Orange Tells Ware Disposal “You Stink”

In what can be described as a victory for the Logan Neighborhood the city of Orange decided not to award Ware Disposal that city’s contract to for trash and recycling services.  The city council decided to go with CR&R Waste Services over Ware and two other trash haulers including Waste Management who provides Santa Ana’s trash service.

As the Orange Juice’s Art Pedroza reported here yesterday, Ware went all out in their effort to win the Orange contract.  They even went as far as taking out a full page ad in the Orange County Register calling on Orange residents to attend the council meeting to support them.  Thankfully all of Ware’s efforts and Judy Ware’s filthy money didn’t sway the Orange officials.

CR&R was awarded the contract despite the fact that Ware’s “corrected” bid offered their monthly services for a lower monthly rate than all the other companies.  CR&R’s bid calls for a monthly service fee of $10.87 while Ware’s “corrected” bid called for a $10.36 fee.  Jay Ware claimed that, “This rate would result in Orange residents having the lowest rate in Orange County.”

As you may have noticed that I keep referring to Ware’s bid as their “corrected bid”.  The reason for this is because Ware made an initial bid that called for a much higher service fee, however after all the bids were in Ware somehow realized that they had made a “mathematical error” .  Ware then submitted a “corrected” bid and went from having the highest monthly service fee of all the bidders to the lowest.  You can read the entire staff report on this by clicking here.

Something about this whole “corrected bid” by Ware sure smells funny and is quite similar to the shenanigans that took place in Newport Beach in May 2007.  Ware came in as the low bidder in that case but many folks, including waste industry insiders, have told me that Ware may have been tipped off as to the other companies bids and made sure their bid was the “low bid”.  Ware was initially awarded the contract by the Newport Beach City Council however it was stripped from them when their horrific safety record was brought to light.

Was Ware tipped off about the other bids by somebody in Orange?  Did they call in a favor from one of their political connections?  The fact that they went from the “high” bid to the “low” bid certainly raises some eyebrows and perhaps deserves some serious scrutiny.

We do know that Ware has connections to Orange Planning Commissioner, and Red County blogger, Matt Cunningham.  Judy Ware contributed money towards the funding of a hit piece put together by Cunningham and others that attacked Santa Ana City Council candidate/Orange Juice blogger Art Pedroza.  Judy doesn’t give money without expecting something in return.

Did she call in her favor from Cunningham?  Did Cunningham go to his city hall contacts and get Ware the info she needed to insure she’d be the low bidder?  We may never know, but it looks like it doesn’t matter because she and her company got shot down anyway.

Now that Ware has lost out on the Orange contract perhaps now they can turn all their attention to cleaning up their act in Santa Ana’s Logan Neighborhood.  They continue to openly defy city regulations despite the fact that they have been repeatedly cited and they continue to make life a living hell for the residents of Logan.

In his letter to the residents of Orange, Jay Ware stated that, “Ware Cares!”.  Really Jay?  Well if that is truly the case why don’t you show the residents of Logan that you “care”.  Or is it that you only “care” when a contract is on the line?
