In what can be described as a victory for the Logan Neighborhood the city of Orange decided not to award Ware Disposal that city’s contract to for trash and recycling services. The city council decided to go with CR&R Waste Services over Ware and two other trash haulers including Waste Management who provides Santa Ana’s trash service.
As the Orange Juice’s Art Pedroza reported here yesterday, Ware went all out in their effort to win the Orange contract. They even went as far as taking out a full page ad in the Orange County Register calling on Orange residents to attend the council meeting to support them. Thankfully all of Ware’s efforts and Judy Ware’s filthy money didn’t sway the Orange officials.
CR&R was awarded the contract despite the fact that Ware’s “corrected” bid offered their monthly services for a lower monthly rate than all the other companies. CR&R’s bid calls for a monthly service fee of $10.87 while Ware’s “corrected” bid called for a $10.36 fee. Jay Ware claimed that, “This rate would result in Orange residents having the lowest rate in Orange County.”
As you may have noticed that I keep referring to Ware’s bid as their “corrected bid”. The reason for this is because Ware made an initial bid that called for a much higher service fee, however after all the bids were in Ware somehow realized that they had made a “mathematical error” . Ware then submitted a “corrected” bid and went from having the highest monthly service fee of all the bidders to the lowest. You can read the entire staff report on this by clicking here.
Something about this whole “corrected bid” by Ware sure smells funny and is quite similar to the shenanigans that took place in Newport Beach in May 2007. Ware came in as the low bidder in that case but many folks, including waste industry insiders, have told me that Ware may have been tipped off as to the other companies bids and made sure their bid was the “low bid”. Ware was initially awarded the contract by the Newport Beach City Council however it was stripped from them when their horrific safety record was brought to light.
Was Ware tipped off about the other bids by somebody in Orange? Did they call in a favor from one of their political connections? The fact that they went from the “high” bid to the “low” bid certainly raises some eyebrows and perhaps deserves some serious scrutiny.
We do know that Ware has connections to Orange Planning Commissioner, and Red County blogger, Matt Cunningham. Judy Ware contributed money towards the funding of a hit piece put together by Cunningham and others that attacked Santa Ana City Council candidate/Orange Juice blogger Art Pedroza. Judy doesn’t give money without expecting something in return.
Did she call in her favor from Cunningham? Did Cunningham go to his city hall contacts and get Ware the info she needed to insure she’d be the low bidder? We may never know, but it looks like it doesn’t matter because she and her company got shot down anyway.
Now that Ware has lost out on the Orange contract perhaps now they can turn all their attention to cleaning up their act in Santa Ana’s Logan Neighborhood. They continue to openly defy city regulations despite the fact that they have been repeatedly cited and they continue to make life a living hell for the residents of Logan.
In his letter to the residents of Orange, Jay Ware stated that, “Ware Cares!”. Really Jay? Well if that is truly the case why don’t you show the residents of Logan that you “care”. Or is it that you only “care” when a contract is on the line?

Looks like the Orange Juice defeated Ware! Another Orange Juice target bites the dust!
One does have to wonder if Jerbal and his master John Lewis were involved in Ware’s scurrilous bid…
Welcome back to Orange Joke, Sean!
News flash for Big Sean: the City of Orange released the competing proposals a couple of weeks ago. All the numbers are public information!
Sorry to pop your wittle conspiracy balloon, Seany!
And Art, no one cares about this joke blog in Orange.
#2,
Really? Then why did the City of Orange staff report mention that Ware changed their bid due to an alleged miscalculation?
According to our software, we have had thousand of visits to this blog from Orange residents. And one of them, Matt “Jerbal” Cunningham, has commented here hundreds of times in the past few years.
We consistently rank higher than Jerbal’s blog – and now get tree times as many visits as compared to the Liberal OC blog.
The joke is on our red and blue competitors – we love exposing what their corrupt pals are up to.
And we are ecstatic that Ware lost this bid!
MMM Ware changed their bid “due to miscalculations” sounds like inside info to me.
Well it backfired. They did not select the lowest bidder. I think it was just too obvious there—
“Really? Then why did the City of Orange staff report mention that Ware changed their bid due to an alleged miscalculation?”
If you and Sean made an effort to find out the facts before making accusations, you wouldn’t have to ask that question, Art.
You and bully boy Mill are a claim with no evidence, and then daring someone to disprove it.
Too bad you and Sean are too lazy to have read the staff report available on the city of Orange website. The explanation is on page three.
You’re a joke. Sean Mill is an tool. This blog is a joke.
Dear Anon,
I did not accuse anyone, I simply asked the question. Given Ware’s shady history I don’t think that is too much of a reach.
I am a “bully” how? It is Judy Ware that is the bully and the folks in Logan can attest to that.
“I did not accuse anyone, I simply asked the question.”
Sure, Sean. That’s a typical Orange Joke tactic: make the accusation in the form of a question, so when you get called on your BS, you scurry behind the “I was just asking a question!” excuse.
In the time it took you to write this post, you could have answered your question with a few clicks of a mouse. You’re either too lazy, or you didn’t want to know. Santa Anans are lucky to have you as a Planning Commissioner!
#7,
I rather have Sean on planning than Jerbal. Sean does what is right for the people – Jerbal does what John Lewis tells him to.
Dear Anon,
I read the staff report and saw the lame excuse given as to why Ware’s bid was so far off originally. What a shock that once they “corrected” it they had the low bid.
Are you so gullible that you buy Ware’s story?
It looks like the Orange City Council didn’t buy it.
So if I am to believe you and Ware, not only do they not understand how to obey the laws here in Santa Ana but they need to improve their math skills as well.
Sean & Art,
This would be an opportune time to let your readers know who the slimey SA council members are who have accepted Ware’s dirty money as campaign contributions.
Reveal all of the contributors, including any of Ware’s relatives, employees, business associates and related businesses, such as Madison Materials, whom the WWL (Wicked Witch of Logan) Judy Ware may have influenced to so contribute.
Sean, there’s no “story to buy.”
A mathematical error is a mathematical error. A number was added instead of subtracted in a line item on the city form. No one disputed the corrected number, only whether the correction should be allowed for consideration, or whether Ware truly had the lowest residential rate.
You’re so blinded by hatred for the Ware you’d rather believe your conspiracy theories instead of the facts in front of your face.
#10,
I can assure of one councilmember that has not taken a single dime from Judy or any of her minions and that is Sal Tinajero. He has also assured me that he won’t be taking any of her filthy money in the future.
Let me remind everyone that it was Judy who was the main funding source for the attack mailers against Sal in the last election.
Anon #11,
I find it quite ironic that Ware discovered this “mathematical error” after all the other bids were in and that their bid went from the highest bid to the lowest after they “corrected” it.
I guess that was just a coincidence huh?
Since you are so keen on “facts”, how do you explain the fact that Ware continues to ignore city rules and regulations despite the numerous citations given to them?
“I find it quite ironic that Ware discovered this “mathematical error” after all the other bids were in and that their bid went from the highest bid to the lowest after they “corrected” it.”
Sean, I hear you were at the council meeting yesterday. You must have been sleeping when the city manager explained that the city caught the error and informed Ware, not the other way around. You could have read that in the staff report, too, if you could be bothered to do a little research.
Are you this careless about the facts at SA Planning Commission meetings?
#14,
Based on what I’ve read here so far, I find it just as plausible to speculate (as long as we’re speculating) that the City, upon discovering such an error, decided that Ware simply wasn’t as “buttoned down” with it’s figures, and therefore not worthy of the contract, despite its low bid.
Anon,
You obviously were missinformed, because I was not at the Orange City Council meeting last night.
Again since you want to deal in facts, please tell us the facts behind the numerous violations Judy has received from the city. You skipped over that when I asked you before.
Please help me understand the facts about why Judy is operating illegally in the Logan Neighborhood.
What I am not careless about is looking out for the best interests of our residents. Judy Ware operating in Logan is what is careless and detrimental to the quality of life for our residents.
If Ware is operating in Logan illegally, and your Papi Sal is anythng but worthless, why doesn’t he get up off his dead a$$ and do somethig about it! Isn’t that what a good councilman is supposed to do
Since you keep trying to shift the discussion away from the fact you made baseless accusations in your post that you can’t back up, this exchange has exhausted itself.
Too bad you can’t just admit you invented a strained, baseless conspiracy because the Orange contract gave you had an opportunity to vent your dislike of the Ware’s. That would at least have the benefit of being honest.
Anon 14:
Your comment is similar to Councilman Murphy’s position on the Ware proposal issue.
Judy Ware is the major contributor for a hit piece against Art Pedroza. Cost: $10,000 and Art does not win his City Council Race.
Art Pedroza exposes (Judy) Ware Disposal to City of Orange Residents. Cost: Art’s Blogging Time and Judy Ware loses MILLIONS! MILLIONS! MILLIONS!
I thought Judy Ware was a lot smarter than letting knuckleheads influence her. She’s an idiot.
Frijolero:
If you honestly think CR & R won the contract because of Art Pedroza and Orange Joke, then you’re the one who is an idiot.
This blog’s influence in Orange is less than zero.
Is everyone on this blog a complete and utter fool?
#21,
Really? I think Judy Ware now knows better.
I am very happy that CR&R got the contract. They are a good company, unlike Ware Disposal.
BTW, hate to burst your bubble, but the last three days we have seen our readership grow – we are now getting over 1,400 hits a day – even when there is not much going on.
Debate our influence if you will, but our numbers speak for themselves. And Ware lost – after we went after them. No other blog or media covered this story. Just us. Scoreboard! Ware – 0, Orange Juice – 1!
“And Ware lost – after we went after them.”
And the sun will rise this morning — after you wrote that comment. Then, it must be BECAUSE of your comment.
Art, it’s called “post hoc, ergo propter hoc”: after this, therefore because of this. It is the oldest logical fallacy on the planet. Even you can’t be crazy enough to believe that.
Lie to yourself all you want. Nobody else believes your BS.
Let me put it more simply for you, Art: CR & R was ranked #1 by city staff. They hired the most fearsome Orange lobbying team. Orange Joke played less than zero role in how the contract played out.
##23,
Yet here you are, commenting past midnight, on a blog you think is B.S.
Your actions tell me that you are indeed quite concerned about our ability to defeat your pals and cost them millions.
We didn’t spend a dime taking out Ware. How much did they blow on that full page ad? Priceless.
It is a BS blog, but slicing-and-dicing you and Sean Mill is cheap entertainment. Not challenging, but entertaining.
#24,
Again, I am glad CR&R won. They are a good company.
And I am glad to have played a role in defeating Ware.
I look forward to defeating them every time they bid on trash services in any Orange County city.
#26,
If anyone got sliced and diced it was Ware.
And yes, I found their defeat to be VERY entertaining!
Do you honestly believe you had anything to do with it? I mean really — even you cannot be that delusional.
Either that, or you’re a garden variety liar.
#29,
The biggest liars are the folks at Ware Disposal – they paid for a full page ad full of lies about how good they are. We revealed the truth and they lost their trash bid in Orange.
Believe what you want. No other blog or media in town covered this. And we are quite ecstatic to have played a role in defeating Ware and costing them millions of dollars.
Now they will have less money to give to Pulido and his crooked Council team…
Which Orange councilmember cited you as a factor in their vote? Mark Murphy? Denis Bilodeau? Tita Smith? Jon Dumitru?
Answer: ZERO.
Get over yourself, Art. If there’s anything worse than an egomaniac, it’s an egomaniac with absolutely nothing to be an egomaniac about.
#31,
Every one of them is afraid of getting “juiced.” They should be.
Anonymous #21. Up late posting last night? If you think this blog has no influence you really are an idiot! You probably have rocks replacing your brain and think John & Ken had no influence in defeating Propositions 1A – 1F. Now go home and play with your Jerbal.
“Do you honestly believe you had anything to do with it? I mean really — even you cannot be that delusional.”
Oh don’t worry dude…he IS, precisely, that delusional.
#34,
Call it what you will. We posted the story and Ware’s battleship got sunk.
And we will keep on doing this until Ware cleans up their act in Santa Ana.
Zero waste efforts can be successful. The Pepsi Bottling Group and OAKLEAF worked together to recycle and divert waste at selected sites in the U.S. They reduced the amount of waste going to the landfill by as much 68% in a very short amount of time.
See how they did this at 7/23 Webinar from OAKLEAF Zero Waste…One Solution http://bit.ly/KcBWC
Although I consider myself an Orange resident, my El Modena neighborhood address means the city thinks otherwise. So when the rest of you lucky ducks got your new trash provider, I became stuck with Ware. Ware has been nothing but awful. They pocket overpayments and generally try to rip us off in any way possible. When they screw something up, it’s OUR problem. I would love to see this company bite the dust. HARD.
We should start informing Laguna Woods (AKA Leisure World) about Ware Disposal practices. Their contract with Ware Disposal ends in August 2010. They should know what kind of company they are dealing with before renewing a multi-year trash contract with Ware Disposal.
I am an Orange County resident, and although my husband is a mechanic for Waste Management and just got laid off due to the new contrac with CR&R, I am still very glad that someone finally caught on to Jay Ware’s Mischievous ways. I agree with those who say “Sounds like an inside job/leak”. We know all about the Wares, all too well (My husband worked for them for almost 10 years)…. Way to go City of Orange!!!!!
Dispite of all your arguments, I just wish my unincorporated city would have given the contract to some other company other than “Ware Disposal”. Their service is “Horrific”! I’m an actual witness of how they’ve thrown the trash on the streets. They block the entire street to pick up a bin because their lazy a** will not turn the containers sideways. They enter into private roads, destroying property. Lucky for you City of Orange for not having them.
