		<description>IrvineReporter is wrong about the term limits initiative being proposed in Laguna Hills by Barbara Kogerman vs. term limits as they exist in Irvine.  Since Irvine elects a mayor separately from the council, a council member can be &quot;termed out,&quot; be elected mayor, then continue on the council as mayor until he/she is  termed out of that office, then run to return to the city council.  Result:  little or no turnover, as long as he/she continues to be elected.  In her Laguna HIlls proposal, two consecutive terms and you are off the council for at least 2 years, no esceptions--the mayor is one of the five council members, appointed by the council, who is elegible to serve on the city council only by the same standard everyone else is--two terms and you&#039;re out, at least for two years. If the people want to return a council member after a two year break, so be it.  But everyone must sit out for at least two years, mayor or not. 
&quot;Cook&quot; makes the blanket statement that term limuits don&#039;t work.  There are certainly problems with term limits in the state legislature, but the council for small-ish Laguna Hills (33,000-plus citizens) is NOT the state legislature, and they are not likely to be dominated by lobbyists or staff--unless you count granting the city manager a compensation package that tops $460,000(!!!) being dominated by staff--but that&#039;s another argument FOR term limits--council members who make decisions based on long-standing personal relationships rather than sound fiscal policies need to be replaced.</description>
