEADERSHIP ASSOCIATION PAC
$ 5,901.00 from INDEPENDENT VOTER PAC ($3346 supporting and $2555 opposing)
$45,082.00 from CALIFORNIA HOMEOWNERS ASSOCIATION PAC ($6510 supporting and $38,572 opposing)
So: who’s actually paying into these latter four groups for this campaign?
ALLIANCE OF ENERGY, LABOR AND HEALTHCARE has contributions this cycle from only:
$25,000 from PHARMACEUTICAL RESEARCH AND MANUFACTURERS OF AMERICA INDEPENDENT EXPENDITURE COMMITTEE
$35,000 from SAN MANUEL BAND OF MISSION INDIANS
$50,000 from CALIF. INDEPENDENT PETROLEUM ASSOC. PAC — which is based in … IRVINE!
The transaction to Wager was Feb. 13 — the closest in time was from Big Pharma, but all preceded Feb. 13. And the Irvine Oil group also gave the “Alliance” another $195,000, spread across three contributions, on the 22nd of each of August, September, and October of 2014. So they’re my bet. They were also funneling money to Assemblymen Richard Pan, Rudy Salas, and Ian Calderon in late 2014. And they also gave $1500 directly to Don Wagner’s campaign on February 17. So I think I win my bet. What does CIPA do? Are they involved in FRACKING?
$13,201.68 from CALIFORNIA WOMEN’S LEADERSHIP ASSOCIATION PAC
(Formerly the “CONSERVATIVE” WLA.) This gave lots of money to Ling-Ling Chang, Janet Nguyen, and Young Kim in 2014, and IEs for Kris Murray and Gail Eastman in Anaheim and Peggy Huang and Tom Lindsey in Yorba Linda, prior to giving money to Don Wagner this year. So where did they get it?
The had lots of little contributions in 2014 — including ones from Fred Minegar, Carolyn Cavecche, Peggi Buff(!), Pat Bates, and $500 from Royce for Congress — but the big ones probably tell the story best.
PG&E: $5000
Disney Worldwide Services: $30,500 = $7500 + $500 + $1000 + $1200 + $15,000 + $5300
CREPAC/CA REAL ESTATE PAC: $5000
The Irvine Company: $5000
Yorba Linda Estates: $5000 (presumably intended for Lindsey and Huang)
Judith Wright: $3500
I have to go with Disney here. No other single entity gave enough to account for this chunk of change. So this perhaps puts him in with the Pringle Ring. What a shocky shock if so. Hey, if we take JUST the Kris Murray and Gail Eastman contributions and add them up, how much would be left from the $30,500? They total $19,548.22 — so once that was spent there would be $10,951,78 remaining. Could those small contributions I didn’t count from the likes of Cavecche have made up the other mere $2249.90 between what Disney had left and what Wagner received — just a dime short of $2250? That doesn’t seem too far-fetched, does it?
$ 5,901.00 from INDEPENDENT VOTER PAC ($3346 supporting and $2555 opposing)
You have your choice here of:
California Real Estate IE Committee: $180,000 (10/22-14)
Eli Lilly: $37,500 (including 10/7 and 12/18)
PHARMACEUTICAL RESEARCH & MANUFACTURERS OF AMERICA I.E. COMMITTEE: $50,000
PG&E: $80,000
Sempra Energy: $80,000
K Enterprises: $25,000
I’m betting on the Real Estate group.
$45,082.00 from CALIFORNIA HOMEOWNERS ASSOCIATION PAC ($6510 supporting and $38,572 opposing)
Nailing down Dishonest Dave Gilliard’s group is always the most fun! And here we go!
Only $32,500 in contributions since January 1.
$10,000 from RIVERSIDE SHERIFF’S ASSOCIATION PUBLIC EDUCATION FUND
$10,000 from QUALITY HEALTH CARE FOR CALIFORNIANS SPONSORED BY CAHHS
$10,000 from SILVA FOR SENATE 2018
$2,500 from LONG BEACH POLICE OFFICERS ASSOCIATION INDPENDENT EXP. COMMITTEE
So it doesn’t totally fit — but … hey! The first two opposition pieces against Moorlach in late February cost a combined … $32,058! That fits very neatly under this $32,500!
But, then — what about the $13,020 spent on March 6? I don’t see any corresponding expenditures in 2015!
Two possibilities: one is that it’s being paid with money contributed in 2014 — and the other is that Dishonest Dave is (illegally) still hiding the source.
Looking at 2013-2014 is a mess, but maybe we can look only within his district. (I discount contributions from Irvine here — including $10,000 from Aaron Herzberg of Irvine — because Dishonest Dave was so heavily involved in the Irvine Mayoral and Council races.) Here are the contributions that seem most likely:
$2000 on 10/24/14 from Robert L. Harris of Newport Beach, President of Acacia Research Corporation
$5000 on 10/24/14 from Michael Kaye of Newport Beach, Managing Partner of Clear Light Partners (a private equity firm)
$4000 on 10/24/14 from Paul C. Heeschen of Newport Beach, Managing Partner of Heeschen & Associates
$5000 on from George Argyros of Costa Mesa,
It’s not clear where the $16,000 above would have been spent, but Gilliard was spending like mad in the ten days before the election and I feel least confident in my guess here. Well obfuscated, Dishonest Dave!
So let’s wrap up: All in all, I feel comfortable attributing only the $12,500 of the $32,500 funneled through Gilliard in 2015 as clearly coming from the public safety unions. So let’s tote it all up.
$12,500.00 through Dave Gilliard’s California HO Association
$25,000.00 from PEACE OFFICERS RESEARCH ASSOCIATION OF CALIFORNIA (PORAC)
STATEWIDE INDEPENDENT EXPENDITURE COMMITTEE
$95,079.10 from CALIFORNIA STATEWIDE LAW ENFORCEMENT ASSOCIATION INDEPENDENT EXPENDITURE COMMITTEE ($48,049.60 supporting and $47,029.50 opposing)
$47,621.58 from ASSOCIATION OF ORANGE COUNTY DEPUTY SHERIFFS INDEPENDENT EXPENDITURE COMMITTEE ($24,065.67 supporting and $23.555.91 opposing)
$5000.00 from CAL FIRE LOCAL 2881 SMALL CONTRIBUTOR PAC
GRAND TOTAL: $185,200.68 to Don Wagner from Public Safety Employees Associations!
Going back to the total of $266,775.36 that we calculated at the top, the percentage of his IEs from these associations is: 69.42%!
That’s what SD-37 residents who vote will either be voting for — or against — tomorrow!
What’s funny is that Cunningham went out of his way to color the unions’ positions as anti-Moorlach rather than pro Wagner. Clearly this is true for the “oppose” IEs. But then there’s all that “pro” Wagner money which is just hard to talk away. As usual Mr. C from Suite C relates part of the truth hoping it will pass for the whole thing.
Poor Moorlach. A piddling 25K from Howie Amahnson.
*As Will Rogers said: “I only know what I read in the Newspapers!” Wagner has landed on his own sword. He has self destructed by his own hand. Life is an interesting trip and even though you may win this election – he has destroyed his own reputation FOREVER! Maybe he was sold a bill of goods by his handlers. Maybe one huge donor spread that money like lilly pads on the pond. One thing is for sure …..he has never heard of OVERKILL. That says something terribly distrubing about his character. We always liked Don, in the beginning – then when Lucille Kring ran for Mayor against Tom Tait ……we noticed a serious change. He became less available, less in touch and certainly stopped answering our e-mails. This was a very bad sign. We can only say that it was great hearing Tom Tait last night make his pro-Moorlach Robo Call. Short and sweet and says it all. Paid for by Moorlach for State Senate. If Pappa John had Don Wagners dough………he too would have made the 25 RoboCalls from every other elected in Orange County. Sounds to us like the Republican Trophy Candidates are on their way out. What do they say? “They Protest too much!”
“He became less available, less in touch and certainly stopped answering our e-mails.”
*The worst of all possible offenses, even worse than malfeasance in office…Wow!
*Hey, we understand that we are only two votes…..who cares? Especially when you can pay Kenny the Printer a million dollars a year to do the job
for you.
*We guess you could call it the OC ACA……Orange County Affordable
Campaign Act. Maybe in 2016 people can just send their contributions for elections and re-elections directly to Kenny the Printer and cut out
the middle men….like yourselves!
“We always liked Don, in the beginning – then when Lucille Kring ran for Mayor against Tom Tait ……we noticed a serious change.”
Wag backed the despicable Kring over Mayor Tom Tait – just like you did. So why is that objectionable in any way to you now…unless she stopped responding to your e-mails…just..Wow! Peanut butter…and banana!
*Duplicity 101? Yeah, we have seen this before. It’s like Rig supporting
Moorlach……to make it look right to the masses.
Do you have a breakdwn like those for Moorlach? I can tell you right now that no one should support this clown Wagner with all this human trafficking money from the Police unions. Fuck that guy.
first, don still returns my emails and phone calls, so according to the winships, that alone should justify my vote.
sometime two decades ago, john moorlach and chriss street (yeah, that chriss street) figured out that citron was fucking up. truth be told, street did the hard financial analysis because john did not have the smarts. street was making money, moorlach was not and so john ran for office. street advised, ultimately went to work for john and was finally elected treasurer in his own right in no small part because john supported street. street went south, set up a mini brokerage firm/hedge fund in the treasurers office and got busted for allegedly mismanaging a bankruptcy trust. john, as a supervisor, helped throw chriss under the buss. so much for loyalty.
during two terms of supervisor, john did little more than send out emails asking us to “look back” and remember the good old days when he pulled citron’s pants down. for eight years he did little else except rant against the unions and their pensions while continuing to increase his. he also redecorated his office in a more expansive manner than did street. and now, unable to convince anybody to allow him a third term, moorlach has been running around looking for another elective office and another pension.
don may be a lot of things, but he is not john moorlach and that, at the end of the day, is reason enough to vote for don wagner
*Yeah, don’t forget he is Dutch too. That is another reason not to vote for Moorlach. It’s fine, you probably made a bundle designing the hit pieces for
Kenny the Printer. His Exorcism Hit Piece against Moorlach today was amazing.
So now it doesn’t matter – Don has hit his own Self-Destruct button. Who will he
be able to run against….ever again? Bob Citron maybe? No, poor Bob is gone to the great USC Trophy Room in the sky. Let’s all kick in a few bucks to give Don
some old dog to kick. Maybe you can break that dog in….for him and you can become a staffer, hopefully in Sacramento.
Gentlemen and Ladies (if any are around), please! Such contentiousness! Can we all at least agree that I did a great job of color-coding the text?
TDM: I disagree with you about Moorlach’s alleged lack of loyalty to Street — what is one supposed to do when a former colleague engages in what one (let’s presume) considers to be misfeasance other than not defend what one thinks one can’t defend? I’m actually heartened by his lack of automatic loyalty, if it was for good reason.
Beyond that, I’m really glad to have you here arguing the other side of what seems to be the local consensus. It helps keep us honest — much like what Moorlach would do and Wagner would not even attempt!
Still, I’m rooting for a runoff, so Go Louise! Or, if you forget her name while in the voting booth, then go Naz.
the problem is not that john disengaged from street, the problem is how he did it: with malice and self righteous indignation. moorlach knew of chriss’ issues prior to supporting him for treasurer. john could have walked away, said something like “i am really sorry chriss has gone where he has chosen to go” or something like that but to disown the guy to the point where he denies the contributions made to uncovering citron and the reforms he did bring to the treasurer’s office show a serious lack of character
thank you for the tip of the hat
Fair enough. It was before I was paying attention last decade. (And well after I was paying attention in the ’70s, shaking my fist at Harriet Wieder.) If those contributions were indeed Street’s — I’ll take your word on that, then I’m sorry that he denied him credit. But can you imagine Wagner doing any better?
Truck drivin’ Mike pretty much has the “sky is falling” bankruptcy history down pat. And Moorlach has taken credit and lived off it for the last 20 years. Yes Greg, Wagner would be much better on most everything. And regarding PAC contributions. There is no way you can match up contributions from 2014 and expenditures for this special election. It doesn’t work like that. And most of those “small” PAC contributions are probably for to attend an event, although I am not sure what “small” actually is.
“Small” — mostly the $150 range, give or take $50. Below that, contributions aren’t publicly reported.
One can carry forward a balance in a campaign account for a later campaign. Ask Lou Correa.
Your belief that one can’t spend more than one’s contributions suggests that Dave Gilliard is lying about the unaccounted-for money that he spent. I hope that you’re right, so long as he’s properly punished for it.
Here here on punishing Gilliard! If someone contributed to a PAC before the 2014 election they had every reason to believe that their money would be spent on supporting candidates in 2014. If a PAC (or Lou) hung on to money and their candidates lost ( hello Lou) shame on them.
